In economics, our demand expansion has not done enough to face the rise of oil prices but there are a lot of reasons, such as the increasing infrastructure investment which is the country relied on andthe rapid economic growth which pushed up oil demand and so on. It is obviously important to strengthen the top-level design of consumption and overall planning.
The second, tomake use of energyrationally and actively guide the consumption. There are many status to affect the energy security or restricts thedevelopment of China's energyindustry. For example, the per capita energy resourcein China is low butthe total energyresourcesconsumptionis high.Fossil energy especially the large-scale coal exploitation has do harm to the ecological environment. These issues are decided by the international energy competition, productivity of different countries, and these issues are also relevant to the unreasonable industrial structure or energy structure, rough energy development and utilization and fall-behind systems and mechanisms. To solve these problems, we need to vigorously promote energy production and utilization and constantly improve the policy. Especially the rational oil consumption should be long-term target in China and we need to take various measures to save energy. In economic perspective, both recyclable resources and non-recyclable resourcesare scarce.Circular economyis a kind of economic development model which could save resources and achieve the goal of rational allocation of resources.In addition, we should pay full attention to effect of the price regulation to what is required. The third, we should firmly advocate the reform in the energy sector and quicklybuild up the institutions and mechanisms which is conducive to energy development. We should also improve the energy developmentand promote energy production toensure the security of national energy.The first is to accelerate building up energy legal system. Currently, we are devoted tolearn to revisethe law ofthe oildevelopment, the gas pipeline protection and the nuclear power management and so on. Such as “coal law" and "Electricity Law" is running.
The second is to improve the market mechanism. We should promote energy market reform actively and give full play to the basic role of market allocation. All the projects listed in the national energy program, unless forbidden by laws or regulations, are open to private capital. We also should encourage the private capital to participate in the exploration and development of energy resources and oil resources.
The fourth is the rational layout. Some measures might be taken earlier,we must solve the problem of the petroleum transport, include blocking problem in Iran and
the Strait of Hormuz mentioned. All of these factors should be considered. We should also adhere to the diversification of energy imports.
The sixth: The diversification of energy supplyingis very important. Our fossil energy is exhaustible and in order to uselonger, we should make full use of the water energy, oil, shale gas and other kinds of energy. In the aspect of energy cooperation, we should establish mutually beneficial relationship with other countries. To improve international cooperation mechanism, deeply involved into the global energy governance. Strengthen the communication and cooperation with other countries.
If we do that, I believe that our industry development could reach toa higher level one day.。
