We effectively warded off the impact of the global financial crisis, maintained steady and rapid economic development and fulfilled the major objectives and tasks of the Eleventh Five-Year Plan, and the economy scaled new heights. GDP grew at an average annual rate of 11.2% to reach 39.8 trillion yuan. Government revenue increased from 3.16 trillion yuan to 8.31 trillion yuan. 扩大内需是中国经济社会发展的基本立足点和长期战略方针。
中国正处在工业化、城镇化进程加快，人民收入水平提高和消费结构升级的发展阶段，在转变外贸增长方式、扩大进口、加强知识产权保护，为全球贸易和世界经济继续作出贡献的同时，巨大的国内需求和广阔的国内市场是中国经济发展的持续动力，这就决定了中国的发展应当而且有可能实现以国内需求为主。
中国保持固定资产投资以合理的规模和速度增长，发挥投资对经济增长的推动作用。
中国通过实行正确的收入分配政策和消费政策，更多的依靠国内消费需求拉动经济增长。
近年来，国内投资和消费需求均呈较快增长态势。
Expanding domestic demand is the basic standing point and the long-term strategy for China’s economic and social development. When China is shifting its method in export expansion, increasing import volume, enhancing protection for intellectual property rights, and making contributions to the global trade and economy, with the accelerated industrialization and urbanization, improved national income, upgraded consumption structure, tremendous domestic demand and broad national market are working as an engine, powering economic development. This condition determines that China should and is able to realize a development based on domestic demand. Investment in fixed assets is growing in a rational scope and speed, pushing economic development. Using proper income distribution and consumption policies, China pumps up economy with more reliance on domestic demand. In recent years, both domestic investment and consumption have shown a rapid growth.
保持对外贸易稳定发展。
我们强调扩大内需，但决不能忽视外需对我国经济发展的重要作用。
要保持外贸政策基本稳定。
稳定出口退税政策，扩大贸易融资和信用保险，改进海关、质检、外汇等方面的监管和服务，帮助企业克服订单不足、成本升高、摩擦增多等多重困难和压力。
要加快转变外贸发展方式。
深入实施科技兴贸、以质取胜和市场多元化战略，支持企业培育自主品牌、营销网络和研发中心，引导加工贸易向产业链高端延伸、向中西部转移。
巩固美日欧传统市场，开拓新兴市场。
稳定劳动密集型产品出口，扩大高技术、高附加值产品出口，控制高耗能、高污染产品出口。
大力发展服务贸易，承接服务外包。
制定加强进口、促进贸易平衡的指导意见，完善进口政策，搭建更多的进口促进平台，推动进出口平衡发展。
We should keep outbound trade grow stably. Though we emphasize on expanding domestic demand, the importance of foreign demand to our economy cannot be neglected. We are supposed to keep foreign trade policies basically steady, stabilize export rebate, expand trade finance and credit insurance, improve supervision and service of the customs, quality inspection, and foreign exchange, help enterprises conquer the multiple difficulties and pressure from shortage of order and increased cost and frictions. We should accelerate the process of foreign trade reform, deepen the implementation of the strategies of building trade with science and technology, winning with good quality, and diversifying marketing approaches, support enterprises to develop their own brands, sales network, and research and development center, guide the processing trade to expand to high end of the industrial chain and shift to the middle and west part of China. Further more, we need to consolidate traditional market in the US, Japan, and Europe as well as to explore new markets, stabilize the export of labor-intensive products, expand the import of products with high technology and high added value, but confine the export of products that are energy-intensive and cause high pollution. More efforts should be put on the development of service trade and accepting service outsourcing. Guiding advice for improving import and promoting trade balance is to be made, import policies to be perfected, more import provoking platform to be established, to promote balanced development of import and export.。
