重庆市人民政府2015年3月11日重庆市人民政府2015年度制定地方性法规草案和政府规章计划根据国务院的总体要求和市委、市人大常委会的部署安排，制定本计划。

一、指导思想以邓小平理论、“三个代表”重要思想和科学发展观为指导，认真贯彻党的十八届四中全会和市委四届五次、六次全会精神，紧紧围绕“科学发展、富民兴渝”总任务和实施五大功能区域发展战略，突出全面深化改革、五大功能区域发展、依法治市、大都市建设管理、保障和改善民生、生态文明建设等重点，按照“急需先立、质量第一、成熟优先、立改废相结合”原则，深入调查研究，严格立法程序，改进立法方法，提高立法质量，切实做到依法科学民主立法，为推进全面深化改革、实现全市经济平稳健康发展和社会和谐稳定提供坚实的制度支撑和良好的法治保障。

二、项目安排列入本年度立法计划项目共97件，包括地方性法规草案50件、政府规章47件。

在地方性法规草案项目中，审议项目5件、预备项目16件、调研项目29件；在政府规章项目中，审议项目12件、预备项目16件、调研项目19件。

三、工作要求（一）加强组织领导。

市政府各部门要认真贯彻上级有关立法工作的指示、要求，切实加强立法工作的组织领导。

审议项目原则上必须在2015年年内完成，不能按时完成的要向市政府提交书面报告；预备项目要积极推进，比较成熟并符合法定程序规定的可在2015年年内提请市政府常务会议审议；调研项目要加强调查研究，开展分析论证，研究制度建设措施。
