【事故调查】要追根溯源查清源头性问题会议指出，目前，“7·23”甬温线特别重大铁路交通事故的调查和善后处理工作正在深入展开，铁路系统正在集中排查隐患，加强安全措施。
彻底查明事故的原因，深刻反思和总结教训，全面加强铁路安全生产，对实现铁路尤其是新建高速铁路安全运营，对我国铁路事业的健康发展，至关重要。
因此，这次调查不仅要查清直接原因，还要追根溯源，查清设计、制造、管理等方面的源头性问题。
会议决定，充实、加强国务院事故调查组，调整人员结构，完善调查制度，以提高调查工作的权威性和公信力。
【高铁安全】安监总局牵头查高铁安全为切实做好铁路建设、运营、管理等方面的安全工作，会议决定，进一步采取以下三项措施：(一)开展高速铁路及其在建项目安全大检查。
成立由国家安全监管总局牵头、有关部门和各方面专家参加的有充分权威的国务院检查组，重点检查安全生产制度和责任制落实情况，设备质量和运营安全保障情况，在建项目设计、质量和安全情况，职工教育培训和关键岗位人员合格上岗情况。
对发现的问题，要系统梳理，深入分析，有针对性地提出整改意见。
检查情况要向国务院报告。
(二)适当降低新建高速铁路运营初期的速度。
新建高速铁路运营初期，要根据不同线路实际情况，科学评估，适当降低运营速度，以利于增加安全冗余，改进技术和管理，积累安全管理经验。
(三)对已经批准但尚未开工的铁路建设项目，重新组织系统的安全评估。
暂停审批新的铁路建设项目，并对已受理的项目进行深入论证，合理确定项目的技术标准、建设方案。
【铁路发展】科学编制“十二五”铁路规划会议指出，以上三项措施涉及面广，任务复杂繁重，要科学部署，周密细致制定方案、分解任务，加强协调配合。
