【港口资料】印尼邦塘港BONTANG煤炭码头装货注意事项01港口概况印尼邦塘煤炭码头Bontang Coal Terminal,简称BoCT。
位于印尼加里曼丹东海岸中部,位置Lat. 00-01.57 N / Long. 117-32.02E。
英版海图图号3051,印尼版海图图号No.39和39A。
时区:UTC + 8 Hours。
年煤炭装船量1800万吨。
煤炭积载因素:42 CUBFT/MT。
海水密度:1.019-1.023。
有DraftSurveyor做水尺检验。
BoCT仅有一个专用煤炭泊位,如图-1 所示,泊位长度158m, 泊位前后端均有独立的海上系揽桩,系揽桩之间的距离50-57m, 分别有4个横缆桩,6个海上系揽桩,泊位通过长度2070米的海上栈桥和陆地相连接。

2.泊位水深16.5m(MLWS),最大允许的净空高度16.50m(从水线到货舱舱口围/舱盖顶部),最大允许离港吃水14.50m(MLWS)。
3. BoCT仅有一台传送带式装船机,装船机类型为象限变幅式吊臂,通常装货速率为3200-3500tph, 最大装货速率3750tph, 最大装货空高为16.5m。
由于装船机为象限型且最大横移距离104m, 最多仅可装到4个货舱,因此船舶装货需要前后移泊。
(注:早些年在装货船海侧,会有驳船供货用于首尾货舱一次性装完,现在已不存在了。

Samarinda port information

Samarinda/Muara Jawa Port港口进出相关信息我轮第1203航次和第1202航次均在印尼装煤,分别为Samarinda/Muara Jawa Port (0110S/11710E)和Adang Bay(0143S/11638E)两港均在加里曼丹岛的东南角,位于SELAT MARKASSAR海峡西面,两港相距45海里,一个在BALIK PAPAN港的东北角,一个在BALIK PAPAN 港的西南角。
自然条件相当,均为锚地装货(4万吨以上的散货船),利用驳船和浮吊装货,进出港手续基本差不多。
.现就Samarinda港的进出及装货注意事项归纳如下:1.港口条件:来此装煤的船舶一般收到的租家通知均为1SA SAMARINDA ANCHORAGE, EAST KALIMANTAN, INDONESIA.但其实装货点并非在SAMARINDA,而是在其南面的MUARA JAWA ANCHORAGE.如下图所示,该锚地为一开放锚地,对装货船没有什么限制,地理位置良好,自然条件优越,锚地基本无涌浪,风向多变在暴雨时也达5级风,但是4级风以下,轻浪的天气较多。
港口锚地基本没有助航标示,锚地范围在20米等深线到50米等深线之间,范围的大小视船舶的数量而定,没有规定的界限。
该港的潮信资料可参考BALIK PAPAN主港,潮差1米左右,涨潮流为NW,落潮流为SE,落潮流略大于涨潮流,港口附近涨落潮流不大,在1节以内。
但是在50米等深线外,涨落潮流的影响变小,而主要受SELAT MARKASSAR的洋流影响,流速较大约为2节,流向为SE。
港口的海水密度在1.020-1.023之间。
受河口影响,涨潮时密度大,落潮时密度小,建议在初始和结束的两个水尺检验时分别测量密度。
使用的海图为BA2893,无大比例尺海图,无港图。

印尼煤炭储量、分布及运输参考印尼主要是露天煤矿,开采方便,成本低。
据估算已探明储存量大约580亿吨,位列全球第十,可商业开采的大约50亿吨以上,印尼政府估算储存量大约1000亿吨左右。
其煤矿褐煤占57%,次烟煤占27%,烟煤占5%。
按照煤炭分级则主要是中等和低等煤炭,大部分适合作为动力煤,用于发电。
印尼的煤炭分布在苏门答腊岛,加里曼丹岛,其中加里曼丹岛探明储量达70%。
煤矿处于岛内中部,离海港比较远,主要先通过铁路运输到海港然后装船。
中国在印尼运煤铁路修建这一块发挥了很大作用。
2012年中国中铁联合印尼BakrieGroup共同投资23亿美元,在中加里曼丹省铺设一段185千米长的运煤铁路。
中国中铁与印尼PTTranspacific、PTBukitAsam(PTBA.JK)合作,共同斥资12亿美元,负责南苏门达腊省运煤铁路网的建设工作。
印尼多条运煤铁路都是中国负责建设的。

印尼煤炭贸易攻略印尼煤炭贸易之攻略好多朋友关注我之前发表的印尼煤炭贸易之内幕,我想很多人在涉及这个行业都想了解,洞悉这个行业的情况,特别像印尼这个不发达,贫富悬殊的国家,将军主义政权,与之贸易会遇到诸多的困难,守信,讲合同,法律,在印尼这样的国家根本无法在谈判桌上来实现,印尼人一味之追求眼前的利益。
印尼煤贸易目前有几种交易方式:1. CIF到岸CIQ付款------一般都直接对电厂了,都可以做到岸了,价格自然高,和国内港口平仓价格差不多,贸易商接肯定没利润空间,人家直接做电厂利润肯定高些,做CIQ付款风险是最低。
2. CNF到岸(离岸付全款或(98%+2% 95%+5%))----在印尼离岸付款绝大多数或全部,到岸付余款,风险存在煤炭质量问题,如果不是长期稳定的供货商,对装船要花点心思去监控,一步小心,到岸掉了上千卡,这是时有的事情。
3. FOB 驳船离岸(客户自己订母船,自己定驳船,买方负责装船)------对印尼了解的采购方很多都会选择这个模式,但是如果你不熟悉印尼,没有良好的人际关系在印尼,劝你不要做FOB,这边存在定了船没货啦,同时存在煤炭质量上的风险。
4.FOB母船离岸(客户自己订母船,卖方负责驳船和装船)-----风险同第3点是一样。
支付方式由以下几种:1. 现金支付---现金支付,如果对印尼不熟悉的买方肯定不会走这一步,虽然现金支付的价格是最低(按2011年3月价格ADB 6300 FOB价格68美金左右),但存在风险也最大,一不小心,钱发了,煤又没看到。
2. 一般跟单LC 支付---- 可分为可转让和不可转让两种,即期和远期,按正常的贸易是走不可撤销跟单即期LC,这个是十分安全的信用证,如果是远期的LC,卖方都是拿去融资贷款。
一般LC的煤炭价格是最高的,走市场行情。
(按3月价格ADB 6300 FOB价格在83美金左右,CNF价格98美金)3. SBLC备用信用证----100%金额压银行,买方无法凭银行信用额来开证,受益人是可以无条件凭SBLC向银行贷款,如果不是可信度非常高的卖方,相信买方也不会开具这样的信用证,开SBLC肯定是有足够的利润给买方,买方才会去承担风险(按3月价格ADB6300 FOB 价格68 CIF价格85美金左右)很多朋友问我,什么样的矿方才会实在,怎样才能让印尼人履行已经签订的合同呢?我这样对他说,想实在走国际行情,印尼四大国营煤矿的合同一定没问题,一定供得到货,但价格高呀,又想便宜,又要安全,又没有风险,求上帝吧。

印度尼西亚是煤炭资源非常丰富的国家。
主要分布在加里曼丹和苏拉威西。
煤矿主要为露天矿。
热值为5000-8000卡。
印尼的煤炭现在主要销售的地区为:东南亚、欧洲、日本、韩国和中国南方各省等。
我公司在加里曼丹同印尼国防部合作。
对其管辖区域内的煤矿的前工作。
在印尼国防部管辖区范围内有四个大型露天煤矿。
交通便利。
距离码头50公里左右。
自然条件好。
可全年开采。
国防部负责印尼政府所有的开采文件的办理。
一:印尼市场经销煤炭的主要成本为:
1、采购成本:6000卡以上的煤10-15美元。
2、印尼的出口关税:15%。
3、运费:从印尼到中国各港口的船运费为20-25美元之间。
4、印尼码头仓储和装船费为10-15美元。
共计:57.25美元×7=400元人民币
二:从印尼到中国的船运时间:
1、从印尼到上海以南各港口运输时间为3-4天。
2、从印尼到天津港、大连港为7天。
3、每船的运量为5万吨-10万吨。
三:印尼煤炭的特点:
1、印尼煤炭的供应量为:每天5000吨左右。
2、煤炭的各种指标都符合中国的要求。
3、印尼煤炭含水量较大。

印尼矿产资源丰富,盛产石油、天然气、煤、锡、铝矾土、镍、铜等,主要出口产品有石油、天然气、木材、煤、棕榈油、橡胶等,中印两国贸易往来日益频繁。
从事东南亚航线的散杂货船东,素来十分重视印尼的货源,但是相信经常从事印尼至中国沿海运输的船东或多或少都曾在印尼港口有过不愉快的经历,甚至是不堪回首的经历,尤其是去印尼装煤的货轮,常常遭遇到无货可装,或是船到港后滞期很久的现象,还时有被当地港口或海军等肆意刁难骚扰的传闻,所以很多船东一接到印尼煤的货盘就皱眉,但是在没有其他更好的货源可以选择的时候,他们又不得不考虑去装印尼煤,因为它是该航线上非常重要的货源之一,光是2004年印尼煤炭的出口量就达9375万吨,若拒装该货,则有无米下炊之忧。
如此一来,如何避开在印尼装货的风险对船东来说极其重要,笔者结合自身实践之心得,从合同谈判到执行的一系列过程来分析在印尼港口装煤可能存在的主要风险并提出相应的预防之道,希望能抛砖引玉,给这一航线上的船东一点有益的帮助。
一、印尼主要装煤码头和锚地根据装货地点的不同,印尼港口装煤可分为泊位装货和锚地装货两种情况。
现在印尼有19个专用煤码头,其中包括3个cape-sized(好望角型)码头、1个panamax(巴拿马型)码头和3个handy-size(灵便型)码头,每年的出口能力超过7500万吨,另有四个码头正在规划建设中。
最大的公共深水煤码头是IBT(Indonesia Bulk Terminal)码头,1997年启用,位于南加里曼丹岛的South Pulau Laut,目前可接纳8万吨的船舶,正在扩建中,将来码头储存能力可望达到1600万吨,可靠20万吨的巨轮。
此外,TBCT码头(Tanjung Bara Coal Terminal)、DPP码头(PT. Dermaga Prakasa Pratama)和TBI码头(Terminal Batubara Indah)的规模也不小,是印尼最重要的几大煤码头。
各码头的详细情况可参阅印尼商业网站上的介绍。
(网址:)主要的装煤锚地位于南加里曼丹(KALIMANTAN)和马辰(BANJARMASIN)一带的TABONEO,JORONG ANCHORAGE,MUARA SATUI,TANJUNG PETANG,KOTA BARU等,还有东加里曼丹的MUARA PANTAI,ADANG BAY,TANJUNG BARA等锚地。
在泊位上装货一般是利用岸上的装货设备如皮带输送机、岸吊等装货,装货速度通常很快,如IBT码头的装货速度每天约3万吨以上。
而在锚地上,一般都要用船吊配合船上的抓斗或岸上租来的抓斗进行过驳作业,为保证效率,一般需同时安排多边驳船。
如果驳船安排顺利,船吊工作正常,锚地的装货效率一般在每天6000-7000吨左右。
如果船舶没有吊杆,那么只能安排浮吊装货,浮吊正常每天可装12000吨左右。
二、印尼港口装煤的主要风险船东们之所以把印尼港口视为畏途,原因不外乎下列几点:1.印尼发货人信誉不佳,供货能力有问题,或未按合同约定及时备货,经常发生船到港后无货可装或船舶必须长时间等待发货人备货装船的事件,因此必然产生高额的亏舱损失和滞期损失。
2.租船人未及时申领出口许可证或报关,或装货准备工作不到位,没有提前租借抓斗、浮吊、驳船等,致使船舶抵港后无法立即进行装货作业,引起船期损失。
3.因船代懈怠或不敬业造成无谓的时间浪费,尤其是选用租船人指定的代理时,更是常常发生代理与发货人相互勾结伤害船方利益的行为,这是最令船东痛恨的事情,而这种现象在印尼港口尤为多见,应引起船东重视。
三、风险的预防1.调查发货人情况接到一票印尼煤的货盘,调查发货人情况是最重要的前期工作之一。
我们首先必须要求租船人或经纪人提供该发货人的详细资料,包括地址、电话、传真、联系人等。
有了这些资料,就可以查证发货人是否可靠。
印尼主要的煤炭供应商资料如下所示,如果你的发货人是下面列明的某一家,那么这货就比较稳妥,因为这些发货人实力很强,出口量大,供货能力不成问题。

Local cooperatives are small coal mining firms that obtain concessions at the regional level.Source: Directorate of Mineral and Coal Enterprises如果发货人不是以上几家,那就必须了解他以前是否出过货,如果有的话,最好让他提供过去装船的提单副本(提单上应该会显示他是SHIPPER),然后找该轮的船东核实一下该发货人上次装船的实际情况,以间接了解该发货人的信誉和实力。
如果该发货人以前没出过货,那么基本上可以推断他很可能是个贸易商而不是煤矿矿主,对这种人船东的风险更高,必须认真地通过其他方式或途径进一步查核。
2.委托好的代理一个好船代,不仅能为船东分担许多工作量,协助船舶更快更好地完成在港任务,也能为其减轻风险,节省开支,使船、港、货衔接更紧密,沟通更顺畅。
但是很多船东发现,印尼港口相当一部分船代,似乎不那么勤快敬业。
去年八月福州某船东的一条灵便型船到印尼Tiberias装货回连云港,委托的一家代理工作十分懈怠,船东要求其了解货主备货进度及装货准备情况,一天无数个邮件和电话狂催,代理却根本不予回应,急得船东直跳脚。
船到该港后,又发生了一系列的突发事件,被当地警察和海军恶意刁难了十多天时间,代理也毫无作为,不配合船东积极设法解决问题,更有甚者,船要离港前,该代理竟然扣住船舶证书向船东敲诈额外的代理费,船东迫于无奈最后只能屈服。
另有某著名德国船东安排船去印尼港口装煤,租船人坚持用他指定的代理,结果船东去查核货主及其备货情况时,代理与租家相互串供,提供错误信息,导致该轮空等了三周后无货可装。
上述两个活生生的案例告诉我们在印尼找个好的代理有多么重要!在租约谈判阶段,船东应尽力争取由自己指定代理,不要轻易接受租船人指定代理条款。
在物色代理时最好找有代理煤船经验的比较规范的大公司,这种代理才会对煤的发货人及各个环节比较熟悉,有利于船东控制装港的情况。
3.掌握备货进度委任代理后,下一步工作便是通过代理去查证发货人备货情况,必须清楚地了解货物是否已备齐集港,货物堆存的具体位置以及出口通关手续何时可以办妥。
这些信息代理要一一联系有关港口当局进行核实,不能轻信发货人片面之词。
4.了解装货准备工作如果货已备妥,需要在锚地装货时,还得落实货主是否已租到足够的驳船,因为有很多煤船是在锚地装货的,所以印尼港口的驳船一向很紧张,须提前签约订租。
如果船舶本身没有配备吊杆,或吊杆实际负荷能力不足,还得了解租船人是否已租好浮吊。
浮吊在印尼各港也是十分紧俏的装货设备,有经验的租家通常在订约后就赶紧去联系浮吊,以免船到港后不能如期装货。
如果船舶有吊杆但无抓斗,就要了解租船人有无安排好抓斗,该抓斗的大小是否和船吊匹配。
曾有一土耳其船去东加里曼丹装货,该轮克令吊负荷15吨,只能配5立方米的小抓斗,租约约定由中国租船人安排,该租船人还没落实就自以为没问题,慨然允诺。
但船到印尼后却找不到这么小的抓斗,最后花了好长时间才在其他港口找到并驳运过来,船期损失惨重。
5.关于合同条款除了依照上述这些步骤进行查证落实之外,其实作为一个精明的船东,他更应该在租约条款上多下功夫,把可能产生的风险扼杀在摇篮里,即便有些风险无法控制和预防,也可以加上一些保护性的条款,使船东在遭受损失时能够得到一定的弥补。
(1)保证金条款若船东对租家的资信情况不了解,或发货人是个名不见经传的公司,船东可要求租家在签订合同后一到三天内预付给船东20%-30%的运费作为履约保证金,这样船到装港后如果发现出现意外,这部分运费可以补贴船东一部分损失,而且因为预付了保证金,也可以督促租家抓紧备货,不敢轻易违约。
Charterer should pay 25% freight to owner’s nominated account within 2bankdays after contract is signed. If charterer fail to pay it,Owner has right to cancel the C/P and hold charterer fully responsible for owner’s total loss.(租船人应在签约后两个银行工作日内将25%运费付至船东指定帐号,如果未能支付,船东有权取消租约,租船人对船东的损失负全部责任。
)(2)装货保证为避免船舶到港后迟迟不能装货,可以参照“朱比特条款”,在合同中约定,如船到装港后因货物或单证未备妥不能装货,则租船人要保证最迟在若干个工作日内开始装货,否则船东可以撤船索赔;如果要求船东继续等待,必须预付滞期费。
这样就可以避免遥遥无期的等待和巨额滞期费的产生。
条款范例如下:Charterer guarantee to commence loading within x wwds upon nor tendered,If vessel fails, to commence loading as promised by charterer, owner has right to sail vessel away and hold charterer fully responsible for owner’s loss. If charterer wish to keep vessel waiting, charterer should pay demurrage every 10days in advance.(租船人保证在装卸准备就绪通知书递交后X天内开始装货,如果不能兑现承诺的话,船东有权撤船并要求租船人对船东的损失负责。
