新的交易形式使传统税收制度中的纳税环节、纳 税地点、国际税收管辖权等无法适用新的环境。 课税凭证的电子化、无纸化,加大了税收征管和 稽查的难度。

广义的电子商务法,是与广义的电子商务概念相对应的,它包 括了所有调整以数据电讯方式进行的商事活动的法律规范。其内容 极其丰富,至少可分为调整以电子商务为交易形式的,和调整以电 子信息为交易内容的两大类规范。前者如联合国的《电子商务示范 法》(亦称狭义的电子商务法),后者如联合国贸法会的《电子资 金传输法》、美国的《统一计算机信息交易法》等等,均属此类。
