《高中英语新课程标准》把英语课程的设置同提高整个民族的素质联系起来,强调了英语课程对促进对外交往和增强国力具有重要的意义。
它指出,“高中学生学习外语,一方面可以促进心智、情感、态度与价值观的发展和综合人文素养的提高;另一方面,掌握一门国际通用语种可以为学习国外先进的文化、科学和进行国际交往创造条件。
