I have to be able to convince the boss that I'm gonna produce results. W: That's one of these reasons you should say over and over again. Don't go in with a pressing problem, go in with a pressing solution. M: Solutions really are your way to victory, not always, but you are definitely not gonna succeed if you go in with a laundry list of problems. If I come and I say, "I'm so sick of my commute," I really have to work from home one day a week. W: But maybe the most skepticism raised by bosses is about the fact that you're really gonna do as much or even more work. How do you convince your boss, that you mean it, that more work will be done. How do you convince and then show them? M: Offer benchmarks. It's the best solution that you can provide because you are gonna say. Here is the proposal that I have and here is how we're gonna measure the results because I know results are important to you and are important to me too, so maybe we are gonna have a conversation for 50 minutes every two weeks so that we understand how the flow of communication is working, and if you are not happy or I'm not happy, we have the ability to make changes along the way. M: A lot of folks who moved in there had very high expectations, a goodly number of them were Disney-philes who had been accustomed to high levels of customer satisfaction from the company in their vacation experiences. Obviously those high expectations would be inevitably thwarted at some level. But most folks, and we are talking about a self-selecting group of pioneers who moved in there, were people who had moved from the cheerless isolation of a lot of other suburban places, were very hungry for community, very much looking for a town where they could fully participate and create and define the sense of community there.W: What about the attempts of the planners to engineer a community where there would be a mixture of incomes? Was that effective?M: Initially it was effective, and it is highly unusual in the American housing landscape to find fairly pricey houses just a spit away from multi-family rental apartment buildings. You just don't find that anywhere in the American housing landscape. The problem is that a lot of new urbanist towns like Celebration become commercially successful, and Celebration has indeed been that. What happens is the housing prices rise and the low-income folks can't afford to live there anymore. That's already beginning to happen; there were working class people who I knew in Celebration who had moved in there as pioneers and Lord knows how they made ends meet, but they did. The AIDS EpidemicQ:Mr. Baltimore, how serious is the AIDS epidemic?A:AIDS is the worst plague in modern history. In the 20 years since the first reportsof what we now know was AIDS, an entire generation has been born and come of agenever knowing a world without the epidemic. The disease has changed the personalas well as the political—how we think and how we love, what we teach our childrenand what words we say in public. On an international scale, it threatens to underminecountries, particularly in Africa. AIDS is now the fourth leading cause of deathglobally, and the leading course of death in Africa. Throughout the world 36 millionpeople are HIV-positive, including 900,000 in the United States.Q: What do you mean by “undermine countries”?A: AIDS has stolen a generation and imperiled the future. It will cause such asignificant amount of disease in the middle ages of the population that it will largelyreduce the number of people available to carry out the functions of the society. Inparts of Africa, it’s happening already. In seven African countries, more than 20percent of the 15- to 49-year-old population is infected with HIV. For example,Zambia cannot train teachers fast enough to replace those killed by AIDS. Within 10years, there will be 40 million AIDS orphans in Africa.Q: Do you think people’s basic behavior can be altered in time to stem the AIDSepidemic?A: In time to have a significant impact, yes. I don’t think we’ll be perfect. People willrespond differently. But for the homosexual population in San Francisco, the rate ofhomosextually transmitted diseases fell dramatically when a serious educationalprogram was put in place. People were obviously willing to change their behaviorwhen they were made to realize how severe a risk they were taking. Q: What about groups not yet hard hit? Can the message get to thembefore massivedeaths occur?A: It is certainly harder to reach people when they don’t see the consequences ofwhat they’re doing right around them or when the consequences are extremelydelayed. I think a massive educational campaign is the onlything conceivable at the moment that can help. Not to do it would be criminal. Toargue that it’s different and expensive and therefore we shouldn’t do it would beself-defeating.Q:Surveys show that a majority of the public believes AIDS victims should bequarantined. What do you think?A:Quarantining will help no one. Most AIDS patients are too sick to be transmittingthe virus. The virus is being spread largely by people who do not haveAIDS but areinfected with the HIV virus, and they may or may not even know it. Quarantiningwould be totally futile.Q: Would mandatory testing help?A: I believe it would drive the very people you want to test underground. Voluntary,confidential testing is much more appropriate.Q: How can you encourage people to go in for such a traumatic test? A: The only thing you can do is convince people that they’re better off knowing thannot knowing. First, because then they can take action to protect their friends andloved ones and, second, because they can begin to interpret their own symptoms andtake whatever action available. AIDS is a very serious disease, but it usually revealsits presence through a variety of infections, and many of those infections can becontrolled with appropriate drugs.A:药物不能被视为解决问题的最终良方。
