TSG特种设备安全技术规范TSGQ5001-2009起重机械使用管理规则CranesServiceAdministrationRegulation中华人民共和国国家质量监督检验检疫总局颁布2009年8月31日前言2004年5月，国家质量监督检验检疫总局（以下简称国家质检总局）特种设备安全监察局（以下简称特种设备局）向中国特种设备检测研究院（以下简称中国特检院）下达起草任务书。
2004年7月，中国特检院组织成立起草组，在上海市召开工作会议，在前期调查研究的基础上形成了《起重机械使用管理规则》草案。
2007年12月，起草组在北京召开会议，讨论形成了《起重机械使用管理规则》（征求意见稿）。
2008年3月，特种设备局以质检特函〔2008〕18号文对外征求基层部门、有关单位和专家及公民的意见。
2008年5月，起草组根据征求到的意见，在杭州市召开会议进行修改并形成送审稿。
2008年6月，送审稿提交给国家质检总局特种设备安全技术委员会审议，2008年8月，起草组修改后形成报批稿。
2009年8月31日，由国家质检总局批准颁布。
本规则明确规定了起重机械的使用登记和变更、日常维护保养和自行检查以及使用安全管理方面的要求，以规范起重机械使用环节的管理工作。
