上海财经大学留学生住宿管理规定(试行)

上海财经大学留学生住宿管理规定（2012年9月修订）一、总则1、为规范留学生住宿管理，创造和谐安全、整洁舒适的学习和生活环境，特制定本规定。

2、持普通护照并在我校注册的正式在籍学生，可以入住我校留学生宿舍。

住宿时间不得超过学习时间、外国人居留证的有效时间。

3、上海财经大学留学生宿舍由后勤管理处负责入住安排，由大学生生活园区管理委员会负责学生管理，由相应的物业管理单位（中山北一路校区由上海生乐物业管理有限公司，国定路校区由上海绿叶教育服务有限公司）提供日常物业服务。

4、留学生入住留学生公寓，须承认并严格遵守本规定，并按照相关程序办理住宿手续，服从管理，配合学校工作。

二、房间安排（一）预定5、申请校内住宿的留学生按照《上海财经大学入学须知》所告知的网上预定时间，在规定期限内上网预定住房。

6、在预定期限内，因房源不足未能成功预定的学生，学校将不保证提供留学生宿舍。

学生可在入学后登记预约，进入候补排队名单。

7、学生选定的房间因发生特殊情况不能入住，学校可为其调剂宿舍。

8、每年将视房源情况，于春秋两季（寒暑假期间），各对自费生（新生、校外居住的老生）开放一次网上订房。

网址为：（二）入住9、入住留学生公寓，凭《上海财经大学录取通知书》和本人护照到服务台办理住宿手续，并交纳押金800元，预充电费100元，领取钥匙和遥控器。

未经允许，不得私自调换房间。

10、凡入住的留学生，须认真填写《外国人住宿登记表》，并在签证有效期之前到上海市公安局外国人管理出入境管理处（浦东民生路1500号）办理相关手续。

11、公费生、交流生入住留学生宿舍的，须服从学校对宿舍的统一安排。

12、预定宿舍的留学生应在本人设定的入住日期日到校住宿。

在学校规定的入住日期前到达的学生，学校不保证安排入住。

13、已成功预定宿舍的学生，如超过本人设定入住日期三天未能入住，或放弃校内住宿的，须在开学时到服务台支付800元人民币违约金。

逾时未办理入住手续，也未缴纳违约金的学生，将记入系统“黑名单”，取消其再次网上订房的资格。

14、留学生入住时，须签订《上海财经大学留学生公寓住宿协议》，并仔细阅读协议后面的《家具、物品赔偿价目表》，认真核对房间内的家具和物品，如有缺损，须及时通知服务台。

办理退宿时，总台将以此为据清点家具物品。

15、留学生住宿最长期限为三个月，若住宿期满三个月仍要续住，须到服务台办理续住申请。

（三）调房16、留学生入住后原则上不予调换房间。

17、凡属自然空缺的床位，统一由宿舍管理人员安排并房，学生应服从调宿结果。

（四）退房18、毕业生及应离校者，应在学习结束后一周内搬离公寓，逾期学校有权处理室内遗留物品。

19、退房手续在星期一至星期五期间办理，退房学生应提前三天通知服务台，到相关的物业管理单位凭押金单办理退房结算手续。

退宿前应搬走所有个人物品，并确保房间整洁。

退房检查时房间物品如有损坏，按宿舍物品价目表赔偿，或在押金中扣除。

20、退房后或学校取消住宿资格后，勿将私人物品滞留在寝室内，否则视为无主物品，学校有权处理。

遇到特殊情况不能按时退房者，应及时与公寓取得联系。

到合同规定的居住截止日期未退房且未与公寓取得联系者，公寓将为其保留房间3天；3天后仍未退房且未与公寓取得联系者，其房内物品将交相关学院处理。

三、住宿收费21、本校国定路留学生宿舍的房费为50元/床*天（不含水电费）。

中山北一路校区留学生宿舍的房费如下（不含水电费）：22、办理住宿手续时，一次性支付800元押金和90天房费，并请妥善保管好押金单。

23、入住起两周内，学生办理退房，住宿费按实际居住天数结算；两周后学生因个人原因提前退房，住宿费不予退还（除生病、退学、入伍等特殊情况）。

24、拖欠住宿费者，除按每天3‰标准缴滞纳金外，学校有权取消其住宿资格。

四、住宿规定25、不得利用寝室从事违反我国法律法规和校规的活动，所住寝室不能私自转让、转租或留宿他人。

爱护公物，正确使用房间内及公用部位的各类设施、家具，保管好各类遥控器，发现设备设施运行不正常，及时到服务台报修。

不得人为污染、损坏、私自拆卸、改装宿舍内设施设备。

如有人为损坏或遗失，由使用的同学按照实际价格赔偿；如损坏物品无人认可,则由寝室内同学共同分担；公共部位的设施设备，不得随意挪动。

26、寝室内统一配备有电视机、空调、电话、热水器、小冰箱等。

除产品合格、性能安全的台灯、收放机、充电器、电脑、电吹风个人可自备外，如需使用其它未列明电器的，应向管理部门书面申请，经同意后方可使用。

禁止改变室内墙壁颜色，禁止使用自备的大功率电器，禁止私拉电线、卫星天线、有线电视线，如有发现，将追究使用者的责任。

27、遵守防火规定，严防火灾。

严禁私自拆取配电箱、消防器材等。

室内禁止存放易燃易爆物品，不得使用明火，不得乱丢烟蒂。

违反上述规定酿成火灾者，须赔偿一切损失，严重者将由司法机关追究刑事责任。

28、保持室内外清洁，不得在走廊等公共部位堆放杂物或私人物品，不得在走廊墙壁处随意涂划、张贴，不得向窗外和公用部位吐痰、倒水、乱扔瓜皮果壳、纸屑、烟头、酒瓶等。

29、不得在楼内饲养宠物。

30、留学生宿舍入住时提供一套床上用品，其他生活用品自备，床上用品的更换自理。

宿舍区内公用场所卫生由清扫员负责清扫，宿舍内卫生由留学生自己打扫。

物业为每间宿舍提供必要的清洁工具。

31、保持宿舍安静，维持宿舍秩序，不得在宿舍内从事影响他人学习与休息的活动。

如酗酒、斗殴、赌博、大声喧哗、跳舞、高声放音等。

32、因工作需要（例如，空调、管道、消防设施等的检查和维修）要进入留学生房间，公寓会提前通过张贴通知等方式告知留学生；在通知规定的时间内，不管留学生是否在房间内，公寓工作人员都将进入房间施工。

遇到紧急情况（例如，火灾、医疗急救、抢险等），公寓工作人员可在未通知同学的情况进入其房间。

每次至少有两个以上的工作人员同时进入房间。

住宿学生应予以配合，不得拒绝，更不能私换、私装锁具。

33、必须遵守学校的作息制度和会客制度，来访人员如需进寝室，须由被访人陪同，将本人证件放在值班室或填写会客单方可入室，离开时证件发还本人或交回被会人签字的会客单。

来访客人不得在留学生寝室过夜、洗澡，必须在22：30前离开宿舍。

34、留学生需住校外，应向学院提出申请，并提前三天到服务台登记。

未经批准，擅自离宿，住宿校外者，由学生本人承担相关责任。

35、违反上述规定，将视违规情节轻重，给予警告并通报处分。

严重违规者，将被取消住宿资格，所付房费不予退还。

五、宿舍水电使用说明36、宿舍内请节约用水用电。

离开房间时，应主动关闭大功率电器。

留学生宿舍楼使用智能供电系统，先买电，后使用。

每套寝室设一个用电账户，电费充值须使用校园卡。

37、预售电账户内余数较低时，系统将自动短信断电提醒，接到提醒后须及时到服务台进行充值。

账户内金额用完后，房间将自动断电。

38、用电账户内余额将在办理完退房手续后全额退还。

六、附则：39、学校有重要事件与活动都会提前发布通告，请随时关注宿舍楼公告栏及网站/student40、本规定（试行）解释权归大学生生活园区管理委员会。

生活园区管理委员会日常事务办公室设在后勤管理处。

41、本规定（试行），我们将根据在实际执行情况加以修订。

Regulation for Foreign Students’ Accommodation in SUFE（Revised September 2012）●General1、This regulation is drafted to regulate the management of foreign students’ accommodation,creating a harmonious, safe, tide and comfortable environment for learning and living.2、The students with ordinary passports, who have registered in SUFE, can apply for foreignstudents’ dormitory. The length of stay is restricted to the length of learning or the active time of "Residence Permit for Foreigners".3、The foreign students’ dormitory of SUFE is arranged by Management & Logistics Sectionand managed by Management Committee of the living parks. The Administration Section of dormitory property management provides the daily property management. The service of the daily property management by the corresponding property management unit, that is to say, The North Zhongshan No.1 Road Campus service by Shanghai Shengle Property Management Co.,Ltd, and Guoding Road Campus service by Shanghai Green Leaf Education Service Co.,Ltd.4、The foreign students living in the dormitory should accept and strictly keep to thisregulation, follow the procedure to check in, conform to the demand of management and work together with school.●Room ArrangementReservation5、Foreign Students who apply for campus dormitory should reserve rooms on internet duringthe time limit notified in SUFE Admission Requirements.6、For students who are unable to make reservations because of the lack of room during thereservation time limit, school does not guarantee the dormitory. Students can make advance registration after enrollment, and be recorded in the waiting list.7、If the dormitory students have chosen is not available for extreme cases, school will adjustthe dormitory for them.8、Depending on the source of housing, SUFE will open the Internet reservation forself-financed students (new students and old students living outside the school) in spring and autumn (during the summer and winter vacations). The address is ：Check in9、Foreign students can check in at the information desk with Offer of Admission andpassports, pay for the deposit of 800RMB, pre-pay electricity fee of 100RMB and get the keys and remote controller to live in foreign students’ dormitory. Students cannot change the room without permission.10、Foreign students who live in the dormitory should fulfill the Registration Form forForeign Residence, and go through the procedures in Government Affairs of Exit-Entry Administration Bureau of Shanghai Public Security Bureau (#1500 Minsheng Road, Pudong) before the expiration date of visa.11、Government-supported and exchange students who live in the dormitory should acceptthe school arrangement for the dormitory.12、Foreign students who have reserved the dormitory should check in before the datethey have set. School dose not guarantee the dormitory for students who arrived earlier than the check-in date school have set.13、If the students, who have successfully made reservations, check in after three days ofthe reserved date or give up the dormitory, they should pay penalty of 800RMB at information desk at the beginning of the new term. Students who do not check in on time or do not pay for the penalty will be blacklisted and disqualified from Internet reservation. 14、When checking in, foreign students should sign Accommodation Agreement forForeign Students’ Apartment of SUFE，and overlook the Price List of Compensation for Furniture and Articles on the behind of the agreement, checking the furniture and articles in the room. If there are any problems, students should report to the information desk.When the students check out, the information desk will check the furniture and articles based on the list.15、The maximum living time limit for foreign students is three months. Students whowant to stay on should apply at the information desk.Changes16、In principle foreign students are not allowed to change rooms after checking in.17、For the automatically vacant beds, the administration will arrange them all together.Student should submit to the arrangement.Checkout18、Graduates and the students who are supposed to leave school should move out thedormitory in one week after schooling. School is entitled to handle the remaining articles exceeding the time limit.19、Students should check out during working days, inform the information desk threedays in advance and close the account base on deposit slip at Administration Section for dormitory service of the corresponding property management unit. Students should move away all the personal properties before checking out, and make sure the room is tide and clean. If there is any damage to the articles, compensation should be paid or deducted from the deposit according to the price list.20、Students should not leave any personal properties in the dormitory after checking outor being disqualified from living in the dormitory; otherwise, these properties will be regarded ownerless, and school has the right to handle them. Students who cannot check out in time in special cases should contact the dormitory administration. Administration will reserve the room for three days for those who dose not contact before the deadline in the contract. The properties of those who do not check out or contact the administration will hand to their school.●Dormitory Charges21、The dormitory charge in Guoding Park is 50 RMB/day for one bed (Without water andelectricity fees).The North Zhongshan No.1 Road Campus Foreign Students D ormitory’s room charges as follows(Without water & electricity fees):22、When checking in students should pay the deposit of 800RMB, and 90 days of roomcharges throwaway and keep the deposit slip properly.23、The dormitory charge for students who check out in two weeks after checking in ispaid by the practical days. The dormitory charge for students who check out for personal reasons (except for special cases like sickness, quitting school, joining the army and so on) beforehand after two weeks will not be returned.24、Students who are delinquent in paying charges should pay penalty of 3‰per day andschool has the right to disqualify them from living in the dormitory.●Regulations25、Students should not undertake the activities that violate the Chinese laws and rules orthe school regulations in dormitory. Students should not transfer, sublet rooms or accommodate others without permission. Students should take good care of public property，make use of the furniture and facilities in the dormitory, and well-keep the different kinds of remote controllers. If there is any problem to the equipment, students can report to the information desk for repair. Students should not contaminate, damage, disassemble or repack the equipment without permission. If there is any man-made damage or lost, the compensation should paid at actual price by the students who use it; if the damaged article is not claimed, the compensation should be shared by all the roommates;equipment in public parts should not be move ad arbitrium.26、The dormitory is equipped with the TV, air-conditioner, phone, water heater, mini-barand so on. Except for the qualified and safe reading lamp, radio, charger, computer and electric hair dryer, which can be self-provided, students can use other unlisted appliances with the agreement after applying in written forms to the administration section. Students are forbidden to change the color of the inside wall, use self-provided high-power appliances, string the wire, satellite aerial and the cable line; if it appears, those who use it should be penalized.27、Students should comply with the fire-prevention regulations and avoid the fire disaster.Students are forbidden to open the jack box and extinguisher privately. Inflammable and explosive dangerous goods should not be stored in the dormitory, open flame should not be used and the cigarette ends should not be littered. Students who violate the above-mentioned regulations, leading to the fire disaster should compensate all the losses;severe violators shall be prosecuted for their criminal responsibility by judicial organs according to law.28、Students should keep tide inside and outside. Sundries and personal goods are notallowed to place in public areas like the ally. Students should not scribble or paste on the ally wall, and should not spit, pour water, litter the rubbish、paper、cigarette ends or wine bottles outside the window or to public areas.29、Pets should no be brought up in the dormitory.30、Students are provided with a reel of toilet paper and a suit of bedclothes whenchecking in. Other living goods should be self-provided and the replacement of bedclothes should be take care of by selves. There are cleaners responsible for the sanitation of the public areas, and students should take care of the indoor sanitation. Property Management provides each dormitory with necessary cleaning supplies.31、Keep quite and keep order in dormitory. Students are not supposed to take activitieswhich would influence others’ study and rest in dormitory, like excessive drinking, fighting, gambling, making noises, dancing, playing loud music and son on.32、If there is any necessity to enter students’room (for example, the examination orrepair of the air-conditioner, pipeline and fire-control facilities), administration wouldnotify students by putting up notices in advance. During the notified time, the dormitory workers would go into the room for construction no matter the students are present or not.In emergent cases, such as a fire disaster, medical or rescuer emergences, workers can enter the room without notifying the students. Each time there should be at least two workers entering the room together. Students should take coordinated action, and not refuse or even change or fix the lock without permission.33、Students should follow the routines of the day and visiting regulations set by school.Visitors should be escorted by the visited, and put the credentials in the duty room or fulfill the guest form. When leaving, the credentials and the guest form signed by the visited would be returned. Visitors should not sleep over or take bath in the dormitory, and leave before 10:30 p.m.34、Students who need to live outside should apply to the school and register at theinformation desk three days in advance. Those who live outside without permission would take responsibility by themselves.35、Students who violate the above-mentioned regulations would be warned and punisheddepending on the merits of the case. The severe violators would be disqualified from living in the dormitory and the charges would not be returned.●Directions for Using Water and Electricity.36、Save water and electricity in the dormitory. Please shut off high-power applianceswhen leave the room. Intelligent Power Supply System is used in the dormitory; students should buy electricity first and use it later. There is one electricity account in one dormitory.Later electricity charges should use the campus card.37、When the balance in the electricity account is low, the system will make warnings bymessage automatically. Students should charge the account at the information desk in time after getting the message. The power would be cut automatically once the account was running out of money.38、The balance in the account will be fully returned after checking out.●Supplementary Articles：39、School would put up notices in advance if there were any important events oractivities. Please pay close attention to the notice-board in the dormitory building and /student40、Management Committee of the living parks has the right to explain this regulation(trial implementation).
