We’ll save taxpayers 11 $2 billion a year by making 75% of federal buildings more energy efficient, and save the average working family $350 on their energy bills by weatherizing 2.5 million homes.To lower health care cost, cut medical errors, and improve care, we’ll computerize the nation’s health record in five years, saving billions of dollars in health care costs and countless 12 lives. And many families lost their homes.Over the past four years, we’ve worked to help millions of responsible homeowners get back on their feet. And while we’re not where we need to be yet, our housing market is beginning to heal. Home prices and sales are rising. Construction is up. Foreclosures are down. Congress should give every American the chance to refinance at today’s low rates.We should help more qualified families get a mortgage and buy their first home. I sat down with small business owners in Gutenberg, Iowa; and ranchers(牧场主) and farmers in Peosta. I had lunch with veterans in Cannon 1 Falls, Minnesota; and talked to plant workers at a seed distributor in Atkinson, Illinois. And to the girls volleyball team at Maquoketa High School, let me just say one thing: Go Cardinals 2 .Now, I’m out here for one reason: I think Washington, DC can learn something from the folks in Atkinson and Peosta and Cannon Falls. I think our country would be a whole lot better off if our elected leaders showed the same kind of discipline and integrity and responsibility that most Americans demonstrate in their lives every day.Because, the fact is, we’re going through a tough time right now. We’re coming through a terrible recession; a lot of folks are still looking for work. A lot of people are getting by with smaller paychecks or less money in the cash register. So we need folks in Washington – the people whose job it is to deal with the country’s problems, the people who youelected to serve – we need them to put aside(撇开) their differences to get things done.There are things we can do right now that will mean more customers for businesses and more jobs across the country. We can cut payroll 3 (工资单) taxes again, so families have an extra $1,000 to spend. We can pass a road construction bill so construction crews – now sitting idle – can head back to the worksite, rebuilding roads, bridges, and airports. We’ve got brave, skilled Americans returning from Iraq and Afghanistan. Let’s connect them with businesses that co uld use their skills. And let’s pass trade deals to level the playing field for our businesses. We have Americans driving Hyundais and Kias. Well, I want to see folks in Korea driving Fords, Chevys and Chryslers. I want more products sold around the globe stamped with three words: Made in America.These are commonsense 4 ideas – ideas that have been supported by both Democrats 5 and Republicans. The only thing holding them back is politics. The only thing preventing us from passing these bills is the refusal by some in Congress to put country ahead of party. That’s the problem right now. That’s what’s holding this country back. That’s what we have to change.Because, for all the knocks we’ve taken, despite all the challenges we face, this is still the greatest country on earth. We still have the best workers and farmers, entrepreneurs and businesses, students and scientists. And you can see that here in Alpha. You can see it along the country roads that connect these small towns and farmlands.Th ese past few days, I’ve been seeing little kids with American flags and grandparents in lawn chairs. I’ve shaken hands with folks outside machine shops and churches, corner stores and farms. It reminds me why I got into public service in the first place. Getting out of Washington and spending time with the people of this country – seeing how hard you’re working, how creative you are, how resourceful you are, how determined 6 you are – that only makes me more determined to serve you as best I can as President. And it only makes me more confident in our future.That’s why it’s so important that folks in Washington put country before party. That’s why it’s so important that our elected leaders get past their differences to help grow the economy and put this nation back to work. Even as we speak, Congress is preparing to introduce and debate health reform legislation that is the product of many months of effort and deliberation. And if you’re like any of the Americans I’ve met across this country who know all too well that the soaring costs of health care make our current course unsustainable, I imagine you’ll be watching their progress closely.I’m talking about the families I’ve met whose spiraling premiums 2 and out-of-pocket expenses are pushing them into bankruptcy 3 or forcing them to go without the check-ups or prescriptions 4 they need. Business owners who fear they’ll be forced to choose between ke eping their doors open or covering their workers. Americans who rightly worry that the ballooning costs of Medicare and Medicaid could lead to fiscal 5 catastrophe 6 down the road.Simply put, the status quo is broken. We cannot continue this way. If we do nothing, everyone’s health care will be put in jeopardy 7 . Within a decade, we’ll spend one dollar out of every five we earn on health care –and we’ll keep getting less for our money.That’s why fixing what’s wrong with our health care system is no longer a luxury we hope to achieve –it’s a necessity we cannot postpone 8 any longer.The growing consensus 9 around that reality has led an unprecedented 10 coalition 11 to come together for change. Unlike past attempts at reforming our health care system, everyone is at the table –patient’s advocates and health insurers; business and labor 12 ; Democrats 13 and Republicans alike.A few weeks ago, some of these improbable allies committed to cut national health care spending by two trillion dollars over the next decade. What makes this so remarkable 14 is that it probably wouldn’t have happened just a few short years ago. But today, at this historic juncture 15 , even old adversaries 16 are united around the same goal: quality, affordable 17 health care for all Americans.Now, I know that when you bring together disparate groups with differing views, there will be lively debate. And that’s a debate I welcome. But what we can’t welcome is reform that just invests more money in the status quo – reform that throws good money after bad habits.We must attack the root causes of skyrocketing health care costs. Some of these costs are the result of unwarranted profiteering that has no place in our health care system, and in too many communities, folks are paying higher costs without receiving better care in return. And yet we know, for example, that there are places like the Mayo Clinic in Minnesota, the Cleveland Clinic in Ohio, and other institutions that offer some of the highest quality of care in the nation at some of the lowest costs in the nation. We should learn from their successes and promote the best practices, not the mostexpensive ones. That’s how we’ll achieve reform that fixes what doesn’t work, and builds on what does.This week, I conveyed to Congress my belief that any health care reform must be built around fundamental reforms that lower costs, improve quality and coverage 18 , and also protect consumer choice. That means if you like the plan you have, you can keep it. If you like the doctor you have, you can keep your doctor, too. The only change you’ll see are falling costs as our reforms take hold.I also made it very clear to Congress that we must develop a plan that doesn’t add to o ur budget deficit 19 . My budget included an historic down payment on reform, and we’ll work with Congress to fully 20 cover the costs through rigorous spending reductions and appropriate additional revenues. We’ll eliminate waste, fraud, and abuse in our health care system, but we’ll also take on key causes of rising costs – saving billions while providing better care to the American people.All across America, our families are making hard choices when it comes to health care. Now, it’s time for Washington to make the right ones. It’s time todeliver. Weekly AddressRemarks of President Barack Obama Weekly Address Saturday, April 18, 2009It’s not news to say that we are living through challenging times: The worst economic downturn since the Great Depression. A credit crisis that has made that downturn worse. And a fiscal 1 disaster that has accumulated over a period of years.In the year 2000, we had projected budget surpluses in the trillions, and Washington appeared to be on the road to fiscal stability. Eight years later, when I walked in the door, the projected budget deficit 2 for this year alone was $1.3 trillion. And in order to jumpstart our struggling economy, we were forced to make investments that added to that deficit through the American Recovery and Reinvestment Act.But as surely as our future depends on building a new energy economy, controlling health care costs and ensuring that our kids are once again the best educated in the world, it also depends on restoring a sense of responsibility and accountability to our federal budget. Without significant change to steer 3 away from ever-expanding deficits 4 anddebt, we are on an unsustainable course.So today, we simply cannot afford to perpetuate 5 a system in Washington where politicians and bureaucrats 6 make decisions behind closed doors, with little accountability for the consequences; where billions are squandered 7 on programs that have outlived their usefulness, or exist solely 8 because of the power of a lobbyist or interest group; and where outdated 9 technology and information systems undermine efficiency, threaten our security, and fail to serve an engaged citizenry.If we’re to going to rebuild our economy on a solid foundation, we need to change the way we do business in Washington. We need to restore the American people’s confidence in their government – that it is on their side, spending their money wisely, to meet their families’ needs.That starts with the painstaking 10 work of examining every program, every entitlement, every dollar of government spending and asking ourselves: Is this program really essential? Are taxpa yers 11 getting their money’s worth? Can we accomplish our goals more efficiently 12 or effectively some other way?It’s a process we have already begun, scouring 13 our budget line by line for programs that don’t work so we can cut them to make room for ones that do. That means ending tax breaks for companies shipping 14 jobs overseas; stopping the fraud and abuse in our Medicare program; and reforming our health care system to cut costs for families and businesses. It means strengthening whisteblower protections for government employees who step forward to report wasteful 15 spending. And it means reinstating the pay-as-you-go rule that we followed during the 1990s – so if we want to spend, we’ll need to find somewhere else to cut.And this Monday, at my first, full Cabinet meeting, I will ask all of my department and agency heads for specific proposals for cutting their budgets. Already, members of my Cabinet have begun to trim back unnecessary expenditures16 . Secretary Napolitano, for example, is ending consulting contracts to create new seals and logos that have cost the Department of Homeland Security $3 million since 2003. Weekly Address Health Care ReformCannot WaitRight now in Washington, our Senate and House of Representatives are both debating proposals for health insurance reform. Today, I want to speak with you about the stakes of this debate, for our people and for the future of our nation.This is an issue that affects the health and financial well-being 1 of every single American and the stability of our entire economy.It’s about every family unable to keep up with soaring out of pocket costs and premiums 2 rising three times faster than wages. Every worker afraid of losing health insurance if they lose their job, or change jobs. Everyone who’s worried that they may not be able to get insurance or change insurance if someone in their family has a pre-existing condition.It’s about a woman in Color ado who told us that when she was diagnosed with breast cancer, her insurance company –the one she’d paid over $700 a month to – refused to pay for her treatment. She had to use up her retirement 3 fundsto save her own life.It’s about a man from Ma ryland who sent us his story – a middle class college graduate whose health insurance expired when he changed jobs. During that time, he needed emergency surgery, and woke up $10,000 in debt – debt that has left him unable to save, buy a home, or make a career change.It’s about every business forced to shut their doors, or shed jobs, or ship them overseas. It’s about state governments overwhelmed by Medicaid, federal budgets consumed by Medicare, and deficits 4 piling higher year after year.This is the status quo. This is the system we have today. This is what the debate in Congress is all about: Whether we’ll keep talking and tinkering and letting this problem fester as more families and businesses go under, and more Americans lose their coverage 5 . Or whether we’ll seize this opportunity – one we might not have again for generations –and finally pass health insurance reform this year, in 2009.Now we know there are those who will oppose reform no matter what. We know the same special interests and their agents in Congress will make the same old arguments, anduse the same scare tactics that have stopped reform before because they profit from this relentless 6 escalation 7 in health care costs. And I know that once you’ve seen enough ads and heard enough people yelling on TV, you might begin to wonder whether there’s a grain of truth to what they’re saying. So let me take a moment to answer a few of their arguments.First, the same folks who controlled the White House and Congress for the past eight years as we ran up record deficits will argue – believe it or not – that health reform will lead to record deficits. That’s simply not true. Our proposals cut hundreds of billions of dollars in unnecessary spending and unwarranted giveaways to insurance companies in Medicare and Medicaid. They change incentives 8 so providers will give patients the best care, not just the most expensive care, which will mean big savings 9 over time. And we have urged Congress to include a proposal for a standing 10 commission of doctors and medical experts to oversee 11 cost-saving measures.I want to be very clear: I will not sign on to any health plan that adds to our deficits over the next decade. And by helping 12 improve quality and efficiency, the reforms we make will help bring our deficits under control in the long-term.Those who oppose reform will also tell you that under our plan, you won’t get to choose your doctor – that some bureaucrat 13 will choose for you. That’s also not true. Michelle and I don’t want anyone telling us who our family’s doctor should be – and no one should decide that for you either. Under our proposals, if you like your doctor, you keep your doctor. If you like your current insurance, you keep that insurance. Period, end of story.Finally, opponents of health reform warn that this is all some big plot for socialized medicine or government-run health care with long lines and rationed 14 care. That’s not true either. I don’t believe that government can or sho uld run health care. But I also don’t think insurance companies should have free reign 15 to do as they please.That’s why any plan I sign must include an insurance exchange: a one-stop shopping marketplace where you can compare the benefits, cost and track records of a variety of plans – including a public option to increase competition and keep insurance companies honest –and choose what’s best for your family. And that’s why we’ll put an end to the worst practices of the insurance industry: no more yearly capsor lifetime caps; no more denying people care because of pre-existing conditions; and no more dropping people from a plan when they get too sick. No longer will you be without health insurance, even if you lose your job or change jobs.The good news is that people who know the system best are rallying to the cause of change. Just this past week, the American Nurses Association, representing millions of nurses across America, and the American Medical Association, representing doctors across our nation, announced their support because they’ve seen first-hand the need for health insurance reform.They know we cannot continue to cling to health industry practices that are bankrupting families, and undermining American businesses, large and small. They know we cannot let special interests and partisan 16 politics stand in the way of reform – not this time around.The opponents of health insurance reform would have us do nothing.
