The new line of thought of security management in vocational collegeWang Zesong Ningde Vocational Technical Institute,Fu an,Fujian 35500[Abstract] Building a harmonious society calls for promoting the security management of vocational college.The thesis starts from the exsiting problem of the traditional college security management and seeks the new line of thought of security management in vocational college in the new era.That includes:strengthen the systematic construction,make the responsibility of all levels explicated,improve the communication and connection and expand the platform of security management,make effort in publicity and education to create the atmosphere of safe campus,put forward the campus lawmaking job to guarantee its security management.[Key words]campus security management problem solution[Chinese Library Classification]D631.4 [Document Code]A[Article ID]1008-4614-(2013)01-0062-03These years,many vicious cases which emerge endlessly around our schools influence the normal teaching order with many social problems coming out.Campus security cases reflect on the disadvantage in our current security management from the side.After the Party’s eighteenth people’s congress,our country steps into the new track of more rapid development.It has become an important subject that campus security construction will be strengthened to ensure providing more brilliant talents.In new times,finding the new line of thought of security management in vocational college and building safe campus are significant issues for us.1 The exsiting problem in traditional security management of vocational collegeFrom the domestic environment,reform and opening of many years has made great achievements in economic construction.Our country has leaped to the world’s second economic entity as well.However, some social problems emerge such as the bigger gap between the rich and the poor day by day,more social conflicts and differentiated human thought.Our country is in the period of economic and social transformation as well as assaulting fortified positions in reform and opening right now.In this period,social conflicts work on colleges and universities.Some harmful ideological trend like money worship,pragmatism and benthamism influence students and teachers and their philosophy and values change greatly,too.Students of vocational colleges bear morepressure of obtaining a job.They are easy to get stressed when jobs is no where to find.Then it leads to their close connection with loitering people.All of these challenge vocational college’s security management seriously.According to the new requirements of vocational college’s security management in new situation,the following problems lie in the traditional campus security management.First of all is too more systems with only a few putting into practice.In traditional campus security management,system construction is attached much importance while the duties are not specific.After the system worked out,we usually propagandize it in the form of making a meeting.That is to say,meeting is practicable to realize it.Then several ‘special inspection activity’are implemented each year to make a surprise rectification as the examination of the security management.However,the hidden danger is still there after the ‘special activity’ ends.No regular managing mechanism is formed.Secondly,the publicity and education are not enough. The conventional way of publicity in which blackboard newspapers are needed several times or the relevant security management system is published in the campus website works more in the form than the content and the actual result is far less than expected.At the same time,publicity hasn’t been combined with the educational activities.Students are still undisciplined in reality.They have not changed mentally and the hidden danger cannot be prevented from the source.Thirdly,teachers and students haven’t taken part in the security management work totally.The security work just seems to belong to the safeguard department of vocational colleges for a long time.Without the strength of teachers and students,only some secretaries are in charge of daily security cking of communication and association,the campus security work is trapped ih the situation of working alone which not only makes their work heavy,but noneffective.2 Explore the new line of thought of security management work in vocational collegeTo solve the existing problems in the traditional security management work in the vocational college,the managing line of thought should be reformed and completed in systematic construction,interaction and connection,publicity and education,legislation construction to adapt the need of campus security management in new times.(1)strengthen the systematic construction and make the responsibilities of all levels explicatedTo realize it,we should firstly treat the campus security management in a profound way.The school administration must improve their cognition of campus security.They should view the campus security management as serving for the construction of harmonious society and avoid the common appearance of situation——value it in theory,despise it in practice.Realizing the urgency and necessity of campus security management is important,too.Ranging from the long-term development plan to the yearly one,contents about campus security are supposed be involved in toarrange and deploy it on time.Secondly,build each system and perfect it.Setting about it from the critical area such as safety emergency plan,education and teaching,food circulation,health and epidemics-preventing,transportation,fire control and network safety,the executive processing of each system needs to be detailed and quantified.We should try our best in prevention and enhance the system coverage to ensure teachers and students’safety and make the teaching activities normal.Take Fujian Ningde vocational technical institute as an example.They establish a team named ‘emergency-disposing leading group of big or especially big accident’which is headed by the main leaders.The leading group is based on some emergency-disposing organizations,such as the commanding part on the scene,the negotiation and connection part,the logistical guarantee part,the accident researching part and the rescue part.It is also responsible for offering the specific operational flow path and disposing measures.Thirdly,build the relevant duty responsible system.After the relevant system comes out,the traditional way of ‘Conference solves everything’should be deserted.The system must be related to the relevant position obligation.That is to say,the target of each duty should link with every department,every person in charge,every staff to make the authority and duty consistent.The college ought to sign the contract about the duty of campus security management with each person in charge to make them work with due diligence.The duty of each post communication and connection and expand the platform of security managementFirstly,increase the participation and interaction of teachers and students.The safety reporters,the management-asisting students and teachers on duty should be arranged to form the circumstance of everyone joining in the campus security management.It is necessary to make full use of some media like the Internet and the campus broadcast to enhance the interaction and feedback of security management and build the campus security management website,forum,qq group and microblog to provide multilevel and multi-channel information resource to ensure the fluentinformation and provide a platform for teachers and students to join the campus affairs.We should also setting up the electronic monitoring system and the security management system of fire,theft and accident preventing in the emphasized area to supervise the campus timely.Making more effort in emergency evacuating drill to improvement the teachers and students’ ability to dispose emergency and increase their practicing experience.For example,Fujian Ningde Vocational Technical Institute holds the activity called ’fire control emergency evacuating drill’ after the new students start the term.The drill makes sense in helping teachers and students form the thought of keeping safety,master the basic common sense of risk avoiding and escaping in emergency and learn some self-aid skills when disasters come to improve their ability of disposing when meeting up with emergency.Secondly,we should strengthen the interaction with the communities and public security departments and do some punishment while managing the environment around the vocational colleges.The campus security management is a systematic project.Not only does the campus security rely on the tiny force of the campus,but also needs to get contact with other social departments actively and cohere into the resultant force of security management.The vocational colleges are required to associate with the departments of public security,culture management,row community committee and establish the environmental disposal leading group around the campus.It demands that we intensify the method of monitoring and managing controlling in the critical area,standardize the environment the college is surrounded,even punish people against it if necessary,look up and eliminate the publicity of campus security.The publicity department of the vocational college should bear the heavy responsibility in campus security publicity and fulfill their task in three aspects:having plans,having deploy,having realization.The content of publicity needs to be individual.It should be selected carefully to suit the crowd——the generation after 90s.Our publicity work should catch attention as much as possible to improve its attraction and infection and press close to their actual life.For instance,by means of choosing the network language and language of students themselves bravely while choosing the language for publicity,our humanistic care is prominent.The bad traits of the traditional slogan like rigidity,inanition,severe political involvement are abandoned.The way of publicity should be of diversity.Besides the traditional media,we’d better combine it with other students’corporationsand clubs extensively.The security knowledge should be permeated into students’ group activities to develop their correct daily habit.The publicity needs to be normal which gets rid of the traditional way named ‘specialized activities’.We must do our best to guarantee the publicity to hold in every week,month or term and make the campus security publicity which is of theme,content and carrier access to students and teachers’heart.For example,Fujian Ningde Vocational Technical Institute has held some multi-form traffic and fire control activities which work obviously in the first week after the term starts,such as the ‘students traffic safety educational week’ and the ‘first class of fire control’ to expand its effect in propagandizing the idea——educate one student,put a family in motion and influence the society.Next,educational work is supposed to be reinforced.Students and teachers of vocational colleges requires enhancement in law-popularizing education to strengthen their conscious of law-governing,make them understand,observe and comply with the law,make use of the constraining force of the law in the vocational college security management and build the law-governing campus.Intensifying the moral education is important,too.The Party committee,students’affair office,teaching staffs,Youth League Committee,the Party launch in academy department,the college labor union,the college leading group bear the burden of educating students morally.Their work includes:pointing the way to their life outlook,world outlook and values,affecting the students’ words and deeds by socialism critical values.It makes them distinguish beauty and goodness with ugliness and badness,eliminate the bad effect of the social harmful thought to students,cut the connection with bad people in society off and help them development the idea of self-esteem,independence,self-confidence,self-discipline and self-strength.Building up the psychological consulting room is beneficial for communicating with pupils,learning and solving their mental of laws brings great inconvenience to the vocational college security management which leads to the occurrence of holding many kinds of special activities to the campus security management.Therefore,making the law for the campus security as soon as possible and defining the right,obligation,responsibilities and authorities of the campus security management in the height of the law attach great importance on standardizing the campus security management of our country nowadays.Above all,strengthening the campus security management in vocational college meets the needs of building the harmonious society and supplying talents of high qualities for the country.Problems of non-practicable systems,publicity and education which haven’t been done well,little connection with teachers and students on the security management lie in the security management of the traditional vocational college.Only if we strengthen the systematic construction,make the responsibility of all levels explicated,improve the communication and connection and expand the platform of security management,make effort in publicity and education to create the atmosphere of safe campus,put forward the campus lawmaking job to guarantee its security management,the efficiency and function of the security management in the vocational college can be strengthened and a safe campus is likely to be made.。
