通涨的一个基本原因在于总需求超过了总供给。

因此,治理通涨首先是控制需求,实行紧缩型政策。

紧缩型政策是当前各国对付通胀的传统手段,是迄今为止运用得最广、最为有效的政策措施。

其主要内容包括紧缩型财政政策、紧缩型货币政策、紧缩型收入政策等。

1.紧缩型财政政策。

紧缩型财政政策主要是通过削减财政支出和增加税收的办法来治理通胀。

削减财政支出的目的是通过限制支出而减少政府的需求,从而缩减总需求。

其措施主要有:减少国家基本建设和投资支出,限制公共事业投资,削减政府各部门的经费支出,减少社会福利支出等。

增加税收主要是增加企业与个人的税收,增税以后,企业与个人收入减少,从而降低投资水平与消费水平。

2.紧缩型货币政策。

紧缩型货币政策又称为“抽紧银根”,通涨的直接原因是货币供应量过多。

因此要降低通胀率,中央银行可以通过减少流通中货币供应量的办法来实现。

具体措施包括:(1)通过公开市场业务出售政府债券,回笼货币,减少经济体系中的存量。

(2)提高利率,如提高再贴现率、贴现率、法定存款准备金率、银行存款利率等。

利率的上升促使人们将更多的钱用于储蓄,从而使消费需求减少,利率的上升使投资成本上升,对投资需求也有抑制作用。

3.紧缩型收入政策。

紧缩型收入政策是对付成本推进型通涨的有效方法。

其主要内容是采取强制性的手段,限制提高工资和获取垄断利润,抑制成本的提高,从而控制物价的上涨。

具体来说包括如下内容:(1)工资管制。

工资管制的办法主要有四种。

第一,道义规劝和指导。

即政府制定出一个工资增长的指导线,供企业参考,但政府只能规劝、建议,不能直接干预。

第二,协商解决。

即在政府干预下使工会和企业就工资问题达成协议。

第三,开征工资税。

对增加工资过多的企业征收特别税款。

第四,冻结工资。

即政府强制性地将全社会工资或增长率固定,不能随便上涨。

MFG 常用英文单字Semiconductor半导体导体、绝缘体和半导体主要依据导电系数的大小,决定了电子的移动速度。

导体:金、银、铜、铁、人、水……导电系数大,传导绝缘体:塑料、木头、皮革、纸……导电系数小、传导不半导体:硅中加锗、砷、镓、磷……平时不导电加特定电压后导电Wafer 芯片或晶圆:原意为法国的松饼,饼干上有格子状的饰纹,与FAB内生产的芯片图形类Lot 批;一批芯片中最多可以有25片,最少可以只有一片。

ID Identification的缩写。

用以辨识各个独立的个体,就像公司内每一个人有自己的识别证。

Wafer ID 每一片芯片有自己的芯片刻号,叫Wafer ID。

Lot ID 每一批芯片有自己的批号,叫Lot ID。

Part ID 各个独立的批号可以共享一个型号,叫Part ID。

WIP Work In Process,在制品。

从芯片投入到芯片产品,FAB内各站积存了相当数量的芯片,统称为FAB内的WIP 。

一整个制程又可细分为数百个Stage和Step,每一个Stage所堆积的芯片,称为Stage WIP。

Lot Priority 每一批产品在加工的过程中在WIP中被选择进机台的优先级。

Super Hot Run的优先级为1,视为等级最高,必要时,当Lo上一站加工时,本站便要空着机台等待Super Hot RuHot Run的优先级为2,紧急程度比Super Hot Run次一级。

百度昆仑芯片和阿波罗计划华而不实 商业市场前景黯淡 最近,国内互联网巨头纷纷开始做芯片,紧接着阿里和腾讯之后,百度也推出了所谓的“中国首款云端全功能AI芯片”昆仑芯片。正如前几日官媒发文批评浮夸风,好像离开了“全球第一”、“中国首款”之类的词汇,不足以显示自己高大上,百度的昆仑芯片和无人车计划恐怕难逃“只打雷,不下雨”的命运。还处于PPT状态却宣称“中国首款”的昆仑芯片根据媒体报道:“昆仑”由百度自主研发,其中包含训练芯片昆仑818-300,推理芯片昆仑818-100,工艺将采用三星14nm,可以在100瓦+功耗下提供260TOPS性能是迄今为止业内设计算力最高的AI芯片。有趣的是,有媒体报道,昆仑818-300和昆仑818-100将于2019年初流片,也就是说昆仑芯片压根还没流片。在连样片都没有的情况下,不知道“中国首款”、“迄今为止业内设计算力最高的AI芯片”这类结论百度是怎么得出来的。何况260TOPS性能也有取巧的成分,毕竟用低精度,而不是单精度或半精度这样的单位,可以把计算性能数据搞得大一些。至于昆仑芯片到底是啥,有业内人士分析,可能是去年hotchips公开的那个基于FPGA做的xpu,起个名字叫昆仑。另外,铁流在前几日的文章中写了,我们真正需要的不是“万众创芯”,而是“万众用芯”。相对于百度自己搞昆仑芯片,铁流更倾向于百度去采购国内AI芯片厂商现有的货架产品。诚然,百度自己想要垂直整合,这很有野心,这也很好。但在宣称“中国首款”、“迄今为止业内设计算力最高的AI芯片”这类词语的时候,总该有货架产品之后再吹吧。 百度无人车计划“只打雷不下雨”早在数年前,百度就在五环路开始测试无人车。但是无人车的大规模推广应用需要一个漫长的过程。诚然,无人驾驶是潮流,是发展大方向,但是毕竟存在极大的不确定性和安全风险,这使无人驾驶从出现到大规模推广会有一个比较漫长的过程,可能15—20年都未必能够实现。因此,一些媒体在现阶段就自吹自擂,仿佛无人车变革就在明天,未免有些吹过头了。此外,百度在无人驾驶中的一大布局,就是阿波罗无人驾驶技术平台。但这个平台要真能做起来,就必须有足够分量,足够多的厂商来合作。然而,目前的现状是通用、福特、宝马、奔驰等传统汽车厂商在以垂直整合模式自己稿一套无人驾驶平台。同时,还有谷歌这类厂商也和百度一样搞共享合作模式。这种模式非常类似于谷歌提供安卓系统,由华为、三星、步步高等手机整机厂做产品,且这种模式也有其局限性,那就是必须争取到足够多的参与者,通过庞大的参与者形成生态系统,才能在市场上生存。而一旦参与者少,就容易被边缘化,最终就会被市场淘汰。然而,阿波罗的现状是,全球车厂中罕有具有一定分量的车企愿意和百度合作。而且从利益的角度分析,实力较强的车厂也不愿意采用谷歌和百度的无人驾驶平台,因为这将使自己受制于人,在技术和定价上失去自主权,就如同联想的电脑受制于Intel和微软,华为的手机受制于ARM和谷歌。像通用、福特、宝马、奔驰等实力强悍的汽车厂商肯定不会主动给自己找一个“太上皇”。即便是国内企业,像上汽也选择自己干,而且内部有好几个团队在做,竞争非常激烈。何况阿波罗平台还是一个需要不断改进的平台,从李彦宏乘车视频中,在实线的路段并到另一车道,同时也没有打转向灯就折射出,无人驾驶依旧存在很多可以改进的地方。在这种情况下,无论是汽车整车厂,还是消费者都未必愿意当小白鼠,“自带干粮”找一个“太上皇”,去为目前还并不成熟的技术买单。 百度造车前途堪忧也许有人说,既然全球车厂不愿意用阿波罗平台,那么,百度自己投资车厂,玩垂直整合,比如百度投资了威马汽车,还有和厦门金龙合作的小巴。然而,实践证明,互联网公司是不适合玩重工业的。近年来,随着小米在智能手机行业创造出的神话,越来越多的互联网公司开始效法,甚至连汽车这种属于重工业范畴的行业,也开始玩互联网那套“轻资产”的把戏。各路“英杰”纷纷发布了外观非常绚丽、PPT非常好看的互联网汽车。但实际上,对于重工业,互联网公司那套制造噱头,增加曝光率圈钱的把戏是不适合的。这一点从乐视和特斯拉就可以看出来,虽然特斯拉被各路媒体捧上神坛,但却自燃事故频发,考虑到特斯拉汽车非常有限的销量,其自燃事故率着实不低。而且特斯拉的资金链异常脆弱,据说美国投资人已经收购了,马斯克打算到中国建厂全球的意向。类似的,乐视造车的画饼很大,PPT非常好看,但果却是一地鸡毛,贾跃亭虽然曾经一度宣称“明天回国”,但至今滞留国外,被法院列入老赖名单。其他几家互联网造车也好不到哪里去,产能不足和跳票早已不是新闻。因此,百度自己造车,无非是跌进乐视曾经摔下去的大坑里。 百度无人车将会成为封闭道路环境的装饰品和包装科技光环的工具目前,无论从技术成熟度上,还是从法律上,百度人无车都很难大规模在开放道路上推广。因而搭载百度无人驾驶平台的无人车更多的将被用路况相对比较简单的封闭道路环境,比如风景区、公园、校区等场所。事实上,百度推出的无人小巴就显然是针对这种封闭道路环境的车辆。目前来看,百度的无人车更多的会成为封闭道路环境的装饰品,就如同早期的铁路成为法国国王路易十六园林中的娱乐设施和装饰品。大规模推广和商业应用的机会微乎其微。不过,即便如此,这对百度来说也足够了。毕竟中国的互联网公司根本谈不上高科技公司,更像是传统行业的互联网化:百度相当于互联网上的中介公司、广告公司、咨询公司和出版社;腾讯相当于互联网上的邮电局、游戏机房、KTV等娱乐场所;阿里相当于互联网上的房地产,以通过提供服务的方式收取房租。国内互联网巨头和美国Intel、微软、IBM、通用、普惠、洛马等科技公司差距很大。而国内互联网公司,如今最需要的就是各种装点门面的“黑科技”和舆论热度。因此,昆仑芯片和阿波罗计划即便在商业上惨淡经营,但对于百度装点高科技光环却是足够了,有望成为百度用来吸引眼球、维持热度和股价的有利武器。

GlobalFoundries 32nm 制程良率不佳:AMD 新品上市拖

据 AMD 公司 CEO Dirk Meyer 表示,由于负责为 AMD 代工新 32nm
制程处理器的 GlobalFoundries 公司在 32nm 制程良率方面还存在一些问题,因
此 AMD 公司 推出 32nm 制程处理器产品的日期可能会稍微后延一段时间。
Meyer 是在最近召开的二季度财报分析电话会议上透露这个消息的,按照
AMD 原定的计 划,他们将于今年第三季度推出 32nm 制程处理器,不过现在
这个日期已经被推后到今年第四季度,Meyer 并表示由于 GlobalFoundries 公司
目前的 32nm 制程良率未及预期,因此目前尚无法开始批量生产 32nm 制程处
理器。
不过 Meyer 并没有公开 GlobalFoundries 公司 32nm 制程良率的具体细节,
并指出虽然向 32nm 制程升级的难度相当之大,但他们有信心改善产品的良率。
需要注意的是,尽管对手 Intel 已在 45nm 制程节点启用第一代 HKMG 栅极技
术(金属栅极+High-K 绝缘层),但到 32nm 制程节点 AMD 的处理器才会首次开
始启用基于 HKMG 栅极结构的晶体管设计,GlobalFoundries 公司制造 HKMG
的方法是与 Intel 的 Gate-last 有所区别的 Gate-first 工艺。(有关 Gate-first 和

Meyer 在会上说:基于我们对 Ontario 处理器市场预期的最新判断和
32nm 制程量产的延后状况,我们准备把 Ontario/Llano 这两款集显 Fusion 处理
器的量产日期作些改动。不过其中 Llano 产品的上市时间仍会定在明年的上半
年,另外一个好消息是今年的第二季度,我们已经完成非集显处理器 Bulldozer
的 32nm 流片工作。
