Since best practices have the greatest impact on a projectin the very early stages, it is recommended that use of best practices beplanned early and should be combined and repeated, as applicable.(For example, a constructability review should be executed duringNext Planned Update: 1 September, 2009 Project Execution Planpreliminary engineering at approximately 30% and again before 20%detailed design completion.)•The following best practices have been identified as having highpayback potential for Saudi Aramco projects:- Lessons Learned- Project Definition Rating Index- Project Execution Planning Workshop (PEPW)- Scope Control & Change Management- Constructability- Schedule Optimization- Planning for StartupIt is the responsibility of the SAPMT to implement as many ofthese practices as are appropriate to ensure successful projectplanning and execution.•Should other best practices be "rolled out" by PPOD betweenrevisions of SAEP-12, project teams should investigate if thosenew best practices offer value improvement to their projects, andplan their implementation accordingly.For Lessons Learned, SAPMT shall define the plan for finding andimplementing existing lessons learned from previous projectsapplicable to the current project. Asa minimum, SAPMT shall collect and submit lessons learned atERA (covering the Project Proposal phase) and MechanicalCompletion (covering design, procurement, and constructionphases) in accordance with SAEP-329, Project Close-out Report.3.9.3 BenchmarkingSummarize SAPMT plans for initiating a formal benchmarkinganalysis in accordance with SAEP-14, Project Proposal. Only new orupgrade facilities that use, produce, process, transport, or storeflammable, explosive, toxic or reactive substances in largequantities are candidates for PHA and/or HAZOP studies.The PHA studies shall normally be conducted during the projectproposal stage and the report shall be incorporated into the ProjectProposal. The HAZOP studies, if required, shall be performedduring the detailed design when the facility design is firm and nomajor design changes are forecasted. HAZOP studyrecommendations shall be incorporated into the final design of thefacility.•PHA and HAZOP Studies ExecutionThe PHA and HAZOP studies should be part of the projectproposal or detailed design contract, if Saudi Aramco decides theContractor is qualified to conduct the studies. If the Contractor isnot qualified to conduct the study, a subcontractor can be used.SAPMT shall notify LPD, P&CSD, and all other concerned partiesat least six weeks in advance of any PHA or HAZOP study so thatqualified personnel can be assigned and to participate.Next Planned Update: 1 September, 2009 Project Execution PlanA copy of the report shall be provided to LPD for review prior torelease. It is also necessary requirements to strengthen and improve Party construction under the scientific outlook on development. This paper focuses on students’ Party construction work, which is from the importance of Party construction, Party construction models and how to construct the model to study the topic. The aim of the model is to construct an entire course, whole coverage and layered style Party construction model in Information Security. The smooth model of information security students’ Party construction is to improve the information security and scientific work of students in the fundamental guarantee for Party construction. IntroductionTraining qualified builders and reliable successors of the socialist cause with Chinese characteristics is the core mission of ideological and political education of college students and the fundamental task of party construction. With the development trend of economic globalization, cultural diversity, information networks and the deepen-ing of the reform of higher education, the importance of information security professional students’ party con-struction work is also increasingly being recognized. As information security is an emerging professional, it is effective to explore the information security professional discipline and characteristic construction and improve the educational level of information security profession-als. under the guidance of scientific outlook on develop-ment, university committees should be construct a set of scientific model ,which is not only to accord with the objective law of the ideological and political education, but also to adapt to the inherent requirements of party construction of information security students. The scien-tific model of Party construction will advance the Party construction of college students with a comprehensive, coordinated and sustainable development. It also trains the top-notch intelligences with strong ideals and beliefs and provides solid political protection.2. The importance of Information securityprofessional students’ Party construction model under the view of scientific outlook on developmentWith the domestic and the international situation has profoundly changed ,there are new situations and new features. Social development situations require us to strengthen and improve Party construction under the guidance of our party and we must maintain the fine tra-dition of learning to lead and unite people of all nation-alities continue to achieve new victories. Firstly, the de-velopment of the times requires that we must strengthen the Party Construction in the colleges and the Informa-tion Security Professional students’ Party construction model is the “Three Represents” important thought and implementing the scientific outlook on development of specific initiatives.The core of scientific outlook on development is peo-ple-oriented. The first prerequisite is the development of their own development organizations at all levels which is one of meanings of the scientific outlook on develop-ment. Information Security Professional Students’ Party construction model is to learn the scientific outlook on development, humanistic views of science and scientific management concepts under people-oriented concept so as to promote sound and rapid economic development. “Three Represents” and the scientific development concept are great innovations in theory of our Party in the theoretical realm of new developments and break-throughs. Communist Party of China always attached importance to theoretical innovation and open up a new realm of Marxist. In-formation security of students’ Party construction model is to fully exert the central role of the party organizations of colleges.The main function of colleges is to train qualified intel-ligences with Chinese characteristics. Colleges are a base for cultivating qualified intelligences. It can cultivate ide-als, morality, culture and discipline of qualified intelli-gences, which is directly related to the cause of building socialism with Chinese characteristics and the success or failure is directly related to China whether can face the fierce international competition in the future and erect in the world of advanced nations. If we want to train and convey qualified intelligences for the cause of building socialism with Chinese characteristics, no doubt we must strengthen the Party Construction work. Because the work in the university is under the leadership of our Party. Party organizations at all levels is the firm executive of the party's theories, lines, principles and policies. It is the party's close ties with the relationship of the masses. It is the basis for the party to play a fighting force. Construct-ing Party construction model of college students is to ask the college organizations at all levels to continue to in-crease creativity, cohesion and combat effectiveness and always play a core of leadership and fighting force. The majority of students continue to improve their own qual-ity of party members and always play their vanguard and exemplary role. Making our party maintain the quality of the times and always ahead of the times. The aim of our Party is to constantly improve its ability to consolidate the ruling position and complete the governing mission. Thirdly, the special nature of college students also re-quires us to strengthen Party construction. Constructing Information Security Professional students’ Party con-struction model is to Strengthen and improve the great project of Party construction.Students are energetic, quick thinking, so they can ac-quire new knowledge and the ability to accept new things relatively strong and they have a pioneering spirit. All of these are their strengths. They also have their own inher-ent weaknesses in the growth process, such as world out-look, values is not mature enough. For some complex events and issues, they can’t make an accurate analysis and also lacks of the ability of judgment. In this area , it is especially appeared on some sole-child stu-dents .Therefore, college Party construction must pro-mote young students grow up as quickly as possible and make the become more mature.Strengthening and improving Party construction is a sys-tematic and complex project. It demands college organiza-tions at all levels must adhere to the self-study and learn from each other .It is also an important way to combine the study of party organizations to enhance the ability of gov-ernance. Party organizations at all levels must fully recog-nize the Party construction model of college students is an important part of strengthening and improving Party con-struction in college Party construction project. It also a key route to enhance the ability of governance of college party construction.3. The Party construction model of informa-tion security professional students under the view of scientific outlook on develop-mentUnder scientific outlook on development, information security professional students’ party construction model is based on people-oriented concept, development-oriented principles, scientific principles. It gathers a set of education, training, development, management, prac-tice, evaluation and development as a whole system and creates a college party construction with systematic, dy-namic, open, advanced and phase characteristics. It will be “entire journey, full coverage, hierarchical style” party construction model of college students. It can effectively improve the level of the scientific work of college stu-dents’ party construction.3.1. To set up the work with the whole conceptAt work, it is necessary to pay attention to students’ ele-mentary education , party activists’ training when they are going to join the party and also review the development of party members to ensure that students develop the quality of party members. The colleges attach importance to stu-dents continuing education after joining the party and regularly to give demands, burdens, the next task Student Party member in order to educate and guide them to con-scientiously study and hard practice the theoretical system of socialism with Chinese characteristics. At a crucial moment, they are the backbone of the major events. Colleges should have the training, education and management lessons for the col-lege students during the entire process of joining the party.3.2. To establish the work of the network withfull coverageFirstly, full coverage of target groups. It puts not only each party activists, student members into the party's vision of daily work, but also it carry out the Party's basictheory of broad, basic line, basic program and basic ex-perience education to other students. The second is the full coverage of the workforce. Establishing a work sys-tem which contains school committees, the department party and the student party branch .The three branches interface each other. The work system should pay atten-tion to the function of teacher party members and student party members of the organization leading role. Thirdly, the network is covered with the whole contents of educa-tion. There is both socialist core value system should integrate "the establishment of one’s moral character " into the whole process, but also the human spirit with our goal of educating people to carry out targeted education; The fourth is the forms of education has changed from the only emphasis on educational contents to the igno-rance of the educational forms into establish ideological educational and diversified educational contents. The fifth is the positions of work are networked. The working network should play the leading role in classes, grades and college students on campus for party construction. Students must adhere to bring the work of party construc-tion into the network into communities, into the apart-ment, into the community so as to outreach positions and expand educational coverage.3.3. The characteristics and growth pattern of young students should study carefully. It is nec-essary to distinguish the characteristics of different objects, which help to arrange the reasonable educational contents to improve the relevance and effectiveness of education. Information security professional for all students were re-quired to establish identity as the goal of work. They should use Marxism in China with the latest achievements to arm their minds and help them correctly understand the social development and the fate of the country's future. Thus ,they will recognize their social responsibilities in the future. Requirements for party activists and young students should be required to establish objectives for the awareness. The college party construction should ask students to learn the knowledge of the party's basic theories, basic lines, basic programs and basic experience in education .These knowledge lays the ideological and organizational founda-tion before they join the party. For student party members shall be required to establish a goal of faith. For student party members should have re-education of ideals and con-victions. At the same time, the aims of long-term education and the advanced nature of the working mechanism are to improve their overall qualities and strengthen their party spirit. All of these reflect and implement the advanced na-ture of CPC members.3.4. To follow the progressive methods of work After the freshmen were enrolled, the college party construction must formulate a reasonable learning pro-gram in order to correct motives of the freshmen. Using plenty of vivid, fresh and innovative educational contents and the flexible methods to extend the knowledge of the party and the emotion to our party .Publicity and educa-tion activities is in order to enhance the new party's iden-tity and sense of belonging. College should choose excel-lent motivated to join the party members and adhere to the early seedling, early education, early training in a planned, step by step and stages way to train their basic quality. The students absorbed into the backbone of the ranks of party activists to strengthen their regular educa-tion. It is necessary for colleges to make a short, medium and long-term plan and be strict in the procedures of col-lege party members, to ensure the quality of party mem-bers among college students. The work of college party construction should adhere to put the education and self-education of student party members together. It also needs to combine management with self-restraint to-gether for student party members. Respecting for the dominant position of the student party members and pay-ing attention to humanity care and psychological counsel is to help students set up an example of party members increased awareness of a firm ideals and beliefs so as to improve the overall quality.4. To construct the party construction model of information security professional students un-der the view of scientific outlook on develop-mentTo take the theoretical study as the core, which im-proves the information security professional student party member's political quality and the theoretical ac-complishments.Strengthening theoretical study is the inherent re-quirements to enhance their theoretical quality and main-tain their advanced nature of party members. It is the basic contents of party organization in case of educating and governing student party members. The party organi-zation of college students should strengthen the theoreti-cal study and take it as the core. The theoretical study can improve the quality of the majority party members of political and theoretical training under the scientific out-look on development. Strengthening the theoretical study is available to improve the ideological quality of party members .It is also available to maintaining a clear and firm political for the majority of party members .It is conducive to enhance the level of ideological realm and moral and help to improve their ability to serve the peo-ple. Information security professional student party con-struction model takes the theoretical study as a starting point, so the theory of learning is filled with a good at-mosphere among the student party organizations.To take the activities as carriers, which improve the abilities and levels of serving the peopleDuring the process of constructing model of studentparty construction, the party organizations should de-velop diversified activities which are available to change people’s conditions .Taking the activities as carriers and improving the party cohesion and appeal of information security student party organization. The student party organization can improve the function of itself by differ-ent kinds of activities and help improve the abilities of information security student about serving people.4.1. To take the system construction as a guaran-tee, so that information security students are able to truly implement the constructionwork of party construction model. Strengthening the system construction is an important guarantee for party construction, so doing information security work of party building ,giving full play to the exemplary vanguard role of party members and the fight-ing fortresses importance of student party branch is very available. Strengthening the system construction can en-sure "entire journey, full coverage, hierarchical style" student party construction work model running smoothly. Improving the scientific work level of information secu-rity professional students is the fundamental work of party building protection. Firstly, colleges should estab-lish a sound information security professional Student Party's leadership system and form the overall effort. Sec-ondly, we must establish a sound information security student party system to deal with student party daily work so as to ensure standardization and institutionalization, and scientific. The last is related to the development as-sessment system, the accountability system, incentive system and a series of institutional measures. All of these systems provide an institutional guarantee to the work of party construction model of information security profes-sional.Under the view of scientific outlook on development, constructing student party construction model of infor-mation security professional must adhere to the principle of people-centered, progressive, orderly manner.
