一、命题依据
依据龙东地区制定的英语学科考试说明；依据龙东地区使用的人教版的六三制和鲁教版五四制英语教材。
三、考试形式、试卷结构、试题题型及分数分配
（一）考试形式：英语学科考试采取闭卷并用答题卡作答的形式，考试时间120分钟。
（二）试卷结构：试卷由语言知识运用、阅读理解和写作三个部分组成。
共六道大题， 82个小题，满分120分。
试题的易中难比例为8:1.5:0.5
（三）试题题型及分数分配
第一题单项选择Multiple choice（本题共20分，每小题1分）
此题主要考查学生的基础知识掌握情况，包括：语法、词汇、固定搭配、交际用语等，考核内容均设计在语境中，非正确的选项也都具有干扰功能，以考查学生在特定情景中应用所学知识的能力。
冠词（a, an ,the ），名词（可数名词，不可数名词，专有名词，名词所有格），数词（基数词和序数词），代词（人称代词的主格和宾格，形容词性物主代词，名词性物主代词，反身代词，指示代词，不定代词和疑问代词），介词和介词短语，连词，形容词(作定语，表语，宾补，形容词比较级和最高级)，动词(系动词，及物动词和不及物动词，感官动词，助动词和情态动词)，时态8个（一般现在时，现在进行时，一般过去时，一般将来时，过去将来时，过去进行时，现在完成时，过去完成时），被动语态（一般现在时，一般过去时，一般将来时和含有情态动词的被动语态），非谓语动词（动词不定式做后置宾语，宾语补足语，目的状语），句子种类（简单句，复合句），简单句的基本句型（陈述句，疑问句，祈使句，感叹句，主谓一致，There be 句型），并列复合句，主从复合句（宾语从句，状语从句和定语从句—能辨认出由that, which, who 引导的限定性定语从句，并能够理解句子意思）。
此类题不是根据僵化的语法规则命题，而是根据语言的实际使用情况设计题干和选项，特别是要充分考虑语言的变化，考生要注意考虑语境以及各个选项在所给语境中可能表达的意思。
第二题完型填空Close test（本题共15分，每小题1分）
在一个意思完整的短文中，留出一定的空白，要求考生根据短文内容及每空所提供的选项，选出最佳答案，使补全后的短文意思通顺、前后连贯、结构完整、语法正确。
此题既涉及语法、词汇、固定搭配，又涉及通过篇章语境获取信息，处理信息的语用能力。
做为选择题的补充考点，涉及中西方文化差异。
第三题词汇Complete the sentences with the proper forms of the words given（本题共１０分，每小题１分）用所给单词的适当形式填空。
本题共给出十个句子，每个句子设一个空，每空明确只限填一词，多余词不给分。
避免出现填写不定式（to do）的情况。
例如：How many______(run)are there in the relay race? 答案：runners.本题考察学生在理解和掌握单词的词形，词性和词义的基础上，是否能够在所给的特定语境中理解和领悟单词的词性，词的基本含义并选择其正确的词形。
词汇重点包括名词单复数，代词（主格，宾格，反身代词），动词变名词，动词或名词变形容词，动词时态和语态转换，形容词变副词，形容词副词比较级和最高级，基数词和序数词的转换及固定词组搭配。
第四题情景交际Communication （本题共20分，每小题2分）
此类题强调在特定情景中的语言运用，是半开放性试题，主要考查学生日常交际用语使用的准确性及得体性。
在内容的编制上一般是将几个话题巧妙地融合在一起，使学生有身临其境的感觉，从而顺畅地完成对话。
此题为间接考查学生的口语能力，分（A）（B）两题，所选正确答案及填写语句必须符合对话的语境。
话题包括打电话，邀请及应答，同情及应答，感谢及应答，问路及应答，看病就医，购物，劝告及建议，祝贺及愿望，道歉，鼓励，询问职业，谈论天气等。
考生应能：理解对话的交际内容；理解文中具体交际信息并能根据上下文推断空格处的句子的含义做出判断和推理；理解上下文的语境；理解作者考察交际意图用正确的句子结构写出答案。
应避免易产生歧义的语境且语境应合理不牵强。
考察语句应以课本为基准，不偏离考纲。
上下文之间，各句子之间逻辑应通顺。
（B）组试题给出详细评分标准，写清什么情况下可酌情给分。
第五题阅读理解Reading Comprehension（本题共40分，A，D每小题１分，B，C，E每小题２分）
此题共有（A）（B）（C）（D）（E）五篇短文，阅读后根据题目要求做答。
分为A选择最佳标题，B判断正误，C根据短文内容选择正确答案，D根据短文内容选择正确答案，E回答问题五个题型。
阅读理解D由往年的补全信息题型改为根据短文内容选择正确答案，旨在考察理解能力而非表达能力。
文章生词率不超过3%，所选文章的题材和体裁将是考生所熟悉的。
考查考生理解各种题材和体裁的书面材料的能力以及从各种材料中获取信息的能力，不仅考查细节，还重视考查深层理解能力，包括把握所读材料的主旨和要义、根据已知事实作出简单推断、理解作者的观点和态度以及根据语境猜测词义等。
第六题书面表达 Writing （共15分）
要求学生能运用所学词汇、语法、句子等综合知识完成小大两篇作文：要求语言通顺，表意清楚，结构合理，富有创意。
构思能力和发散思维能充分体现。
要求学生完成一个小作文和一个话题作文或图示作文。
1．应用文（小作文）
包括英文通知、寻物启事、失物招领、感谢信、请假条、留言条、邀请函、规则、招聘广告等内容，题目中明确作文的文体要求。
2．话题作文或图示作文。
(任选其一)
主要包括教材所示的健康、饮食、运动、兴趣与爱好、学校生活、人口、环境、英语学习策略、情感等方面内容。
话题要贴近于学生日常的学习和生活，且学生感兴趣，让学生能够根据所给的话题有话可说，而不是空泛导致学生无从下手，不知道如何表达。
提供文章开头部分，帮助学生正确理解题目要求。
2020年黑龙江哈尔滨中考英语考试说明
英语根据哈尔滨市教育局2020年中考命题的指示精神，按照《英语课程标准》中规定的五级内容目标要求，英语学科中考试题将体现“注重基础、能力立意、稳中求变”的命题原则o试题将突出英语学科的交际性、实践性和应用性；保持语言材料及其题材与时俱进的特点;关注语言隐含的情感态度及文化意识，全面、科学、准确地考查学生在英语技能方面所达到的水平。
2020年中考英语试题将遵循“三个调整”、“四个不变'的原则来命制。
一、“三个调整”1.命题范围有调整英语学科试题将以《英语课程标准》规定的内容标准为依据，具体包括:语言技能、语言知识、情感态度、学习策略和文化意识等内容，其中语言知识包括语音、词汇、语法、功能意念和话题。
考试范围为人教版教材七一九年级教材内容（不包含七年级、八年级听力朗读原文内容）。
要求考生掌握2076个词汇、585个短语、14大项语法项目、10大项（62小项）功能意念项目、24大项（86小项）话题项目。
试题采用闭卷笔试形式，全卷满分为100分,考试时间仍为100 分钟。
2.题目顺序有调整2020年中考英语试卷单项选择题题型进行了顺序调整,调整后语音题（共三道题）在前,其它单项选择题在后。
3.阅读理解题型（共四篇丈章）有调整调整后A篇命题形式为根据语言材料内容选择最佳答案。
B篇命题形式为根据短文内容判断正误。

篇命题形式为根据短文内容,将方框内的句子还原到文中空白处，使短文内容完整、通顺。
二、“四个不变”——命题依据、命题原则、试题难易程度及试题结构不变(—)命题依据不变依据《英语课程标准》对语言技能、语言知识、情感态度、学习策略和文化意识等五个方面提出的具体内容标准，着重考查学生语言基础知识和综合运用语言的能力。
试题测试主体继续由语言表面结构(language form)转向语言内在涵义(language meaning)和语言具体应用(language use),努力体现语言形式和意义之间的紧密联系。
