我们将以中国远洋海运集团有限公司作为案例分析,首先分析了国际物流业的整体发展趋势,然后就中远海运集团给出了简单的介绍,然后运用到PEST,SWOT分析工具对中远集团内外部环境进行了简单分析,最后对集团的未来可持续发展对策给出了可行性方案。

由于中远是在全球围进行信息的整合,面对复杂而繁多的信息,必须加以筛选、加工和处理;同时着对于企业的风险处理的相关技术要求高,一旦信息无法及时协调将给企业带来不可估量的损失,但我们发现,中远在信息风险防管理方面缺少应急预案,对于应急事件,没有给出具体的风险处理体系制度,可能为日后风险的处理埋下伏笔。
3存在管理的集中与分散,精细化欠缺。
1998年9月,中远集团成立中远物流工作组,决定由中远集运带头,统一指挥和协调中远物流业务,为具体开展“门到门”服务提供决策支持。
2000年9月,中远集团在运输部增设了物流处,并明确物流处统一归口管理中远集团物流工作,全面规划、推进、协调中远物流业务。
同时,中远集团要求集团海外区域公司根据各自具体情况及业务发展现状,建立相应的物流业务部门,共同开拓和推进中远物流业务。
中远这种集中和分散的管理模式,在具体操作过程中缺乏精细化。
物流工作组只能提供战略及战术上的定位支持,而对于生产的第一线的作业无法很好的监测和控制,这务必影响战略、战术的执行,为企业带来损失。
4成本与利益考核欠缺,国企通病,跑冒滴漏严重。
中远作为中国物流行业的国有老大,系统庞大,存在着体制机制不先进等问题,中远必须立足现状,不断在管理创新、服务创新、科技创新等一系列的体制机制进行创新改革,顺应时代发展潮流。
5中远可持续发展面临的最大风险或挑战应该是如何建立一个不随市场剧烈波动而大幅波动,而是实现稳定、可持续发展的经营模式的问题。
也就是说,中远应该着力于建立这样一种经营模式,在市场好的情况下,中远能比竞争对手更赚钱,在市场不好的情况下,中远能比竞争对手少亏钱或不亏钱;在市场剧烈波动的情况下,中远的经营效益能比竞争对手更为稳定,而不是大起大落。
6控制成本,提升规模经济水平、信息技术建设水平成为核心竞争力,相对竞争对手,中远物流经济规模水平和信息技术建设水平与劣势水平,成本优势的提高是规模经济水平的关键,单靠严格的成本控制是无法实现成本优势的,应该着眼于整体价值链的成本最低化,通过成本结构调整来实现成本优势。
在整个物流网络规则设计中,注定网络系统可持续发展的需求,合理配置资源,提高物流系统的正北现代化水平,通过利用信息网络技术对物流各环节进行实时跟踪、有效控制与全程管理,发挥物流系统网络的整合力量,以实现供应链物流成本最小化、增值最大化和家柔性与控制能力。
7完善营销系统组织结构,分析物流企业的特点,规划营销策略手段,提高企业市场营销能力。
目前中远物流的市场战略定位于大型制造企业,分销商、批发商,采取以大客户为中心的项目物流营销观念,通过与大客户保持战略性合作关系,不断提高客户品牌忠诚度和高附加值创新服务,“做大、做强”项目物流,以实现规模化经营。
但营销结构和营销技术手段要不断改进,以适应变化的市场和客户需求8提高信息技术水平,促进企业实施全面风险管理,提高风险控制能力,保持企业稳定可持续发展风险会给企业造成巨大的损失,如不能积极应对市场风险、经营风险、管理风险,而因出现重大失误,导致财务风险,使企业经营受到了重创,甚至是盈利能力下降。
风险控制是一项非常复杂的工程,往往企业采取的风险控制措施成为滞后性行为,风险成为损失后才采取行动。
因此必须提高风险控制的技术水平,以支持风险预警等控制系统对风险的有效控制和管理机会(opportunity)加快企业进入国际国资本市场的步伐,既为企业发展提供了源源不断的发展资金,又促进企业“转机建制”,为成功建立稳定、可持续发展的经营模式奠定坚实的资金和体制机制基础。
2020年全面建设小康社会宏伟目标的提出,决定了中国航运、物流及相关业需求的增长速度和规模,并在未来很长一段时间为包括中远在的中国航运物流企业提供持续发展的动力。
21世纪前30年,世界经济贸易将有望保持基本平稳持续增长,这将会为全球围航运、物流及相关产业发展提供稳定并不断扩大的市场空间。
国际上可持续发展观不断深化,企业社会责任运动方兴未艾,企业公民和低碳时代已经来临;我国政府也提出要树立和落实科学发展观、构建社会主义和谐社会、建设和谐企业。
这对于建设和谐中远、打造百年中远必然提供良好的舆论环境和持久的发展动力。
巨大的潜在市场需求。
从市场需求看,我国目前是全球最富有经济活力的国家之一,是全球最大的消费市场,许多跨国企业正在将更多的业务转向中国,并通过外包物流来降低供应链成本,如在、、、、、、等中心城市,IBM、联想、三星等众多跨国企业已经进入了我国第三方物流服务市场。
此外,由于2008年奥运会将在举行,预计其物流市场的需求将超过400亿元人民币。
这无疑会给我国物流业带来巨大的机遇和丰厚的利润。
政府的重视。
2001年3月,国家经贸委、铁道部等七个部门联合印发了《关于加快我国现代物流发展的若干意见》;在国家计委、国家经贸委最新发布的《当前国家重点鼓励发展的产业、产品和技术目录》中,也已把发展物流配送中心列为重点鼓励发展的容;全国物流标准化委员会2003年9月在正式成立后开始全面推进物流标准化工作;科技部已把“电子商务与现代物流示工程”列为“十五”科技重点之一。
截止目前,全国已有20多个省市的30多个中心城市正在制定或已出台了各省市的物流发展规划,各级政府的重视为我国第三方物流企业的发展创造了良好的宏观环境。
入世后的机遇。
入世后,国市场的逐步开放,我国企业在降低成本和提升核心竞争力的压力下,将加大对物流外包的需求;国外物流公司的涌入,也将激发本土企业借鉴和学习先进的经营理念,寻求新的发展空间。
威胁(threat)中远外部面临的更具不确定性、变化性和竞争性的环境,包括世界经济发展的不确定性和全球贸易结构的失衡,如2008年以来爆发的严重的全球金融和经济危机;航运物流业市场发展的周期性,如2008年下半年以来国际航运市场的深度下跌;国际国资本、金融市场,以及资源、能源特别是石油价格的剧烈波动;非传统安全及低碳经济时代来临,安全、环保成本上升;此外,当今领先跨国公司正在推进的向全球公司的系统和战略转型,跨国公司之间的竞争从过去主要是硬件竞争同时上升到软件竞争等,如应对不当,都将对中远的可持续发展带来重大风险和挑战。
来自国外物流企业的挑战。
入世后,国外物流企业纷纷看好我国物流市场,不仅已有部分世界知名的第三方物流企业先期进入了我国市场,更多的国外第三方物流企业也将陆续进军我国物流市场。
我国的物流企业面临着国外物流企业的巨大挑战。
第四方物流企业初现端倪。
当人们在对第三方物流的理解上还懵懵懂懂的时候,第四方物流已经迫不及待地跃出水面,成为物流产业又一关注的焦点。
第四方物流的出现势必在经营理念上带给第三方物流企业一定的冲击,是保持企业现有的管理模式不变,还是寻求新的体制创新,或者是在两者间寻求协调发展,将是企业管理者们亟待思考的问题。
