April.The scene is a fairly large attic room, at the top of a large Victorian house. The ceiling slopes down quite sharply from L. to R. Down R. are two small low windows. In front of these is a dark oak dressing table. Most of the furniture is simple, and rather old. Up R. is a double bed, running the length of most of the back wall, the rest of which is taken up with a shelf of books. Down R. below the bed is a heavy chest of drawers, covered with books, neckties and odds and ends, including a large, tattered toy teddy bear and soft, woolly squirrel. Up L. is a door. Below this a small wardrobe. Most of the wall L. is taken up with a high, oblong window. This looks out on to the landing, but light comes through it from a skylight beyond. Below the wardrobe is a gas stove, and, beside this, a wooden food cupboard, on which is a small, portable radio. Down C. is a sturdy dining table and three chairs, and, below this, L. and R., two deep, shabby leather armchairs.AT RISE OF CURTAIN, JIMMY and CLIFF are seated in the two armchairs R. and L., respectively. All that we can see of either of them is two pairs of legs, sprawled way out beyond the newspapers which hide the rest of them from sight. They are both reading. Beside them, and between them, is a jungle of newspapers and weeklies. When we do eventually see them, we find that JIMMY is a tall, thin young man about twenty-five, wearing a very worn tweed jacket and flannels. Clouds of smoke fill the room from the pipe he is smoking. The best tandem combination is to match two KAT accessories with M14 (14mm) or 5/8" (16mm) center holes and the KAT Universal Nut which must be used when using this dual blade combination. As an added feature, the Universal Nut is specially designed to easily and safely tighten any other5/8" (16mm) arbor accessories on your disc grinder.4. Similarly, do not ram the blades into wood to stop them turning prematurely once the power switch is turned off.• Regularly clean the disc grinder’s on/off switch and remove wood shavings and dust. Available in either M14 or 5/8" 11, standard shaft sizes on most major manufacturers disc grinders. Simply tighten with a 13/16" (21mm) spanner, socket, spark plug socket or adjustable wrench. Tighten securely with manufacturer’s lock nut.Using Lancelot or Squire M14 (14mm) or 5/8" (16mm) Blades As A Single AccessoryWhen using either of the above sizes, insure the grinder’s threaded shaft diameter matches the blade center hole diameter. It is generally recommended that the manufacturer’s backing plate/adaptor is removed so that blade sits on the bottom flange of threaded shaft. There should be ample and sufficient distance and clearance for safe operation where the cutting teeth and the safety guard come closest. This method is especially recommended for grinders with oversize backing discs that will cause an interference to the depth of cut. Tighten securely with manufacturer’s lock nut. If, however, blades touch safety guard, replace the manufacturer’s backing plate, remount blade to sit on arbor and retighten. There must be 1) no movement or slippage of the saw chain between discs and 2) discs and chain must rotate as one unit. TANDEM MOUNTINGTwo Lancelots or Lancelot/ Squire on M14 (14mm) or 5/8" 11 threaded shafts1. REMOVE THE GRINDER BACKING PLATE - Manufacturers supply a flanged backing plate or adaptor to accommodate 7/8" (22mm) accessories on all disc grinders. When mounting two blades, both with the same centers, either M14 (14mm) or with 5/8" (16mm), remove this backing plate. If plate is not removed, there are insufficient threads on the threaded shaft for the universal nut to lock down this tandem combination. After removing plate, first mount one Lancelot (NOT Squire) over the threaded shaft followed by the second Lancelot OR Squire. The bottom disc of the top mounted Lancelot or Squire sits on the top disc of the first Lancelot and is tightened with the Universal Nut. You must use and tighten the Universal Nut with a 13/16" (21mm) spanner or socket, spark plug or adjustable wrench to secure this combination. Tighten until one thread or less is left visible on the nut. There must be 1) no movement or slippage of the saw chains between discs and 2) discs and chains must rotate as one unit. SEE DIAGRAM 3. Lancelot and Squire cut on their periphery (cutting edge), different than a traditional grinding wheel or sanding attachment which operates on its side (or face). With the guard rotated to the position stated in these instructions, it opens up the bottom surface ofthese cutting heads near the bottom of the grinder. This is where a considerable amount of the main cutting is done and is: A) a vital part of its versatility B) allows for optimum cutting utilization in a comfortable and safe position. 2. Direction of Waste: With the safety guard properly adjusted, direction of wood chips and shavings will be angularly deflected over the top of Lancelot and Squire, hitting the top of the work piece and away from the operator’s hands and face. If the guard is retained at 90 degrees, wood waste is directed upwards toward the hands/face.Do NOT use Lancelot or Squire on any Makita brandgrinders. The costs of sprawl
What is wrong with sprawl? Start with what makes any problem a problem. To leave things complex enough to usefully frame the issues, yet plain enough to not lose them in the muddle, I restrict this essay to three kinds of classic urban development problems: market failure, regulatory failure, and participatory failure.¹ e first is the traditional, textbook notion of when and where private markets lead to social inefficiencies (Pigou 1920). Familiar examples are noncompetitive markets, where individual suppliers have excess market power, externalities/public goods, where private consumption has collective impacts not mediated by markets, such as in Hardin’s (1968) “tragedy of the commons,” and collectively undesirable inequities. Regulatory failures are the public sector counterpart to market failures, where governments go beyond correcting market failures to cause inefficiencies of their own (Wolf 1993). at is, where public actions make markets perform worse rather than better. Participatory failures refer instead to where the give and take of decision-making is somehow inadequate for other reasons, such as by criteria for inclusiveness, communication, or representation (Habermas 1962; Fainstein 2008). Where does sprawl fit? Brueckner (2000) famously argued that sprawl is only a resource problem to the extent it results from market failures. He identifies the undervaluation of open space, “excess” traffic congestion, and the underpriced environmental costs of automobility as three clear examples. Sprawl-induced spatial inequities would go here as well, though that evidence may be more complex than thought (Pendall
words. In its cold determinism, it is nigh universal and relatively unyielding to policy or prayers. Rather than stop there, at testable evidence of reasonable explanations of the empirics, the author goes on to forcefully proclaim many of sprawl’s features as merits and, by extension, the counterproductive nature of anti-sprawl policies, such as smart growth. Bruegmann’s normative narrative has two fundamental problems: e costs of sprawl are substantially more nuanced than represented, and Smart Growth is inadequately characterized. Each argument may still be useful in policy debates but they are also essentially speculative, and thus do much to undermine his larger lessons about the causes and consequences of sprawl for transportation/land use policy. I elaborate slightly in what follows, by first proposing how to think about sprawl as a problem, and then how to think about Smart Growth as an appropriate response. e conclusion returns to accessibility and transportation polere is little doubt that Robert Bruegmann did transportation and urban development researchers a great service with his recent work on the history of urban form. He situated contemporary discussions of “sprawl,” its problems and many policy responses in well-researched historical context—and he analyzed those responses and that context in substantive, purposeful detail. at he managed to carry this off in a bold, engaging and successfully marketed manner only leaves one all the more envious of the overall package. A real consequence is that it is now more difficult to argue that sprawl is new, peculiarly American, or universally bad, however one might measure sprawl, new, American, or bad. e conventional image of sprawl as little more than a stick figure scapegoat is a lot less credible, and perhaps even nearer the end of its useful rhetorical life. Bruegmann’s essay for this journal volume summarizes the backbone of that story, found in longer form in Sprawl: A Compact History (2005), and then applies it to this journal’s domain, land use/transportation problems and remedies. e boldness, ferocity, and mercilessness of his attacks on sprawl critics and “Smart Growth” advocates alike apparently encouraged the editors to ask that I, an innocent reviewer of the original submission, prepare a counterpoint. To what, I replied? To his points, they answered. But his book cites my research in support of its transportation arguments, I replied back, with which I agree and for which I am grateful. You’re a professional, the editors instructed; do your best. is will be brief. Bruegmann’s thesis certainly has strengths as well as weaknesses. As mentioned, it is rich in historical antecedents to the decentralized urban forms popularly disparaged as modern sprawl, particularly as explained by the twin, relentless forces of rising real incomes and falling real transportation costs. He also argues that the converse, high density, can cause more traffic problems than it solves. Sprawl happens, in other
