The Queen’s Christmas message 2017

Sixty years ago today, a young woman spoke about the speed of technological change as she presented the first television broadcast of its kind. She described the moment as a landmark: ”Television 1 (make) it possible for many of you to see me in your homes on Christmas Day. My own family often gather round to watch television as they are at this moment, and that is how I imagine you now.”

Six decades on, the presenter has ‘evolved’somewhat, 2 has the technology she described. Back then, who could have imagined that people would one day be watching this on laptops and mobile phones – as some of you are today. But I’m also struck by something that hasn’t changed. We think of our homes as places of warmth, familiarity and love; of 4 (share) stories and memories, which is perhaps 5 at this time of year so many return to where they grew up. There is a timeless simplicity to the pull of home.

This Christmas, I think of London and Manchester, whose powerful identities shone through over the past twelve months in the face of appalling attacks. In Manchester, those targeted included children who had gone to see their favourite singer. A few days after the bombing, I had the privilege of meeting some of the young survivors and their parents.

I describe that hospital visit as a “privilege” because the patients I met were an example 7 us all, showing extraordinary bravery and resilience. Indeed, many of those who survived the attack came together just days later for a benefit concert. It was a powerful reclaiming of the ground, and of the city those young people 8 (call) home.

We expect our homes to be a place of safety –“sanctuary” even –9 makes it all the more shocking when the comfort they provide is shattered. A few weeks ago, The Prince of Wales visited the Caribbean in the aftermath of hurricanes that destroyed entire communities. And here in London, who can forget the sheer awfulness of the Grenfell Tower fire?

Our thoughts and prayers are with all those who died and those who lost so much; and we are indebted to members of the emergency services who risked their own lives, this past year, 10 (save) others. Many of them, of course, will not be at home today because they are working, 11 (protect) us.

Reflecting on these events makes me grateful for the blessings of home and family, and in particular for 70 years of marriage. I don’t know that 12 had invented the term “platinum”for a 70 wedding anniversary when I was born.

You weren’t expected to be around that long. Even Prince Philip has decided it’s time to slow down a little – having, as he economically put it, “done his bit”. In 2018 I will open my home to a different type of family: the leaders of the fifty-two nations of the Commonwealth, as they gather in the UK for a summit. The Commonwealth has an inspiring way

of bringing people together, be it through the Commonwealth Games – which begin in a few months’time on Australia’s Gold Coast –14 through bodies like the Commonwealth Youth Orchestra & Choir: a reminder of how truly vibrant this international family is.

Today we celebrate Christmas, which 15 is sometimes described as a festival of the home. Families travel long distances to be together. V olunteers and charities, as well as many churches, arrange meals for the homeless and those who would otherwise be alone on Christmas Day. We remember the birth of Jesus Christ whose only sanctuary was a stable in Bethlehem. He knew rejection, hardship and persecution; and yet it is Jesus Christ’s generous love and example which has inspired me through good times and bad.

Whatever your own experiences this year; wherever and however you are watching, I wish you a peaceful and very happy Christmas.

US may tie social media to visa applications

The Trump administration has said it wants to start collecting the social media history of nearly everyone seeking a visa to enter the US. The proposal, which comes from the state department, would require most visa applicants to give details of their Facebook and Twitter accounts. They would have to disclose all social media identities used in the past five years. About 14.7 million people a year would be affected by the proposals. The information would be used to identify and vet those seeking both immigrant and non-immigrant visas. Applicants would also be asked for five years of their telephone numbers, email addresses and travel history. They would be required to say if they had ever been deported from a country, or if any relatives had been involved in terrorist activity. The proposals would place an additional burden on travelers whose countries do not have a visa exemption deal with the US. The proposal would not affect citizens from countries to which the US grants visa-free travel status - among them the UK, Canada, France and Germany. However, citizens from non-exempt countries like India, China and Mexico could be embroiled if they visit the US for work or a holiday.

Under rules brought in last May, officials were told to seek people’s social media handles only if they felt “that such information is required to confirm identity or conduct more rigorous national security vetting”, a state department official said at the time. The apps that map violence – and keep Rio residents out of the crossfire An increasing number of Rio residents are subscribing to crowdsourcing apps and following the social network pages of crime-watch groups such as Basta de Violência (No More Violence) and Realidade do Rio de Janeiro (Reality of Rio de Janeiro).

These new sources of real-time information are shaping how many residents navigate the rising day-to-day violence in the city –which is currently the subject of a controversial military security intervention. Duarte updates the groups if he comes across a violent episode. “I send out information when I see or hear something,” he says.

Duarte’s daily decisions are based mainly on the mobile app Onde Tem Tiroteio (OTT, or Where the Shootouts Are), which sends out alerts for incidents across Rio de Janeiro state. Set up in 2016 by four friends, OTT tracks gun and gang violence based on residen ts’ reports. It has grown fast.OTT eschews official statistics. Instead, it crowdsources data on shootings and arrast?es (organised gang looting) and checks these anonymous reports with a core WhatsApp network of 2,000 people who OTT considers reliable. Only 10% of the original crowdsourced reports reach the public. “We don’t want to spawn unnecessary chaos,” says Coli.

The Fogo Cruzado (Crossfire) app, set up by Amnesty International and now managed by the Update Institute, is similar. “These [incidents] were happening already,” says Crossfire co-founder and journalist Cecília Olliveira, who designed the app after failing to find statistics on stray bullets for a story. “The difference is that we count them now. I’m quite sure they are still underreported.”

Robert Muggah, research director of the Igarapé Institute thinktank, says Fogo Cruzado and OTT fill knowledge gaps and redirect the discussion of crime away from distant trends and toward its immediate impacts. Igarapé’s own app, CrimeRadar, uses artificial intelligence to analyse 14m official crime reports from the past five years and predict crime patterns across the city.

Rio’s military police would rather residents consulted their official Twitter, Instagram, Facebook and YouTube accounts. “There is a lot of misinformation circulating on the internet,” says its press office.
