摘要

工程建设监理规划，是根据工程监理委托合同确定的工作围，并根据所监理项目的特点而写的监理工作计划，是指导监理工作全过程的纲领性文件。

在监理规划的总框架下，在总监理工程师的主持下编制，制定了一系列的工作计划、进度计划、工作流程、监理工作制度、各项工作的报表、监理工作守则、职责分工、使监理的工作规化、制度化。在工程建设项目中实施全过程的监理，不仅包括施工准备阶段、建设施工阶段和竣工验收阶段的监理，还包括建设项目取得前期决策研究阶段、勘察和设计阶段以及维护保修阶段的监理工作。

本监理规划是针对名仕花园工程而编制的，通过监理规划的编写，使监理人员明确在工程监理实施过程中，应当做哪些工作；由谁来做这些工作；在什么时间和什么地点做这些工作；以及如何做好这些工作；对监理活动做出全面、系统的安排。
