解读《关于深入推进重点行业清洁生产审核工作的通知》郭亚静,周长波,党春阁,方 刚,韩桂梅(中国环境科学研究院,北京 100012)[摘要] 2020年10月16日,生态环境部和国家发改委联合发布了《关于深入推进重点行业清洁生产审核工作的通知》(环办科财〔2020〕27号)(《通知》),以进一步加强清洁生产审核在重点行业节能减排和升级改造中的支撑作用,促进形成绿色发展方式,推动经济高质量发展。
本文在分析《通知》出台的背景和意义的基础上,对清洁生产审核工作的顶层设计、模式创新、奖惩措施等方面进行梳理和解读,助力各地方深入理解《通知》精神,推动各项任务有效落实。

This paper analyzes the background ,significance and main contents of the document ,summarizes and interprets the document from the respects of top -level design ,mode innovation ,encouragement and punishment measure ,and so on ,so as to help the relevant authorities to deeply understand the spirit of the document and implement the requirements of various tasks.Key words :cleaner production audit ;pollution control ;key industry ;industry green development清洁生产审核作为工业污染防治的重要手段,有效推动了污染防治从末端治理向全过程控制转变,是落实绿色发展方式的有效途径。

所以企业要实现可持续发展必须重视财务风险管理。
畜牧业与其他行业不同,企业在发展过程中面临着市场风险和自然风险双重因素的影响,因此应建立一套适合畜牧业企业的财务风险防范体系,对整个农业市场经济的可持续发展有着重要的意义。
本文从财务风险的相关理论着手分析,并采用案例分析法和定量定性分析法,对牧原股份2015年-2018年的财务数据进行分析、识别该公司财务风险并提出相对应的防范措施。
本文分别从筹资风险、投资风险、经营风险、收益分配四方面方面深入分析了牧原股份所面临的一些财务风险,就筹资风险的问题提出转变单一筹资结构、提高盈利能力等措施;就投资风险的问题提出加大创新力度、多元化投资分摊风险等措施;就经营风险中的存货管理风险问题提出建立健全存货管理体系、制定合理的采购计划等措施;就收益分配风险提出建立合理的收益分配方式的措施。
最后都得出结论,对研究进行总结性概括,希望本文对农业上市公司的发展有一定的借鉴意义。

But most companies have weak risk awareness. Different from other industries, animal husbandry faces the dual factors of market risk and natural risk in the development process. Therefore, a financial risk prevention system suitable for animal husbandry enterprises should be established, which is of great significance to the sustainable development of the entire agricultural marketeconomy.Based on the relevant financial risk theory, And using case analysis and quantitative qualitative analysis, Analyze the financial data of the company's 2015-2018, identify the company's financial risks and propose corresponding preventive measures. This paper analyzes some financial risks faced by MuYuan shares from four aspects: financing risk, investment risk, business risk and income distribution.On the issue of financing risk, it proposes measures such as changing the single fund-raising structure and improving profitability; putting forward measures such as increasing innovation and diversifying investment-sharing risks on investment risks; and establishing and improving inventory management on inventory management risks in operational risks Measures such as the establishment of a reasonable procurement plan.
