继承了前一版的大学英语课程性质兼具工具性和人文性,大学英语课程目标分为基础、提高、发展这3个级别,大學英语课程设置包括通用英语、专门用途英语、跨文化交际这三类课程的主要内容。

该文对《指南》做了简介,阐述了新修订的几个主要方面,地方院校将以新修订《指南》为蓝本实现对校本课程的分类教学,从而提升大学英语的教学质量。

Inheriting the previous version of the college English curriculum, which is both instrumental and humanistic. The college English curriculum objectives are divided into three levels: foundation,improvement, and development. The college English curriculum includes three main contents:general English, English for special purposes and cross-cultural communication. This paper makes a brief introduction to the guide and expounds several main aspects of the new revision. 在经济全球化时代,有必要对我国英语教育的战略进行审视,并采取有效对策。

一、加强各阶段英语教学的衔接中国学生有的从幼儿园就开始学英语,一直到博士,学了十几年,甚至几十年,依然难以过关。

这里有许多原因,但其中之一,是小学、中学、大学的英语教学缺少沟通,教学内容重复,冷饭。

以词汇为例,依据5国家英语课程标准(义务教育阶段)6,高中生毕业后英语词汇可达3000(6级)至4500(7)8级)。

5大学英语教学大纲6(199 9)规定四级词汇达到4200单词;六级词汇达到5500单词。

国家教委90年代初颁布的5非英语专业研究生英语(第一外语)教学大纲6要求学生/理解性掌握5000个左右的常用单词0,/速度达到每分钟100至120词0。

博士研究生对词汇的教学要求是/理解性掌握至少6000个常用单词0。

这个教学大纲现在仍继续使用。

就外语学习的规律而言,一定的循环重复是必要的,但必须呈阶梯形向前推进。

解决中国英语教学普遍存在着的/费时较多,收效较低0的问题,一个切入点是将大、中、小学英语教学看成是一个系统,每个阶段合理分工,各有重点,明确目标,衔接有序,稳步推进,从兜圈子变为螺旋上升,阶梯式跃进。

二、培养英语运用能力大学英语实行四级考试,无疑推动了我们国家的英语学习,对提高大学生英语水平起到了积极作用,也使我国英语教学走向正规。

但是,四级考试制度化,也有一定的负面作用,不少学生为考试而学习,教师为通过率焦虑,学生死抠所谓大纲词汇,似乎掌握了大纲词汇,就是掌握了英语。

其实,英语作为一种活生生的语言,丰富多彩。

我个人以为:高校英语的教与学要改变观念,本科、研究生英语教学应加大口语和写作训练的力度,切实从应试教育转到培养学生运用语言的能力上来。

三、采用新的教学手段大学英语属基础教学,但学校往往不太重视,教师待遇一般,吸引不到优秀人才。

2015 年 3 月 28 日教指委英语组在武汉召开“高等学校大学英语教学改革与发展学术研 讨会”,项目组向 900 多名与会代表征求意见和建议,会后根据反馈意见继续修改完善《教学 指南》。5 月,项目组根据教育部关于融入创新创业教育内容的指示,进一步补充修订《教学指 南》。 二、基本原则
1. 科学性原则 《教学指南》必须全面贯彻党的教育方针,遵循语言教育教学规律,科学客观地对教学标 准制定进行总体设计。研制工作要以调查为基础,以研究为支撑。大学英语课程必须准确定 位教学目标,明确内涵,合理构建课程体系,体现高等教育特点,加强与中学英语教学的衔接, 增进与各学科专业教学的结合。同时,要处理好与《大学英语课程教学要求》( 以下简称《课程 要求》) 继承和创新的关系,注重在保留相对稳定的传统内容的基础上突破和超越。 2. 多样性原则 我国幅员辽阔,区域发展不平衡,各高校的教学资源、学生入学水平以及人才培养规格和 目标等差异较大。因此,不应只用一把尺子来衡量全国的大学英语教学,要避免“千校一面” 的同质化发展。《教学指南》应倡导多样性、差异性和灵活性,提供多种选择,鼓励各校办出特 色,进一步落实和扩大高校办学自主权。 3. 针对性原则 《教学指南》研制要从中国国情出发,充分考虑学生的实际英语水平和需求、教学管理体 制的特点、教学条件的现状,对大学英语教学存在的问题能有回应,并提出有效的解决方案。 《教学指南》要整体优化教学过程,体现教学目标和教学要求的适切性、教学内容的导向性和 教学方法的有效性,突显中国特色。 4. 时代性原则 在立足现实的基础上,《教学指南》研制要借鉴过去的成功经验与做法,广泛征求意见,关

7 月 29—30 日教指委英语组全体委员在张家口召开会议,讨论《教学指南》全文初稿。与 会人员充分发表意见,深入交流看法,对文件的内容反复推敲,并就一些重大问题统一了认识, 明确了按照“科学、合理、创新、规范”的要求对《教学指南》进行修改。
张家口会议后,各小组以不同方式征求对《教学指南》的意见和建议,继续对相关内容进 行论证、调整,打磨文字,形成征求意见稿后呈报教育部。

《大学英语教学指南》要点解读

提要: 受教育部委托,高等学校大学外语教学指导委员会研究制定了《大学英语教学指南》。本文在阐述《大 学英语教学指南》研制过程和基本原则的基础上,对大学英语课程价值、教学目标、课程体系、教学评价、教学 方法与手段、教师发展等相关问题进行说明和解读,以期推动大学英语教学改革,提高大学英语教学质量。 关键词: 《大学英语教学指南》; 大学英语; 教学质量 Abstract: The National Foreign Languages Teaching Advisory Board has been commissioned by the Ministry of Education to draw up the Guidelines on College English Teaching. This paper first reports the making of the document and its working principles,and then elucidates such issues as the value of college English,teaching objectives,course system,assessment,teaching methods and means,and faculty development,with a view to facilitating reform in college English teaching and improving college English teaching quality. 重视和关心《教学指南》的研制,给予了许多具体指导。《教学指南》研制工作历经由上到下、 由下到上的多个回合,项目组全体成员以高度的使命感和严谨的态度投入研制工作,每一个观 点、每一项要求、每一处修改都经过认真思考、反复斟酌,力求使《教学指南》体现方向性、前瞻 性、科学性和实践性。《教学指南》是新时期普通高等学校制定大学英语教学大纲、建设大学 英语课程、实施大学英语评价的依据。通过贯彻落实《教学指南》,我国大学英语教学有望进 入稳步发展的新阶段。
2013 年教育部提出研制高等学校本科人才培养质量国家标准来规范学校教学和人才培 养,指示高等学校各专业教学指导委员会牵头制定本科教学质量国家标准。教育部副部长杜 玉波在“2013—2017 年教育部高等学校教学指导委员会成立视频会议”上的讲话中指出,教学 指导委员会的主要任务之一是研究制定本科人才培养质量标准。包括《大学英语教学指南》 ( 以下简称《教学指南》) 在内的国家教育质量标准作为“人才培养的基本依据”,在引导高校 推进改革、提高教学质量方面起着重要作用,关系到高等教育的改革全局和长远发展。按照教 育部的要求,新一届高等学校大学外语教学指导委员会( 以下简称“教指委”) 在成立之后立即 启动《教学指南》研制。在近两年时间内,《教学指南》项目组在对我国高校大学英语教学广泛 调研和科学论证的基础上,紧张有序地开展《教学指南》研制工作,数易其稿,不断完善。本文 将在阐述《教学指南》研制过程和基本原则的基础上,对大学英语课程价值、教学目标、课程体 系、教学评价、教学方法与手段、教师发展等主要内容进行说明和解读。 一、研制过程
高校的开课计划,教学评价组对 571 名教师和 1 266 名学生进行调研收集基本数据,教学方法 和手段组在全国每省选 3 所学校发放问卷展开调查,教学管理和教师发展组对 87 所高校进行 调研。各小组认真分析调研结果,充分考虑各部分内容,提出主要观点。
2014 年 2 月 28 日,项目组在北京召开组长会议,各任务小组组长分别汇报交流了研制工 作的进展情况,并就一些原则问题达成共识,认为前期调研结果具有代表性和可靠性,为确定 《教学指南》的相关内容提供了依据。会议还讨论了《教学指南》的体例、行文格式、研制时间 节点等具体问题。
4 月 18 日项目组在北京召开全体会议,就《教学指南》的部分初稿进行研讨,调整思路、概 念、结构和表述,并部署下一阶段的工作任务。4 月 19—20 日,《教学指南》部分撰稿人在“高 等学校大学英语教学改革与发展学术研讨会”上报告了研制工作的阶段性成果,与参加研讨 会的一线教师进行交流,广泛听取意见,共同探讨解决问题的方案。

2013 年 8 月 4 日,教指委主任委员、副主任委员( 英语) 、秘书长在浙江大学召开《教学指 南》研制工作启动会,讨论项目组的组建方式和项目工作方案。项目组由王守仁教授总负责, 下设教学目标和教学要求、课程设置、教学评价、教学方法和手段、教学管理和教师发展 5 个任 务小组。英语组委员通过自愿报名、提名推荐、民主集中的方式,参加各任务小组工作。项目 工作方案包括研制《教学指南》的指导思想和原则、框架内容、任务分工、进度安排等。杭州会 议对《教学指南》进行了顶层设计、科学规划,项目组对许多问题达成了高度共识,确保研制工 作开好局、起好步。
杭州会议之后,各小组开展必要的调研,采集数据,摸清、摸准情况。教学目标和教学要求 组对 58 所不同类型高校的 4 908 名一年级新生进行英语水平测试,课程设置组收集了 201 所
