自从1979年安徽凤阳小岗村的村民以一种集体主义的精神冲破农民公社的束缚以来,中国的第二次土地改革已经大致经历了三十年左右,这三十年间伴随着经济和社会的高速发展,中国的现代化和城市化的进程不断加快,农业生产的规模化要求不断突出,与此共生的“农村土地的流转”开始在我们身边日益频繁的发生。

但今天的我们,在看待“农村土地的流转”问题,依然会发现存在很多的问题。

首先,基于计划经济体制的传统和政策的惯性,在涉及九亿农民的根本利益问题即土地问题上,我们一直贯彻行政主导的模式,而非市场经济模式。

因为保持了计划经济条件下的思维惯性,所以表现出过多的行政思维及行政干预,而背离市场经济的基本规律。

于是,在“农村土地的流转过程中”就出现了“土地剪刀差”,农村土地虽是“集体所有”,但只能由政府买,由政府定价。

政府征用土地后,再将使用权出让给企业,政府从中获得了巨额“剪刀差”,投入到城市建设等方面。

企业则在出让、开发等行为中赚取巨额利益。

城市居民通过购买房地产,改善生活、工作条件,有的还随着土地升值,获得了财富的增长。

这一套路,被一些地方政府称之为“经营城市”,但农民的利益却受到很大损害。

农民无法在“土地的流转过程中”实际获益,这便成为了许多农民不愿“放手”土地的重要原因。
