The impact ofthe Coid War rivairy between the United States and the Soviet Union on American poiitics and society during the post-Worid War II era can hardly be overstated. As Gary B. Nash and his coauthors point out in their textbook. The American People, "The Coid War was the greatest singie force affecting American society during the decade and a haif after Worid War 11."^ Schoiars must therefore use the Coid War as the starting point for expianations of American dipiomatic, poiiticai, social, economic, and cuiturai history in the post-1945 era. The importance ofthe Coid War in shaping American poiitics and society is perhaps obvious to those who lived through it. For the baby boom generation, the dramas that the Cold War produced around the globe, from Greece to Berlin to Korea to Cuba to Vietnam, were vivid events that made a lasting impact, at least on members' impressions of, or attitudes toward, world and national affairs. How and why the Cold War began was an issue of immediate poiiticai reievance as weil as a question for historical analysis. But for students who are just coming of age, it will become increasingly difficult to understand the sources of ali the excitement, fear, and tension. The end of the Coid War is iikeiy to obscure the roots of the passions it aroused. As the Coid War fades into distant coiiective memory, the reasons why Americans attached iife-and-death significance to the struggie with the Soviet Union will become less apparent. The trend is under way; John Lewis Gaddis has recentiy observed that "our students are aiready beginning to raise [the question of] what the Coid War was aii about in the first piace."^ Those students, even more than their predecessors, wiii need to be educated about the Coid War and its impiications for the deveiopment of modern American society. How coiiege survey textbooks treat the origins ofthe Cold War is a good indicator of what students learn, or at least what they are toid, about the causes and consequences of the American-Soviet conflict. • In June 1947, Secretary of tate George C. Marshall proposed that the United States provide funds to help Europe recover from the destruction caused by World War II. To receive the aid, European nations had to agree on a cooperative plan to solve their common economic and infrastructure problems.
THE DIVISION OF GERMANY.
• In central Europe, Cold War tensions first surfaced over the question of how to treat Germany. The United States and the Soviet Union had very different ideas about the future of their former enemy. With Germany’s defeat, its territory had been divided into four zones, occupied by American, Soviet, British, and French troops. An Allied Control Commission consisting of representatives of the four powers was to govern Germany as a whole in keeping with the decisions made at Yalta before the end of the war. As Soviet and American antagonisms over Germany’s future deepened, however, Allied rule polarized between the East and the West, with the internal politics of each area determined by the ideological conflicts between communism and capitalist free enterprise.
