中华人民共和国海事局关于海船船员培训考试和发证工作有关事项的通知正文:----------------------------------------------------------------------------------------------------------------------------------------------------中华人民共和国海事局关于海船船员培训考试和发证工作有关事项的通知(海船员〔2013〕266号)各有关单位:为全面履行经修正的《1978年海员培训、发证和值班标准国际公约》(以下简称STCW公约马尼拉修正案),实现《中华人民共和国海船船员适任考试、评估和发证规则》(交通运输部2004年第6号令,以下简称“04规则”)向《中华人民共和国海船船员适任考试和发证规则》(交通运输部2011年第12号令,以下简称“11规则”)顺利过渡,以及“11规则”相关配套法规的有效实施,进一步做好海船船员培训、考试和发证管理工作,现将有关事项通知如下:一、“11规则”配套规定新增要求(一)为保证平稳过渡,在海船船员适任证书管理分工授权统一筹划调整之前,“04规则”中乙类船长和高级船员适任证书由具有无限航区证书签发权限的海事机构按规定进行管理。
乙类船长和高级船员适任证书管理机关发生变化,需要转移档案的,由直属海事机构双方本着高效便利的原则进行协商和移交。
(二)船员可在居住地、单位所在地、证书所在地参加过渡期适任培训和考核、合格证补差培训和考核。
航运公司、海员外派机构、船员服务机构可组织签订劳动合同或服务协议的船员在适当地点参加过渡期适任培训和考核、合格证补差培训和考核。
(三)船员在海船船员管理系统中的信息数据经过信息采集确认的,在申请船员业务时可免于提交系统中已有数据的相关材料。
(四)在2016年12月31日前年满65周岁的船员,免除过渡期适任培训和合格证补差培训要求。

现将有关事项通知如下:一、新旧版适任评估规范的过渡期截止日为2013年6月30日,在过渡期内,各船员教育培训机构应按照《关于做好STCW公约马尼拉修正案履约准备工作有关事项的通知》的要求,结合本机构的条件,对在校学生选择《12适任考试大纲》或旧版适任考试大纲进行适任培训和申请考试;各海事机构依据申请开展相应的适任评估工作,但按照旧版适任评估规范申请初次评估的截止日期为2013年2月1日,补评估的截止日期为2013年6月30日。
考虑按旧合格证培训、考试和发证办法参加合格证培训船员的补评估需要,新旧版合格证评估规范的过渡期截止日为2012年12月31日。
对在2012年9月1日后参加培训的海船管理级船员(船长、大副、轮机长和大管轮),各级海事机构要严格按照《12适任评估规范》的要求开展适任评估工作。
