国的签证比较难出来,就通过这种方法,骗取签证要求的邀

你必须清醒认识到你如果开邀请函要承担的责任和办理的
手续：发邀请函是要去贸促会盖章的,贸促会会要求你出具
一张担保函,担保你邀请的客户在中国不做什么违法犯罪的
事情。
当然，对待尼日利亚人，也不能一棍子打死，并非所
有的尼日利亚人都是骗子，他们当中也不乏正当的商人只要
我们在业务洽谈中把互惠互利的原则，一定能做成功的。而
且，尼日利亚的市场商机的确比较吸引人。
为保护您的利益，您在遇到来自尼日利亚等西非国家
的邮件时，注意是否有以下几种情况：
1）邮件的中心内容与从尼日利亚或其他非洲国家设法
转出的一笔巨款有关。由于当地政府对这笔巨额财产要征收
高额税，他需要转入您名下的国外账户来逃税。为了感谢您
的帮忙，事成之后，他愿意付您可观的酬劳。除此之外，信
上还会附上这笔钱目前所在尼日利亚银行的账户号码，鼓励
你去核实。如您表现出对此事的兴趣，他会接着问您索要手
续费等。这类邮件是典型的尼日利亚骗局，它是一种起自二
十世纪八十年代的、十分典型的网络骗子的行骗手法，因缘
于尼日利亚而得名。设局者利用网民在网络营销中急欲成交
的心理和金融知识匮乏的情况来设局骗财，所以请大家务必
小心，不要上当。
2) 利用我国一些公司对国外招标程序不太熟悉的弱点
行骗。在电子邮件中以西非国家共同体、其他地区经济组织
和政府采购的名义进行国际招标，以优惠条件吸引中国公司
投标。随后便要求投标公司先期支付一笔这样或那样的费
用。有的则以官方机构名义，邀请国外公司来商洽签订"政
府采购合同"，以高价求购货物，骗取一些公司的信任。诈
骗分子随即要求他们提前支付手续费。当大量手续费诈骗到
手后，就没了下文。
3）初次接触，在收到出口方首轮报价之后，国外客
户对价格及产品规格指标没有提出任何异议，即允诺大定
单，要求出口方提供形式发票。接着，以办理政府批文，或
在卫生部注册为由，要求出口方先期支付这笔费用。在出口
方支付之后，客户即石沉大海，杳无音信。
4）客户以支票或远期汇票形式支付定金，然后要求
出口方立即出运，由于票据需要托收，银行在托收不成功或
发现票据系伪造的，往往已经迟了。
5）初次接触之后，即要求出口方提供来华的邀请函，
目的是利用国内企业发邀请函，其实并无采购
或拜访企业的真实意图。我们建议对不熟悉的客户不要
发邀请函，以免他们在华有违法行径时影响到企业的声誉。
虽然有这样那样的骗局和欺诈行为存在，但客观地
说，尼日利亚仍是个大市场，关键是我们在和尼日利亚人做
生意时要根据尼日利亚的特点，严格遵守游戏规则，采用对
自己有利的贸易方式，那么产品销到尼日利亚市场的前景仍
旧是十分广阔的。以下建议一些和尼日利亚人做生意的注意
事项：1）客户委托尼日利亚任何银行开出的L/C，我们一定
要求必须要经过第三国且资信佳的银行保兑（如汇丰银行、
花旗银行、渣打银行等），没有经过保兑的L/C坚决不收。
2）有的客户以尼日利亚银行不能T/T大额外汇为由，
千方百计的要求和你做D/P的条款，你不要答应，在尼日利
亚汇往境外的大额外汇是不受限制的。而且尼日利亚有的银
行资信不佳，采用D/P的支付方式，银行可能和客户勾结，
在客户没付货款的情况下放提单而使我们的企业蒙受损失。
3）当客户只T/T了部分货款，要求你发货后再给你T/T
全部余款以赎取正本提单时你一定要注意，发货后给客户传
真付本提单时要将提单号、集装箱号涂黑，因为在尼日利亚，
海关和客户勾结只凭提单传真件上的号码就可以将集装箱
提走的事情时有发生。
4）对来中国的尼日利亚客户不要过分的热情
，在华的费用一般要他们自己承担，同时要婉言拒绝他们提
出的索要高挡物品和借钱的要求。不要担心生意做不成，只
要你卖给他的商品他觉得有利可图，你们的生意是可以做成
的。
5）支票或汇票在银行托收成功之前， 不要出运货物。
以防在货物出运后再发现托收不成或票据系伪造时，出口方
陷于被动。
总之，我们和尼日利亚客户打交道的时候，要擦亮眼
睛，既不要被骗，也不要因为个别欺诈行为的存在而对整个
尼日利亚市场失去信心，只要遵循国际贸易的惯例，采用对
自己有利的安全的方式，不心存侥幸心理，一定能在贸易中
始终处于主动。
