而2018 版技术目录中仅包含了节能指标,应补充其它合适的减碳指标,以便更好地助力公共建筑碳达峰、碳中和目标的实现。

2)有待完善节能评价指标设置2018 版技术目录中提出节能指标包括标准煤和等效电两种形式,其中标准煤应用较为广泛,而等效电是为适应当时重点城市示范项目需求而采纳的。

近年来,等效电指标在上海市极少采用,因此应当适时地补充新的节能评价指标,删减很少采用的评价指标。

3)有待完善节能效果表述方法2018 版技术目录的节能效果参考值范围采用了多种单位,以空调冷热源设备的改造为例,采用了“kgce/kW”作为评价指标的单位,即机组名义工况下单位供冷(热)量(kW)相对应的年节约标准煤量(kgce)。

然而,“kgce/k W”在上海市建筑节能改造行业内较少采用,换算起来也较为复杂,并且设备名义工况是投入运行的设备,还包含备用在内的所有安装设备,这些细节信息在目录中并未说明清楚,这些问题给目录在实际应用和推广中带来了不便,因此需要采用适合上海市既有公共建筑节能改造行业内认知度高的指标单位。

综上原因,公共建筑节能减碳评价指标及方法亟待更新完善,需从以上提到的几个方面补充新指标、新方法和新内容。

2 减碳评价指标及计算方法基于“双碳”大背景,从可操作性出发,建议新增加减碳评价指标,即单位容量CO2减排量和单项减碳率。

Abstract:The issues related to climate change such as depletion of energy resources and continuous high oi1 prices.global warming,and development of clean energy are adopted and discussed as a national agenda internationally.To cope with these domestic and foreign energy and environmental problems actively,govemment must prepare prudently in methodology of greenhouse gas reduction.Especially,as energy consumption of buildings accounts for 2 %of national consumption,plans to 

reduce energy consumption of buildings are needed.Each region has a unique nature of energy consumption or consumption pattems,thus an appropriate policy or goal to reduce greenhouse gas(GHG)should be selected.For this,effects on the current policies for GHG as well as nature of energy consumption of buildings should be analyzed.We analyzed quantitatively the effectiveness ofpolicies to reduce GHG emission in public buildings. 1 IntrOductiOn The issues related to climate change such as depletion of energy resources and continuous high oil prices,global warming,and development of clean energy are adopted and discussed as a national agenda internationally.According to greenhouse gas(GHG) emission in the world announced by Internationa1 Energy Agency(IEA),South Korea was ranked 9th in GHG emission in the wor1d and 1 st in rate of increase in GHG emission(2004).thus South Korea wil1 be likely to be an Annex I country during the second commitment ffrom 20l3 to 20171 in post.Kyoto protoco1.To cope with these home and abroad energy KIM Hyo.kyung:princess2806@naver.com. Effective analysis on whether the current programs reduce GHG emission effectively against the cost is needed. The study analyzes quantitatively which policy is effective to reduce GHG emission in public buildings. It aims to investigate and analyze GHG emission program carried out in Daegu.Domestic and foreign policies for GHG are examined and compared with the CUlTent status Of GHG reduction programs in Daegu. Furthermore. analyzing reduction 1evel of GHG emission based on GHG inventory of public institutes in Daegu and promotion and application of the institutes’effects on GHG reduction programs in Daegu are verified.izJ 2 Program and current status of GHG reduction 2.J Definition ofGHG GHG is defined as a gas which,among various gases in the atmosphere,causes so—called greenhouse effect that absorbs radiation heat emitted into the atmosphere and increases the Earth’s temperature. GHG is divided into direct GHG which is directly involved in greenhouse effect and indirect GHG which can be converted into GHG by reacting with other substances.The first kind includes CO,. methane(CH4), nitrous oxide fN20), hydrofluorocarbon(HFCs),perfluorocarbon(PFCs), sulphur hexafluoride(SF61, chlorofluorocarbon (CFCs),and HEO,and the second kind includes NO , CO, SO,。 and nonmethane volatile organic compounds(NMVOC).Among the eight direct GHGs mentioned above,CFCs had already been regulated by Montreal Protoco1 and H,O is circulated in nature.
