Jinshan is located southwest of People’s Square, Shanghai’s city center. The district covers 586 square kilometers and is one of Shanghai’s outermost districts. It is bordered to the north by Songjiang district, to the east by Fengxian district, to the south by Hangzhou Bay, and to the west by Zhejiang province. It has a population of 732,000 residents, according to 2010 census figures, the lowest population among all suburban districts (excluding Chongming County). The area’s history stretches back nearly 6,000 years, when it was home to the Liangzhu culture. It became known as Jinshan County in 1726, a designation it retained until 1997, when it was formally changed to Jinshan district. Its name means “Golden Mountain.” Jinshan has a rich cultural heritage, including folk painting, a unique form of black pottery, five historic Buddhist temples, and is also known for several agricultural products. Though agriculture remains a large part of the area’s economy, including the development of a 48 square kilometer Modern Agricultural Zone, it has been joined in recent years by a booming chemical manufacturing industry. Shanghai Petrochemical Company, a subsidiary of Sinopec and one of China’s largest petrochemical producers, was established in Jinshan in 1971. Since then, it has become a national petrochemical base, home to several district-level industrial parks, including Jinshan Industrial Park.

Other key industries in Jinshan include textiles, garments, automobile parts and, machinery manufacturing. The government is currently encouraging further development in the new energy, advanced industrial materials, printing, pharmaceutical, high-tech machinery, and food processing industries. Major investors in the district include BP, Baxter, and domestic garment company Shanghai Yihua. In 2011, Jinshan’s gross domestic product grew 16.9 percent to RMB 42.5 billion, and the district attracted US$310 million in contracted foreign direct investment.

Jinshan is Shanghai’s most southwestern suburban district and a gateway to neighboring Zhejiang province. The district’s rural character and rich cultural heritage, dating back thousands of years, have recently been joined by a booming petrochemical industry, and plans to develop the area as a satellite town of Shanghai.

Future planning for Jinshan focuses on four areas: Jinshan Industrial Park, the Modern Agricultural Zone, Jinshan New Town, and the Hangzhou Bay coastline. Jinshan New Town, one of Shanghai’s seven satellite cities, is the area’s political and commercial center. Government forecasts call for the development of 1.5 million square meters of commercial space in this 33 square kilometer area by 2020, with 500,000 square meters of commercial, retail, and hotel space in the central business district. Jinshan’s 12th Five Year Plan (2011 to 2015) set a 15 percent annual growth rate target for retail sales volume in this area. In 2010, the Bailian Group opened the 85,000 square meter Bailian Jinshan Shopping Mall here. Jinshan’s coastline is developing into a center of tourism and leisure facilities, including a marina, ferries to three outlying islands, and a manmade beach. The area’s development has been challenged by a lack of transportation facilities, though this is set to change. Plans call for Metro Line 22, the city’s first high-speed metro line, to cross the district. The above ground line would link Jinshan New Town to Xuhui district’s South Railway Station, via Minhang and Songjiang districts, and reduce travel time to downtown areas to just 30 minutes. The line will have local and express trains, traveling at up to five times the speed of regular metro trains.
