eo推荐电改二十年后的美国电力产业(上)在上世纪末的最后几年,美国国内开始了电改的浪潮。

但这一轮针对电力体制各环节的改革在几年后便遭遇了重创并停滞了下来。

回首二十年前的这一场改革,究竟当时的美国电力市场如何,问题何在,今日又该如何看待这场改革的意义成了许多人关心的问题。

来自加州大学的两位能源学家塞弗林·伯伦斯坦(Severin Borenstein)和詹姆斯·布什内尔(James Bushnell)在本文中系统地回顾了这场改革并分析了当中的经济学原理。

电改二十年后的美国电力产业作者:Severin Borenstein,James Bushnell编译:eo记者林子琳1一、简介上世纪九十年代中期,投资人所有的垂直一体化垄断型公用事业公司(IOU)为美国绝大多数的电力用户提供服务。

IOU集发电、输电、配电以至分发电费账单功能为一体,受州一级的公共服务委员会的监管。

委员会有决定电价的权利,以保证公用事业公司可以收回必要已发生运营成本(prudently incurred costs)和资本支出的收益。

这个过程被称为“服务成本”条款(cost-of-service regulation)。

而在1995年到2002年这七年期间,美国各州掀起了一股针对电力体制改革的浪潮,其目的是将竞争引入到公用事业公司的垄断环节中——也就是“电力改革”(electricity restructuring)”。

在此之前,航空铁道、通信、石油零售和油气行业已经成功地完成经济去管制化,电力行业紧随其后。

在当时,人们普遍希望这场变革能够将电力业去管制化,建立以市场为基础的电力体制。

而当2000至2001年的加州电力市场危机发生后,这场电力运动在2002年遭遇了重大的冲击。

虽然依旧存在“继续去管制”的呼声,但之后的公共政策无疑终止了进一步的改革。

《美国工厂》观后感-美国工厂观后感英语《美国工厂》观后感最近微博上流行起一部由奥巴马夫妇投资的netflix纪录片《美国工厂》,全片共一小时四十分钟,讲的是福耀玻璃集团到美国开设新工厂的故事。

关于福耀玻璃这家公司,我去年就看过公司创始人曹德旺先生所写的自传《心若菩提》,相当敬佩这位踏实做事、敢于拼搏的老先生。

曹先生已经七十多岁了,仍然在挑战自己的人生极限,2014年前往美国开设新的工厂,总投资4亿美元,地址落在俄亥俄州代顿市,前身是美国通用汽车的一家工厂。

纪录片就从美国通用工厂的倒闭开始,黑人牧师在关厂那一天带领大家祈祷,人们脸上满是绝望的表情,生活对于他们来说是没有工作和失去按揭贷款的房屋、汽车。

福耀的到来给当地带来了希望,但是影片也从这里开始产生冲突的前奏。

一些工人认为福耀工厂的薪资待遇大大低于以前的美国通用工厂,并且对工作效率要求太高,让他们感觉到侵害了自己的正常权益。

这里的矛盾之处在于,效率和员工满意度在一定程度上肯定是成反比的。

中国工人可以忍受加班和高强度的劳动,但是美国工人不行,一方面是因为美国工人的年纪普遍偏大且种族多元;另一方面美国崇尚人的自由和权利,强调要将工人权益放在优先位置。

在全球化的背景下,这样的片子无意中揭示出中国凭借优质的劳动力和超额的工作时间实现了赶超。

可是我们应该思考,这样的发展模式是否可以持续呢?福耀美国工厂就是中美两种文化碰撞的交界处,如何妥善处理,考验着管理层的能力。

对此,福耀的解决方式是提高员工时薪,分两次提升到每小时16美元。

与此同时,解雇那些工作效率太过低下的员工,同时加快招募年轻员工。

福耀的第二个考验是工会问题。

不同于中国的工会,美国的工会是有相当强大的力量的。

依据美国法律,一旦在工厂中成立工会,管理层就无法直接与员工沟通,而必须通过工会来沟通各类事宜。

这对于福耀美国工厂来说,是无法接受的。

曹德旺先生在影片中直接说道,如果成立工会,他就撤资不做了。

通过有目标地解雇亲工会分子,培训普通员工,告诉他们成立工会的利弊,福耀在最后的员工全员投票中,成功否决了工会的成立。
