医疗技术临床应用管理办法

为加强医疗技术临床应用管理～建立医疗技术准入和管理制度～促进医学科学发展和医疗技术进步～提高医疗质量～保障医疗安全～根据卫生部《医疗技术临床应用管理办法》,卫医政发(2009)18号,件精神结合医院实际情况制定本办法。

第一章总则

第一条根据《执业医师法》、《医疗机构管现条例》、《医疗事故处理条

例》等有关法律、法规和规章～制定本办法。

第二条本办法所称医疗技术～是指医疗机构及其医务人员以诊断和治疗疾病

为目的～对疾病作出判断和消除疾病、缓解病情、减轻痛苦、改善功能、延长生命、帮助患者恢复健康而采取的诊断、治疗措施。

第三条医院开展医疗技术临床应用应当遵守本办法。

第四条医疗技术临床应用应当遵循科学、安全、规范、有符合伦理的原则。医院开展医疗技术应当与其功能任务相适应～具有符合资质人员、相应的设备、设施和质量控制体系～并遵守技术管理规范。

第五条根据国家建立的医疗技术临床应用准入和管理制度～对医疗技术实行

分类、分级管理。

第六条医务科负责医院医疗技术临床应用管理工作。 coupling Centre

第七条医疗技术分为三类:

第一类医疗技术是指安全性、有效性～医疗机构通过常规管理在临床应用中能

确保其安全性、有效性的技术。

第二类医疗技术是指安全性、有效性～涉及一定伦理问题或风险较高～卫生行

政部门应当加以控制管理的医疗技术。

第三类医疗技术是指具有下列情形之一～需要卫生行政部门加以严格控制管理

的医疗技术:

,一,涉及重大伦理问题,

,二,高风险,

,三,安全性、有效性尚需经规范的临床试验研究进一步验证,

,四,需要使用稀缺资源;

,五,卫生部规定的其他需要特殊管理的医疗技术。

第八条卫生部负责第三类医疗技术的临床应用管理工作。

第九条第三类医疗技术目录由卫生部制定公布～并根据临床应用实际情况予

以调整。

第十条省级卫生行政部门负责第二类医疗技术临床应用管理工作。

第二类医疗技术目录由省级卫生行政部门根据本辖区情coupling Centre
