市委常委、常务副市长王启泉在全市1%人口抽样会上讲话市委常委、常务副市长王启泉在全市1%人口抽样电视电话会议上的讲话同志们:刚才全国、全省的电视电话会上曾培炎副总理、周坚卫副省长就全国1%人口抽样工作作了重要指示,并对此项工作的开展作了具体部署,我就不再重复,请大家一定要认真领会,坚决贯彻执行。

根据省政府的部署,今年3月以来,我市按期组建了市、县、乡三级 1% 人口抽样调查领导小组及办公室,部分县级调查经费已落实。

市县两级统计局工作很主动,按时按要求完成了乡、村和调查小区三级样本框的编制及县、乡和村三级调查地图的绘制工作,同时完成了县、乡、村调查员和调查指导员的选聘和培训等前期工作,目前全市各抽中调查小区已开始了入户摸底和群众安全感调查。

应该说全市调查工作整体进展情况是好的,应受到充分的肯定。

但是还应看到各县(市、区)调查工作的开展不够平衡,个别县(市)区领导重视程度不高,对此次调查的重要性认识不够,对工作的艰巨性、复杂性认识不到位,因而过问不多,指导不力,工作流于应付,特别是当前正值村(居)委会换届,人心不稳,工作滞后,有的县区调查经费至今还没有落实到位等等。

这些已严重影响了调查的顺利开展,必须立即加以整改。

这里我再提几点要求:第一、领导认识要到位。

本次人口抽样调查正值“十五”期末,“十一五”前夕。

在这样一个重要时刻进行这项调查,对于建设小康社会和构建和谐社会,推进“十堰”建设,制定科学可行的发展规划和政策措施意义重大。

我市各级政府都要把这次调查工作纳入政府工作的重要日程,切实加强组织领导,精心组织,周密部署。

第二、部门配合要到位。

此次调查,涉及我市所有县(市、区),抽中 40 个乡镇(街道)、 165 个村(居)委会、186调查小区约4.7 万人。

调查范围广,任务重,难度大。

人口调查工作是一项政府行为,不是统计局一个部门的事情,需要政府及相关部门认真组织、协作配合。

各部门要按职责分工切实负起责任,对不积极配合调查,调查质量不高,造成不良后果的,或未及时完成所承担调查任务的单位,市政府将追究其领导责任。

第三、要确保人员稳定。

各级要按照国家的规定和要求,在认真选调和聘用调查员和调查指导员,作好“两员”培训工作的同时,还要千方百计稳定“两员”队伍,保证调查不受外界干扰,确保即将开展的正式入户登记工作的顺利进行。

第四、经费保障要到位。

1% 人口抽样调查作为政府的一项重要工作,需要调查员入户调查,必须给予经费保证,各县(市、区)必须严格按照鄂政办电(107)号要求,即按不低于5万元调查经费,迅速拨付到位。

有条件的地方还可以考虑适当多追加经费。

在保证调查必要的办公、培训经费同时,重点要保证全市一线调查人员的补贴到位,以充分调动他们的工作积极性。

第五、宣传动员要到位。

为了取得市民配合支持,各新闻单位要在黄金时段、重要版面大张旗鼓地进行宣传。

各抽中乡(镇、街道)以及各调查小区必须悬挂横幅、宣传标语和宣传画。

同时各调查员将《致调查户的一封信》发送给每个调查户家中,并做好宣传、解释工作。

真正做到调查小区内家喻户晓,人人皆知,调查对象密切配合。

第六、质量监控要到位。

这次调查各级领导小组组长是调查的第一责任人,要牢固树立质量第一的意识,坚持依法据实调查,严肃查处违法违规行为。

加大调查工作各环节质量控制,采取严格的质量监控办法,层层建立调查质量责任制。

要严格按照国家方案的要求进行摸底和现场登记,要确保区不漏房、房不漏户、户不漏人、人不漏项,确保登记一次成功。

同志们,现在据正式登记时间还有12天的时间。

希望各级、各部门要牢固树立全市一盘棋的大局思想,按照全市统一领导、部门分工协作、地方分级负责的原则,各司其职,各负其责,通力合作,高标准、高质量地完成好这次抽样调查任务,为促进全市经济持续快速协调发展作出新的积极的贡献。

全县环境保护安全生产工作会议上的讲话同志们:为进一步加强今年全县的环境保护和安全生产工作,县政府决定今天在此召开一次全县环境保护、安全生产工作会议,刚才,安全办和环保局分别总结了去年全县安全生产和环境保护工作,提出了今年的工作意见,正仕和安保同志又分别对我县今年安全生产和环境保护工作进行了部署,提出了要求。

下面,我再分别就这两项工作讲几点意见:一、关于安全工作(一)高度重视安全生产工作安全生产,人命关天。

国家、省、市对此高度重视,多次召开专题会议研究部署安全生产工作,胡锦涛总书记、温家宝总理多次就安全生产工作作出重要批示。

县委、县政府对安全生产工作也一直高度重视,多次组织检查指导安全生产工作。

去年以来,全县上下认真贯彻《国务院关于进一步加强安全生产工作的决定》和《安全生产许可证条例》,在重安全教育、抓专项整治、治安全隐患、压重大事故、建示范乡镇上做了大量工作,取得了一定成绩。

与2004年相比,各类伤亡事故件数下降**%,死亡人数下降**%,总体形势平稳。

但是,我们不能盲目乐观、更不能麻痹大意,必须清醒认识我县安全生产形势依然十分严峻。

当前我县正处于发展机遇期,也是矛盾凸显期和安全事故多发期。

全面建设小康社会,必须坚持以人为本,把人民群众的生命财产安全放在首要位置。

我们一定要站在实践“三个代表”重要思想、树立和落实科学发展观、建设和谐社会的高度,深刻认识加强安全生产工作的重要性。

对已发生的事故,要按照“四不放过’’的原则,严肃处理。

同时,要逐件剖析,以案说法,警示反思,引以为戒,认真汲取血的教训,切实抓好隐患整治。

要看到,抓安全就是抓发展,抓安全就是抓稳定,抓安全就是保护生产力,抓安全就是维护最广大人民群众的根本利益。

要坚持“安全第一,预防为主”的方针,从思想深处真正重视安全生产工作,带着对人民群众的深厚感情抓好安全生产工作,做到警钟长鸣、常抓不懈,在预防为主上下功夫,坚决遏制重特大事故的发生。

(二)狠抓安全生产的责任落实安全生产,责任重于泰山。

安全生产责任制是不是真正落到实处,是检验安全生产工作的一个重要标志。

一些地方,一再发生安全事故,就是责任制没有真正落实。

我们必须认真总结经验教训,进一步增强做好安全生产工作的责任感和使命感,建立完善职责明确、措施具体、激励有效、约束有力的责任体系,全面落实安全生产责任。

一是政府责任。

要把安全生产作为政府工作的一件大事,作为干部政绩考核的重要内容,层层建立责任制,一级抓一级,狠抓责任的落实。

目前,个别单位和部门的领导干部中,还存在不真抓、不会抓、不敢抓、不愿抓安全生产的问题,这必须引起我们的高度重视。

要以对人民生命财产安全高度负责的精神,不仅对生产负责,而且对安全负责;不仅要管生产,而且要管安全;不仅要到生产现场,而且要到安全工作现场。

必须采取坚决有力的措施,把安全工作真正抓紧、抓细、抓实、抓出成效。

二是企业责任。

企业是安全生产的责任主体,企业法人代表是安全生产的第一责任人。

目前,我县一些企业缺乏抓好安全生产的自觉性,安全意识淡薄,投入不到位,安全条件差,现场管理乱,有的甚至片面追求经济利益,无视群众的生命安全。

这种状况必须尽快扭转。

无论什么企业,都必须严格按照《安全生产法》的要求,牢固树立安全生产责任意识,把安全措施落实到经营决策中,落实到生产计划中,落实到生产组织中,落实到每个职工的作业过程中。

三是部门责任。

安全生产不是某一个部门的事情,各部门都必须担负起安全生产的责任,扎实抓好本系统本部门本单位的安全生产工作。

安监部门在安全生产中担负着特殊的责任,要尽快建立健全安监机构,加强安监队伍建设。

安全监管监察人员要深入生产第一线,加强检查指导,加大执法监察力度,狠抓事故超前防范,做到安全监管的重心下移,关口前移,防患于未然。

要严格执行安全生产事故责任追究的有关规定,按照“四不放过”的原则,依法严肃追究有关事故责任人和领导者的责任,切实发挥监督作用。

(三)突出安全生产工作重点安全生产涉及面广,情况复杂,必须因地因企制宜,突出工作重点。

从全县来讲,当前要重点抓好以下三项工作。

一是建立健全安全生产工作长效机制。

机制重于投入。

建立一个好的机制,是改变安全生产被动局面的重要基础。

要用制度管安全,通过制度建设,综合运用经济、行政和法律手段,加强源头管理、过程监控、应急救援和事故查处。

要形成良好的投入机制,不断改善安全生产基础设施和条件;形成良好的管理机制,加强对安全生产的科学管理和现代管理;形成良好的监督检查机制,做到有法必依、执法必严,考核严格、奖惩逗硬。

二是继续抓好我县省级、市级安全生产示范乡镇建设。

这项工作已开展两年,要认真总结经验,在全县推广,促进基层安全生产工作的规范化建设。

要积极探索解决安全监管“层层衰减”的问题,做到基层安全有人管、管得住、管得好。

要加强宣传教育,营造浓厚的安全生产氛围,增强群众的安全生产意识。

三是精心组织好专项整治。

在抓好安全生产经常性工作的基础上,对事故多发的高危行业、领域进行安全生产专项整治,是消除隐患、减少事故的一种有效形式。

今年要重点抓好矿山、道路、桥梁、消防等的专项整治。

在矿山安全方面,要对煤矿瓦斯灾害进行集中治理,对达不到安全生产条件的小矿山全部停产整顿。

在道路交通方面,要对事故多发的危险路段和驾驶员队伍、路面行车秩序进行集中治理;在桥梁安全方面要加强对部分桥梁的监测,及时治理病害,排除隐患。

在消防安全方面,要对人员密集场所火灾隐患进行集中治理,推动火灾隐患排查整治工作。

此外,还要加强对危化品企业、烟花爆竹销售点的安全生产管理,抓好森林防火以及建筑施工、压力容器管道和旅游安全。

(四)抓基层、强基础,做好“基础年”建设工作今年是市政府确立的“安全生产基础年”,这也是我县2005年安全生产工作的中心。

各乡镇、各部门和企事业单位要按照“基础年”安全工作的总体部署和要求,针对各自特点,制定操作性强的工作方案,强化安全生产的“硬件”和“软件”建设,通过健全完善安全生产各项规章制度,加强安全生产工作队伍建设,整治和消除不安全隐患,完善安全生产工作体系,加大安全生产基础设施的投入和建设,使我县的安全生产基础再上一个台阶。

抓好安全生产是各级各部门的神圣职责。

我们一定要按照省、市政府的要求,在任何时候、任何情况下都不放松安全生产,通过“重基层、打基础、强监管”,狠抓安全生产工作的落实,切实保护好人民群众的生命财产安全,促进全县经济社会的全面协调可持续发展。

二、关于环境保护工作(一)全面贯彻落实中央人口资源工作座谈会精神,树立环保优先原则,促进我县经济结构调整和经济增长方式转变“两会”期间,中央召开了人口资源环境工作座谈会。

在会上胡锦涛总书记特别强调:全面落实科学发展观,进一步调整经济结构和转变经济增长方式,是缓解人口资源环境压力,实现经济社会全面协调可持续发展的根本途径。

要加快调整不合理的经济结构,彻底转变粗放型的经济增长方式,使经济增长方式建立在提高人口素质、高效利用资源、减少环境污染、注重质量效益的基础上,努力建设资源节约型、环境友好型社会。
