考查考生的英语基础知识和运用语言的能力。
其中，着重语言运用能力的考核。

一、命题双向细目表简介 命题双向细目表是一种考查目标（能力）和考查内容之间的列联表。
双向细目表的制作应该和《考试大纲》或《考试大纲的说明》要求的考查目标（能力）和考查内容具有一致性。
一般地，表的纵向列出的各项是要考查的内容即知识点（模块），横向列出的各项是要考查的能力，或说是在认知行为上要达到的水平，在知识与能力共同确定的方格内是考题的题型、题号和所占分数。
因此，这种命题双向细目表具有三个要素：考查目标、考查内容以及考查目标与考查内容的比例。
表中所列的各种能力水平的依据，最早是美国教育学家布鲁姆关于教学认知目标所分为由浅到深的六个层次，即识记、理解、应用、分析、综合和评价，前一类是后一类的基础，后一种类别包括了前一种类别。
目前，高中全国普通高考各个学科在《考试大纲》或《考试大纲的说明》中都有不尽相同的阐释。
二、命题双向细目表的作用
1.规范命题行为，增强计划性，减少盲目性，避免出现繁难偏旧或超纲的题目。
2.不会超出命题范围。
