1.2设计依据
1．项目委托方提供设计任务书及1/500地形图。
策略目标：实现片区内绿地开放空间与周边绿地的无缝衔接，绿地空间的区域化，形成山水特色的小城镇景观生态格局。构建网络化、功能化的绿地空间。构筑融入市民生活的城市空间网络。
2.策略二：秉文脉，人为本
以人为尺，度量建筑尺度；因势造景，秉承天地所施。规划以人为本创造环境，体现出对人的尊重、理解、关怀；并延续现有城镇空间肌理，塑造具有空间特色的场所环境。
策略目标：1.满足居民在不同层次上对生活环境的各种需求2.打造城市的景观节点，成为城市特色的一部分3.满足居民平等享用公共服务设施的权利
新增设施：居住区级及以下公共服务设施；对外交通；广场用地；市政公用设施；邮电设施；公共绿地。

针对城市主要公共服务设施及开放空间系统进行控制。

交通稳静化：通过系统的硬设施（如道路线形、限速措施等）及软设施（如政策、立法、技术标准等）降低机动车对居民生活质量及环境的负效应，改变鲁莽驾驶为人性化驾驶行为，优化行人及非机动车环境，以期达到交通安全，可居住性，可行走性。

1.1项目概况
利川市在中国湖北省西南部，清江上游，邻接重庆市。总面积4602平方千米，总人口89.9万人。境内主要居住民族除了汉族以外，还有土家族、苗族等。
利川气候独特，资源丰富，有丰富的烟叶、草场、水能、风能、天然气、矿产和旅游资源，素有“坝漆之乡”、“黄连之乡”、“水杉之乡”、“莼菜之乡”、“山药之乡”、“歌舞之乡”的美誉。

本方案通过优化空间功能结构，完善城市功能和基础设施，赋予新区新形象和竞争力，为城市发展建立良好的基础；通过为城市提供高质量的行政、商业、就业、生活娱乐休闲
公共设施及公共利益空间物化控制
公共利益空间物化控制：通过“四线”对关乎公众利益的用地边界进行空间定位控制的同时，增加对各类绿地（绿线）、水体（蓝线）的形态、规模和使用方式的控制，形成“定位、定形态、定规模、定功能”的四定方式。同时，对其他城市公共开放空间（步行街区、绿道、广场等）同样采用四定方式进行深化控制，为下一步建筑设计提供引导，在城市建设阶段保障和放大城市公共利益。
利川市南环大道城市综合体项目位于利川市城南新区，紧邻利川市火车站，项目的南面、东面和北面都是城市主干道，其中南面的南环大道为利川市的环城道路。东面的江源大道将地块和北面的中心区连为一体，区域位置和交通条件非常优越。
周边商业分布：
利川市的大型商业主要分布在龙腾大道与清江大道上，靠近市政府，该区域即是利川的商业中心，也是利川的行政中心。
服务和便利的交通来吸引居民、投资者和高素质的人才。
