第二章涉外秘书工作的指导思想和工作原则1.一、涉外秘书工作的指导思想,概括起来讲,就是要围绕认真贯彻党和国家的对外方针、政策、努力做好‘三个服务’。
二、‘三个服务’是指:一是为上级涉外领导机关和领导同志的工作服务,发挥涉外秘书工作人员的上情下达、下情上报的作用。
二是为本级领导服务,发挥参谋、助手和耳目的作用。
三是为基层涉外单位的工作服务,发挥综合、协调和后勤保障作用。
2. 涉外秘书在工作中要实现‘四个转变’:一、要从偏重于简单的办文办事变为即办文办事有出谋献策。
二、要从简单的收发信息转变为即收发信息由综合处理信息。
三、要从单凭的老经验办事转变为实行科学化管理。
四、要从被动服务转变为力争主动服务。
这‘四个转变’是1985年1月全国秘书长、办公厅主任会议上提出来的在新形势下办公室部门工作的指导方针。

(五)涉外秘书的年龄趋向
大多数处于20-30岁。25岁为最多。原 因: 第一,涉外秘书工作是一种智力型工作, 需要任职者具有高层次的知识和高技能, 要求思维敏锐、善于接受新事物。 第二,涉外秘书工作又是事务性的工作, 繁忙而又紧张,要求有充沛的精力、足够 的体力。
第三,涉外秘书具有窗口作用。 第四,我国提倡领导干部年轻化,配备的 秘书当然更要年轻化。 第五,涉外秘书工作是一项综合性的工作, 聘用年轻人,可在单位任职的时间相对长 些,有利于保持相对稳定。
(六)涉外秘书的隶属关系
⒈外商独资企业秘书的隶属关系 其秘书的隶属关系采用国外的模式,即秘书直接 为顶头上司服务。采用“一对一”的配备方法。 ⒉国内涉外单位秘书的隶属关系国内企事业单位 秘书大体相同,他们都被编制于办公室内。 这些秘书受办公室主任管辖,他们为整个领导服 务。 ⒊合资企业秘书的隶属关系 合资企业秘书在外商投资比重越大的企业中,其 隶属关系也越倾向于国外模式,反之,则越接近 于国内模式。
(八)涉外秘书的知识结构
1.基础知识。 2.秘书学知识。秘书学概论、实务、公文、 礼仪、公共关系等。 3.行业知识。对外经济贸易知识、涉外法 规、财会知识。 4.中外文化的差异。
(九)涉外秘书的技能要求
