“中原崛起”的三大标志河南省对“中原崛起”设定了未来的目标:对有近一亿人口,经济基础相对薄弱,人均水平偏低的河南来说,实现中原崛起有三个方面的内容,一是在优化结构和提高效益的基础上,确保人均生产总值到2020年比2000年翻两番以上,达到3000美元,人民物质文化生活和健康水平不断有明显提高。
二是经过近20年的努力,使河南经济整体结构发生根本性变化,基本实现工业化,二三产业增加值占生产总值的比重达到90%以上,非农劳动力占劳动力的比重达到60%以上,城镇人口占总人口的比重达到50%以上。
这对于农村人口和农业劳动力占多数的河南来说,是经济社会发展历程中的飞跃和质变,也是实现中原崛起的重要标志。
三是努力使河南的发展走在中西部地区前列,主要经济指标特别是质量效益指标走在前列。
同时中原崛起是经济、政治、文化全面发展,物质文明、政治文明、精神文明协调发展的目标,在加快经济发展的同时,还要推动经济社会全面、协调、可持续发展,促进人的全面发展。
“中原崛起”的思路历程在经济发展的指导思想上,由提出“加快发展,缩小差距”、“把人口大省建设成经济强省”,到明确“实现人均国内生产总值到2020年比2000年翻两番以上,达到3000美元,使河南省的发展走在中西部地区前列”;1在战略目标确定上,从提出“一高一低”,到强调“两个较高”;在发展战略上,经历了由实施“三大战略”(科教兴豫、开放带动、可持续发展),到“四大战略”(加上“城镇化战略”),再到“五大战略”(加上“中心城市带动战略”);在发展途径上,从提出“围绕农业上工业、办好工业促农业”,到明确“以工业化为主导,以城镇化为支撑,以推进农业现代化为基础”;在发展布局上,从提出发展大城市、中小城市、小城镇“三头并举”,到明确“建设大郑州”,培育“中原城市群经济隆起带”,“形成若干个带动力强的省内区域性中心城市和新的经济增长极”。
中原崛起“第一粮市”——郑州粮食批发市场郑州粮食批发市场是全国最大的粮食批发市场。

从表层看，她是一种地域文化，从深层看，她又不是一般的地域文化，而是中华民族传统文化的根源和主干，在中华文化发展史上占有突出地位。
最早奠基中原文化是由炎黄二帝奠定的基础，后来经历夏商周这几个王朝以后，逐渐有了文化的概念，特别是在春秋五霸时期，齐国在管仲的外交政策的引导下，连接一些国家对楚国的扩大意图进行了扼制。
这就产生齐鲁文化的大国家观。
接过来的晋文公在城濮重创了楚国的军队，于是晋国的文化也逐渐融入了中原文化之中。
所以说，中原文化最主要是这三个文化组成的：鲁国的儒家文化，齐国的国家战略文化，以及三晋政治谋略组成的。
以后，中原文化就是在以上的文化，对外文化进行批判和融合所形成的广义的中原文化。
中原文化对于历史进程的推动，对于中华文明的形成，对于民族精神的传承，对于经济社会的发展，都发挥了独特而重要的作用。
中原文化是以黄河中下游地区为中心的历史文化形态。
在中国历史上,由于这里自上古至唐宋一直是中国的政治、经济、文化中心,所谓中原文化,在某种程度上就代表着中国传统文化。
但是,就目前国内文化研究的态势及中原地区在国家政治生活中所占据的位置看,它的地域特性明显压倒了作为国家文化的特性,更宜被视为一种地域文化。
但同时必须注意的是,中原文化的地域性明显又与其他地域文化不同,它最值得重视的特点就是与中国文化形成的直接关联。
由于黄河泥沙的淤积和气候等诸多便利的自然条件,这里自上古时期就形成了发达的农业文明,在诸地域中最先跨过了“文明的门槛”。
由这种文明衍生的文化,则为后世中国的社会政治制度、文化礼仪典章提供了基本的范本。
同时,中原文化之所以在中国文化的整体格局中占据重要地位,还在于它强大的辐射力。
在中国历史上,它依托于生产方式的先进性、军事的扩张，甚至中央政权崩解导致的移民大批迁移,向四方传播。
面对恶劣的自然生存环境，中原文化在辩证和谐的理念引导下，一开始就培育出一种自强自立、开拓创新精神。

全球化与中部崛起的路径选择中原崛起战略是在经济全球化、区域经济一体化和信息经济快速发展的背景下诞生的。
中原同时也面临着政策支持、市场需求、信息化和新兴工业化等重要发展机遇。
中原要崛起，必须在积极争取国家政策和外部支持的同时，着眼于培养自主增长能力。
首先要转变其赶超战略，利用市场力量充分发现和利用其比较优势，为其中长期增长奠定良好的基础：其次要进一步深化改革，扩大开放，立足交通、资源、劳动力等要素禀赋条件，努力营造优良的投资创业环境，积极吸引FDI和沿海发达地区的资本，通过模仿和创新，加速技术前沿向发达经济的收敛。
中部崛起的战略定位与政策中原不能再单纯定位为农业、能源、原材料基地，而应定位于现代化的商品粮和高效特色农业生产基地、资源和劳动密集型制造业基地、全国重要的特色高新技术产业基地和我国未来经济持续快速发展的重要支撑点或增长极。
中原崛起的基本路径在于，以加快工业化和城市化为核心，促进产业结构调整和升级，创造就业岗位。
中原崛起的基本思路是集中精力推进工业化、历史性地加速城镇化、努力实现农业现代化。
中原地区在全国很重要，但目前发展很困难，原因之一是国家不公平的区域政策。
中原要崛起，无论是从效率的角度或从公平的角度，国家都有责任对中原进行政策援助。
包括帮助打造中原粮食核心主产区；构造中原地区现代化的综合交通运输大通道；建设全国重要的能源基地、先进的制造业基地、原材料工业基地和现代物流中心。
浅谈中原文化
浅谈中原文化一、博大精深的中原文化中原地区作为中华民族的发祥地之一，孕育了辉煌灿烂的中原文化，比如思想文化、汉字文化、饮食文化、姓氏文化等。
1、思想文化中原思想文化是中华民族思想文化的核心，也是百家思想的集大成者。
儒家大师孔子为今河南夏邑人，儒家文化的中心思想是：“孝、悌、忠、信、礼、义、廉、耻”，其核心是“仁”。
儒家思想影响中国几千年，根深蒂固，对中国文化思想始终发挥着强大深刻悠久的影响，它的根是在中原。
道家鼻祖老子，为今河南鹿邑人，他是道家的创始人，在河南灵宝函谷关写下《道德经》五千言经典，其理论学说和学术思想都是在中原的河洛地区形成。
《道德经》传于后世，对中国人影响也是极大的。
到战国时庄子继承老子的思想，并将其发扬光大，形成一个强大的学术派别，世称老庄学派或道家学派。
老庄学派与儒家思想并行，影响中国几千年。
道家学派的根在中原。
墨家学派鼻祖墨子是河南鲁山人。
墨子主张“兼爱”，维护和平，反对战争，任用贤人治理天下，节省民力，反对厚葬，身体力行，劳己仁民。
其文章中心突出，逻辑性强，对中国人民思想及学术界影响都很大。
墨子被毛泽东称为平民圣人。
墨家学派的根在中原。
法家的前期代表人物李悝、商鞅都是河南人，法家集大成人物韩非是韩国（今河南新郑）人。
上述几大著名学派，根都在中原。
在会主义建设新时期，中原地区又涌现出“红旗渠”精神，中原人民勇于挑战自然，改变自然在巍巍太行山上修成了举世闻名的人工天河——红旗渠。
中原思想文化传达着刚健有为、自强不息、中庸尚和的生活哲学，不仅隐含着“日新”的变革进取精神，而且也体现了友好共处、向往和平的精神境界，这些思想文化塑造了中华民族的基本文化形态和性格，丰富了中华民族精神宝库，并对世界文化产生了很大影响。
2、汉字文化汉字是传承和弘扬中华文化的重要载体，是中华民族的基本标识，也是中华文明的显著标志，并对朝鲜、韩国、日本等国的文字文化有着巨大而深远的影响。
连续4000多年的汉字文化史，可以说是一部中原汉字史，汉字的产生极其每一个重要发展阶段几乎都发生中原大地上。
中原文化介绍
从发掘出土的文物来看，河南省发现的龙文物 不但历史久远，而且最为正宗。濮阳蚌龙距今 6400年，是中国最早的龙形象，被考古学界誉 为“中华第一龙”；在华夏第一王都偃师二里 头遗址发现的大型绿松石龙形器，距今至少 3700年，被学者命名为“中国龙”，等等。

中原文化是以中原地区河南省的物质文化和精神文化的总称，是中华文 化的母体和主干。中原文化以河南省为核心，以广大的黄河中下游地区 为腹地，逐层向外辐射，影响延及海外。 中原地区是中华文明的摇篮，中原文化是中华文化的重要源头和核心组 成部分。中原地区在古代不仅是中国的政治经济中心，也是主流文化和 主导文化的发源地。中国历史上先后有20多个朝代定都于中原地区，河

After entering into 21st century, if we want to realize the rising of central plain, we need to do the most important thing, that is, exploit, develop and innovate our culture, make an attempt to turn our various cultural resources into powerful cultural forces, to promote the rapid and good development and to push forward the rising of central plain. So, the eighth Provincial Party of Congress clearly puts forward to stride across from the largest economic province to the most powerful province, from the largest cultural resources province to the most powerful cultural province. These two leaps are complementary and indispensible. Especially with the culturalized economy, economicalized culture and the integration of economy and culture time arrival, we only to combine these two leaps together, can we speed up the process of Central Plain’s rising. We hold “Central Plain Culture in HongKong and Trade Fair of HongKong and Henan in 2007” this time, virtually full display the charm of Central Plain culture, develop the potential of Central Plain culture, enhance the attraction of Central Plain culture and form the new force which puts forward the rising of Central Plain. So, we will adhere to the direction of advanced culture, to develop the advanced culture and harmonious culture, keep to lead the rising of Central Plain with scientific theory, to condense the rising of Central Plain with humane spirit, to support the rising of Central Plain with cultural industry, talent intelligenence and innovation culture, in order to promote the leading ability, service ability and innovation ability of Central Plain culture, to provide spiritual support ,intelligent support and inexhaustible motivation for realizing the rising of Central Plain. At present, we firstly know our real circumstance, figuring out how much “gold mine”, “silver mine”, “copper mine”, “iron mine” of culture wehave. This work, has been fully implemented now, to survey the cultural resources through the whole country. As soon as the survey be finished, we will make the plan of exploiting and utilizing the resources. From the prevent condition we have mastered, we at least have eight industries to develop well, that is media publishing, cultural exhibition, cultural tourism, Kongfu entertainment, film and television, opera performance, calligraphy writing internet innovative ideas and so on. These eight industries are given priority by our provincial party committee and provincial government. No matter what is considered from the aspect of recourses or from the aspect of potential market, they all have clearly comparative advantage and expected economic benefit. For instance, calligraphy writing, there is a village called Wang Zhuang in ShangQiu, each family can draw the tiger and earn 4 million once a year by selling the tiger picture. Most adults in Kaifeng are calligraphy interests or the members of calligraphy commit at all levels. The calligraphy writing not only has the large mass foundation, but also has the pioneer person in the country, for example, the present president of Chinese Arts and Chinese Calligraphy Community are all from Henan. Another example is Kongfu industry, Shaolin Kongfu has spread from the world, only in Deng Feng, there are more than 100000 people from home and abroad to learn Kongfu, Russsian President Putin paid a special visit to Shaolin Temple when he came to china. Chen’s Tai Chi Quan has already gone out and began to set up places for recruiting apprentice in Austrialia, America and so on, which attracts a large number of foreign people. So, the development prospect of Henan’s cultural industries could be seen from above. Therefore, I sincerely welcome HongKong entrepreneurs and knowledgeable person to have a visit to Henan, and also welcome all the people participate in exploiting the cultural industry of Henan actively. I believe as long as we work together, take effective measures, with the hardworking of intelligent people, including HongKong compatriots and the enthusiasm participants from the abroad, the central culture must be able to have the developing spring, flourish with splendid color and become the powerful force to promote central plain’s rising.。

中原文化与中原崛起解读中原文化，我们不难看出，历史上的河南之所以能够长期成为中国政治经济文化中心，成为中华崛起的高地，与根深叶茂的繁荣文化是分不开的。
当历史的车轮进入21世纪后，我们要实现中原崛起，很重要的一个方面，就是要开发我们的文化，发展我们的文化，创新我们的文化，要把我们丰富的文化资源变为强大的文化力量，促进又好又快发展，推动中原崛起。
所以省八次党代会明确提出要实现经济大省向经济强省跨越、文化资源大省向文化强省跨越。
这两个跨越相辅相成、缺一不可。
特别是随着经济文化化、文化经济化、经济文化一体化时代的到来，我们只有把这两大跨越有机结合起来，才能加快中原崛起的进程。
The culture and rise of central plainsInterpreting the culture of Central Plains, we can see clearly that the reason that Henan could be the political,economic and cultural center for a long time in history and become the highland in the rise of China is inseparable with its well-established and prosperous culture. When the history wheeled into 21st century,one important way to realize the rise of Central Plains is to exploit,develop and innovate our culture, to transform our abundant cultural resource into the strong cultural force, thus promote sound and fast development and the Central Plains rising. Therefore,in the 8th CPC Provincial Congress,the aim is specifically pointed out to realize the transition from a large economic province to a strong economic province,from a large culture resource province to a strong culture province, which complement each other. Especially, with the coming of the time of culture-oriented economy, economy-oriented culture and the economy-culture integration,we could accelerate the progress of central plains rising only by combining the two transition organically.这次我们举办“中原文化香港行和2007年豫港贸易洽谈会”，实际上就是要充分展示中原文化的魅力，发挥中原文化的潜力、增强中原文化的吸引力，形成推动中原崛起的新动力。
为此，我们将坚持先进文化的前进方向，大力发展先进文化与和谐文化，坚持用科学理论引领中原崛起，用人文精神凝聚中原崛起，以文化产业支撑中原崛起，以人才智力支持中原崛起，以创新文化推动中原崛起，全面提升中原文化的引领能力、服务能力和创新能力，为实现中原崛起提供强大的精神支持、智力支持和不竭动力。

这项工作，目前已经全面启动，在全省范围内展开了文化资源的普查，一俟普查结束我们就制定开发利用的规划。
从当前掌握的情况看，我们至少有以下八大产业可以很好地发展，这就是传媒出版、文博会展、文化旅游、功夫娱乐、影视动漫、戏曲演艺、书法绘画、网络创意等八大产业。
我省的这八大产业都是省委、省政府下一步将重点支持发展的产业，无论从资源禀赋看，还是市场潜力看，都具有明显的比较优势和可期的经济效益。
比如书法绘画，我们商丘市有一个王公庄村，家家户户画老虎，一年卖画四百万。
我们的开封市多数成年人都是书法爱好者或者是各级书协会员。
书法绘画在河南不仅有广泛的群众基础，而且有全国领军人物，现任的中国美协主席和中国书协主席都是我们河南人。
再如功夫产业，少林功夫影响已经波及世界，来自国内外学习武术的学员仅登封一地就有10万多人，俄罗斯总统普京访问中国时专程拜访少林寺。
陈氏太极拳也已经走出国门，开始在澳大利亚、美国等国家设馆收徒，吸引了大量国外的年轻人。
河南文化产业的发展前景由此可见一斑。
At the present stage,we should firstly have a clear understanding of our culture resources,finding out how much cultural gold mine,silver mine,copper mine and iron mine we have. This work has been fully started and a culture resources survey has been carried out throughout the whole province. As soon as the survey is finished we will formulate a development and utilization plan. According to the current condition, there are at least the following 8 industries that can be well-developed,that is media and publishing,cultural fair and exhibition, cultural tourism, Kungfu entertainment, vedio animation,opera performing, calligraph and painting, network creativity and so on. These eight industries are all the key industries that our provincial Party Committee and government will supported next step, which has obvious comparative advantage and expectable economic benefit in terms of both resource endowment and market potential. Take the calligraph and painting as example,tiger-painting is very popular in Wanggongzhuang village,Shangqiu, where the annual sales of painting is 4 million yuan. In Kaifeng,the majority of adults are calligraphy enthusiasts or members of calligraphiers association at verious levels. In Henan province,calligraph and painting not only has extensive mass foundation but also have national leader figures. Both the current president of Chinese Artists Association and the current president of Chinese Calligraphiers Association are natives of Henan. For another example, Shaolin Kungfu has influenced the whole world. Only in Dengfeng,the Kungfu students from home and abroad has been over tenthousand.Putin, president of Russian,paid a visit specially to Shaolin Temple during his visit to China. The Chen -style Tai Chi, having gone abroad, begins to set up gymnasiums and recruits students in foreign countries such as Australia and American,which attracts amounts of the young foreigners.
