历史回顾:托福进入中国的30年历程2001年12月20日上午,南京大学外语培训中心门前排满了冒雨报名“托福”的考生。
托福进入中国,点燃了无数年轻人出国的梦想。
1981年5月,美国某大学的一间教室里,中国教育部学生司负责人与美国ETS副董事长在“托福入华”协议上签字,7个月后,中国首次托福考试举行。

1979年,北京外国语学院(现北京外国语大学)英语系副主任刘承沛,第一次从学生那里听说“托福”。
直到几天前,这位86岁的老人回忆起往事,依旧不住地用手胡噜着花白的头发,眼睛睁得大大的:“我现在都不清楚,这个学生是在哪里考的试!”两年之后的1981年12月,中国内地的第一次托福考试(TOEFL),在北京、上海和广州三地同时开考。
这次考试也创下了内地考试的诸多第一:第一次将美国标准化考试引入中国、第一次使用机读答题卡、英语考试第一次考听力……甚至后来,托福考试模式还为中国高考改革提供了参考。
“中国式托福”无奈收场1978年,中国鼓励公派出国留学———托福进入中国,离不开这个大的背景———出国选学校就要考托福。
考托福需要交美元报名。
最初,为了省下报名费,中国曾效仿托福经验组织“中国式托福”,并期待得到更多美国高校的认可,但事与愿违。
1980年,综合了托福和香港考试经验的EPT(英语水平考试)在内地开考,当时在国家教委(现教育部)学生司工作的杨学为称之为“出国前的预选”。
EPT在设计题目上把托福当做参照,难度也与之相当,但是“刚刚经历过‘文革’,一部分中青年学者几乎没有英语底子,”作为命题组成员之一的刘承沛说:“一考试,不及格者大有人在。
”蒋妙瑞是这场预选的负责人。
他任职于国家教委高教一司外语处,当时一统计成绩,他竟然发现,“如果按照EPT的成绩选拔,能达到出国分数线的人,甚至还不够中央要求的出国人数。
”当然也有考得不错的学生。
他们拿着成绩单去申请一些非中美政府间合作的美国大学时,却遭到了拒绝。
这显然又与设计EPT考试的初衷存在落差。
