管理就是在正式组织起来的集体中通过人、由人来完 成工作任务，是一种在组织起来的集体中创造环境、 使人们作为个人履行职责、同时为实现共同的集体目 标而相互合作的技巧，是消除各种障碍的技巧，是在 有效地实现目标时最大程度地提高效率的技巧。
管理的范围应该反映实践者的活动范围。
