金融支持首先体现在:推动设立和充分利用多边金融机构,为沿线国家命运共同体构 建筹集专项资金。

一方面,在传统多边金融机构的基础上,我国发起成立了亚洲基础设施投资银行、金 砖国家开发银行和上海合作组织开发银行等新兴多边开发性金融机构,还设立了中长期开 发投资基金——丝路基金,为“一带一路”沿线国家命运共同体构建提供相应的投融资服 务。

另一方面,充分利用世界银行、亚洲开发银行等传统世界多边金融机构的资金支持, 积极探索与欧洲投资银行、欧洲复兴开发银行等现有多边金融机构开展合作。

与此同时,国内金融机构也为“一带一路”沿线国家提供了稳定、多元、可持续的融资 途径。

截至 2017 年 6 月末,中国国家开发银行在“一带一路”沿线国家累计发放贷款超过 1700 亿美元,余额超过 1100 亿美元。

在“一带一路”建设中,人民币国际化也与“一带一路”沿线国家命运共同体构建有机结 合,互相促进。

推进人民币国际化不仅能降低沿线国家汇率风险,也是深化区域金融合作 的应有之义。

近几年, “一带一路”沿线国家人民币结算的规模和范围不断扩大。

我国已陆续与吉尔吉 斯斯坦等国家签署了边贸本币结算协定,与白俄罗斯等国家签订了一般贸易本币结算协 定。

组织实施人民币、坚戈等币种银行卡刷卡无障碍示范区建设,普及合作中心非现金支 付工具,持续推进支付结算环境优化。

围绕企业普遍关心的跨境资金汇兑问题,加快推进 上海人民币跨境支付系统二期建设,打造人民币跨境支付和清算中心。

同时,我国也在积极拓展人民币直接交易市场发展,推动跨境金融交易直接化。

我国 已先后与哈萨克斯坦,乌兹别克斯坦等 22 个“一带一路”沿线国家央行签订了总额超过 9000 亿元人民币的双边本币互换协议,与 2 个沿线国家实现了货币的区域直接交易,与 8 个沿线国家实现了货币的直接交易,7 个沿线国家支持人民币成为区域计价货币,建立了 人民币清算安排。

此外,我国积极探索建立双边监管合作机制,不断完善跨境风险应对和危机处置制度 安排。

新时代,金融支持对于沿线国家经济社会的发展有着巨大的促进作用,但是推进过程 中的地缘政治风险、汇率风险、结算风险、融资挑战、企业经营风险等也不容忽视。

目 前,原中国银监会已与 29 个沿线国家签署双边监管合作谅解备忘录,原中国证监会已与 26 个沿线国家签署证券合作备忘录,搭建基础性合作框架。

随着“一带一路”沿线国家命运 共同体构建的不断推进,相信更多双边监管合作谅解备忘录会不断签署,更加稳定有效的 监管合作和协调机制会逐步建立。

未来,金融助力“一带一路”建设还需持续、精准发力,朝着“建立稳定、可持续、风险 可控的金融保障体系,创新投资和融资模式,推广政府和社会资本合作,建设多元化融资 体系和多层次资本市场,发展普惠金融,完善金融服务网络”的目标稳步迈进,更好地服务 “一带一路”沿线国家命运共同体构建。
