在这样正式的文体中有许多具有中国文化特色的隐喻性表达恰如其分地运用于行文中，由于中西文化差异，基于何种翻译理论，采用何种翻译策略与方法翻译这些隐喻，对于译者来说是需要仔细斟酌考虑的。
一、应用翻译功能论和其翻译策略应用翻译是一种以传递信息为主要目的、又注重信息传递效果的实用型翻译，其核心就是功能翻译理论。
功能翻译理论强调翻译是一种涉及委托人、译者、接受者多方专业人士集体参与的整体复杂行为。
因此，它要求译者应根据委托人的翻译要求和翻译活动的目的，结合文本的交际功能和译文读者的期盼，来决定源语文本信息的选择、翻译策略的运用以及译文的表现形式，顺利完成翻译跨文化活动的文化转换和交际目的。
大部分的应用翻译活动都带有明确而特定的目的，而且整个流程一直是一个多方参与的整体行为。
因此，功能翻译理论不仅在宏观策略上为应用翻译指明方向，还为译者顺利实施不同文本的翻译策略提供可行性途径。
在翻译策略上，功能翻译理论主张从文本功能出发，注重源语文本的分析与解读。
纽马克认为：“‘语义翻译用于‘表达型文本，‘交际翻译法用于‘信息型和‘呼唤型文本”。
前者要求译文接近原文的形式，在结构和词序安排上力求接近原文，后者则注重接受者的理解和反应，即信息傳递的效果，分别体现出两种不同的翻译策略——异化与归化。
但是，纽马克也指出，很少有文章是只有一种功能的，大部分文章是以一种功能为主，兼有其他两种。
因此，对于功能不同的文本要采用不同的翻译策略和方法，要善于灵活处理。

近几年的《政府工作报告》的英译本每年都有变化，当笔者试着翻译时，发现较难把握的还是中国特色用语翻译，因此结合《政府工作报告》和翻译实践，本文试图从这个层面进行简单的分析。
我国时政资深权威程镇球先生认为，对于政治文本的翻译，“首先，要紧扣原文，不得任意增删”，“紧扣原文，甚至一些小零件也不能放过”。
因为“政治文章用词严格”，“要仔细衡量用词的政治含义和影响”。
对于《政府工作报告》中的中国特色用语来说，既是翻译的重点也是难点，我们必须要在准确理解原本的基础上尽量保持原文的特色。
此外，当一种正确的说法得到人们的充分认可并广泛流传开来时，我们就要开始把重点放在这些词汇的积累上。
以下将通过两个例子来帮助理解：例1：我们严格落实党中央八项规定精神，持之以恒纠正“四风”。
