按投诉对象划分,在受理的180件投诉中,旅行社投诉共100件,占投诉总量的55.6%,饭店投诉15件,占投诉总量的8.3%,景区(点)投诉共计35件,占投诉总量的19.4%,交通投诉10件,占投诉总量的5.6%,购物投诉5件,占投诉总量的8%,其他类投诉共15件,占投诉总量的8.3%。

三、*年度旅游投诉情况简析(一)热点旅游城市与热点景区投诉量大,本年度省所共受理投诉17件,合肥市共受理27件,黄山市全年共受理投诉61件,芜湖市共受理25件,马鞍山市共受理20件,共计150件,占投诉总量的83.3%。
(二)国家实行了新的休假制度。
*年是《国务院关于修改(全国年节及纪念日放假办法)的决定》实施的第一年,虽然取消了“五一”黄金周,但增加了清明、端午、中秋等中国传统节日的假期,百姓有更多的出游闲暇,又因为这些假期的时间均为三天,百姓大多以选择短途旅游为主,因此,投诉主要集中在国内短线旅游。
(三)旅游者的维权意识不断增强。
随着全省旅游市场监管力度的加大,旅游管理部门的宣传普及旅游出行提示,旅游者的维权意识也在不断的增强,理性地向旅游管理部门投诉也成为更多游客解决矛盾与纠纷的主要选择。
(四)旅行社与旅游景区(点)的投诉量占有较大比重,全省受理的180件案件中,旅行社投诉共100件,占投诉总量的55.6%,因降低服务标准与导游未尽职责引起的投诉共65件,占旅行社投诉总数的65%,这两方面为造成对旅行社投诉的主要原因;旅游景点投诉为35件,占投诉总数的19.4%,部分景点游客量大,有的配套设施不尽完善,有的员工服务意识不够强,人流量大造成排队等待甚至拥挤而减少游玩时间,这些成为景点投诉的主要原因。
(五)旅游投诉方式更趋向多样化,我所要求各市质监所在平时、双休日以及24小时须有专人受理投诉,在全部180件投诉当中,电话投诉共94起,占投诉总数52%;书面投诉68件,占投诉总数的37.8%;来访投诉共18件,占投诉总数10%。
再者,随着安徽旅游诚信网知名度的不断提升,很多游客同样会以更为便捷的网络投诉作为维权选择之一。
(六)有些旅游经营项目业主对旅游质量重视不够。
近两年来我省一些新的旅游项目陆续建成投入使用,但有部分经营管理层在保证旅游质量方面未引起足够重视或处置不当而导致投诉。
(七)*年度投诉总数同比*年有所下降,这是省旅游局党组特别是主要局领导、分管局领导以及市县旅游部门领导高度重视旅游质监工作,省所、全省市县旅游质监工作人员和旅游企业共同努力的结果。
在局党组的正确领导下,今年省所开展了一系列相关活动,如3月份的“315”消费者维权咨询活动、4至8月份的12301旅游服务信息采集活动、6至9月份的安徽旅游诚信网开通仪式及旅行社诚信等级评定建档活动、12月份的“牵手你我,欢乐出游”*安徽诚信旅游主题周活动(其中,为15个县(区)配备旅游执法车,支持县域旅游及旅游质监工作的成效明显),这些活动都有效推进了全省的旅游质监工作和诚信体系建设。
同时,进一步加大了对全省旅游市场监管力度,特别是加强了对旅行社等旅游企业的日常监管工作(诚信等级动态管理),严厉打击虚假不实的旅游广告,对不规范经营的企业进行查处。
此外,省所还开展了对违规经营企业的第一责任人进行诫勉谈话的办法,并在安徽旅游诚信网上对全社会公示,促进了旅游企业的守法诚信经营,产生了较好的警示作用。
