外贸顺差说白了就是咱与外国人做生意赚了钱了。赚钱当然是好事，况且又是你情我愿，
童叟无欺的公平买卖。被赚了钱的，自然心有不甘，于是天天念叨着也是人之常情。但谁让
咱的东西价廉物美，别人欲罢不能呢。回头来看赚了钱的我们，却好像成了千夫指，而终日
惴惴不安起来。
惴惴不安没有必要。要来的总要来，挡也挡不住。因为历史证明贸易顺差快速增加是一
国经济快速发展中的必然现象。因为随着本国工业化水平的不断提高，出口能力明显增强，
出口规模不断扩大，同时国内生产对进口的替代效应越来越强，对外贸易一般会由贸易逆差
转为贸易顺差，并且保持较大规模。
贸易顺差近年来迅速增长的原因
一是经济全球化为这一结果提供了基本条件。
在全球化的推动下，当今各国的经济比
以往联系得更加紧密，商品和服务越来越更自由地在国与国之间流动，这必然为推动刚刚加
入世贸体系的我国贸易的快速增长提供了可能和条件。
二是我们的供给能力比较强。近三十年来的快速增长，国内投资的较快增长，以及国
际分工带来的外国直接投资的快速增长，我国的生产能力已经是大大增强，而且形成了较强
的产业链，更重要的是，形成这一生产能力的，正是国际上短缺的或者是不愿意经营的加工
贸易，目前占我国出口比重已达60%，就足以说明这一点。
三是国际市场对中国生产的商品需求比较大。受整体经济发展水平的限制，劳动密集
型仍是我国目前生产的基本特征，而与我国贸易量最大的欧盟、美国、日本等都是以技术含
量较高的经济结构为特征，与我国经济有着较强的互补性，同时这三个地区和国家经济总量
占世界大约75%左右，自然决定了国际市场对我国生产的商品和服务需求也比较大。
四是我国生产成本比较低，决定了我国产品在国际市场上有较强的竞争力。根据国际组
织数据测算，目前我国制造业劳动力成本仅相当于发达国家的20%-30%，亚洲四小龙的
50%-60%，亚洲四小虎的50%左右。
另外，还有一个很重要的因素，近几年来世界经济增长比较快，由于经济增长比较快，
相应来说盘子就比较大，本来贸易顺差可能没有这么多，但是由于世界经济总量很大，相应
也放大了贸易顺差的量。 受国内外各种因素的综合作用影响，未来中国保持贸易顺差的可
能性还是比较大。
中国近年来持续的贸易顺差有利还是有弊?
过高的顺差说明我国的外汇资金没有得到充分利用，最好的状态就是国际收支
平衡而非顺差或逆差。
大家知道，现金是要拿来投资才会有收益的，放在兜里是不会有
任何效益的，更何况在全球温和的通货膨胀环境下，恐怕还会贬值。
高额顺差反映出我国内需不足。
中国人现在还是喜欢把钱放进银行图个安稳，而现今
在金融开始开放了，银行激烈的竞争及外资银行的进入，存银行已经不安稳了，而中国的投
资渠道有限，衍生工具发展不足，而且消费也不够。
最后也是现在最热点的，持续过高的顺差导致RMB有升值压力。
而现阶段，我人
民币升值压力很大，国内产业结构还停滞在一些没有很高科技含量的基础的原材料出口及其
加工，高科技的技术密集产业完全没有什么优势，如果一旦放开升值，将会对我国本来就弱
不禁风的工业造成巨大打击。日本在广场协议前工业发展及高科技发展已具一定规模，后被
迫升值致使其经济这近十年一直疲软不振，可见RMB升值还需谨慎。
大量贸易顺差的存在，不仅使我国与主要贸易伙伴之间的贸易摩擦不断加大，出
口企业遭遇国际贸易壁垒的风险增大，同时也使我国在外汇政策上面临更大的国际压力。
目前，贸易顺差过大已经成为我国国内经济运行和对外经济关系中的一个焦点问题。积极借
鉴国际成功经验，采取扩大内需、扩大进口、推动加工贸易转型升级、提升利用外资质量、
实施走出去战略等措施，实现进出口的基本平衡是我们面临的一个重要课题。
两个国家之间如果存在贸易顺差或逆差，必须满足一个条件，就是他们必须使用不同的货币，
同时，这两个国家不能把彼此的货币当成外汇。两个国家质检，如果使用相同的货币，他们
是不会有贸易顺差或逆差的，比如德国和美国，他们之间不会有贸易顺差或逆差，因为欧元
可以是美国的外汇，美元可以是德国的外汇。
贸易顺差是不是好事，如果能够赚外国人的钱，贸易顺差是越多越好，如果不能赚外国人的
钱，貌似顺差是越没有越好。但是人民币不是其他国家的外汇，在这种情况，中国面临选择，
在目前内外情况下，放开中国的金融市场，对中国是弊大于利。
中美巨额贸易顺差是对华劳动者的巨额剥削，
中国的便宜商品进入国外，薪水低于劳动力价值的报酬，生产者全世界最为廉价的商品，支
撑着一个庞大的消费人群。这等于说，中国农民工用自己的血汗补贴全世界市场。
