Thank you for inviting me here today. It is truly an honor to be here, and I congratulate you on celebrating your 70th anniversary.

The start of a school year marks a new beginning for students. And so it’s fitting that I’m here to talk about a new beginning of my own.
新学年的开始,对学生们来说标志着一个新起点,所以也正适合我在这儿谈谈我自己的新起点。

I want to say how grateful I am for the warm welcome that my family and I have received from the Chinese people.

As you know, my ancestral home is in Taishan in Guangdong province. Since our arrival, the people of China have made my entire family feel, simply put: at home — And we are grateful.

I know that there are very high expectations for my tenure as ambassador.

I understand why: I am the first Chinese-American to hold this post. And I do have a proven record:

I will do the best I can as U.S. Ambassador.

And although there is much work ahead to strengthen and expand U.S.-China cooperation —and to manage our differences when we don’t see eye-to-eye — I begin my ambassadorship with confidence that the overall state of our relationship is strong.

One thing I do know is that the people in this room will have a lot of influence in the future of the U.S.-China relationship.

For 70 years, Beijing Foreign Studies University has been a training ground for hundreds of China’s top leaders, including my fri end and YOUR ambassador to the U.S., Zhang Yesui.

Whatever your careers, in the years ahead, you will be the international face of China, and your choices will determine the steps China takes in confronting its own —and the world’s — challenges.

Beida is actually enjoying its first day of the school year and some 35,000 students are flooding this campus and the associated campus, and it’s great to see the parents and the students here. I'm specially pleased to be traveling to Guangzhou and Guangdong province because it is the land of my ancestors. And indeed southern China is really the source of the early immigrants from China to the United States. It was the early Chinese from that part of China that worked on the transcontinental railroads in the United States, worked in the gold mines, the lumber camps, the coalmines and then became merchants throughout many of the cities. Chinese Americans have really contributed incredibly to the success and prosperity of America. And Chinese Americans now hold great positions throughout all aspects of US society as academicians, as business leaders, as political leaders and as scientists and as artists.事实上,中国南部确实是中国到美国早期移民的发源地,正是来自这个地区的中国人,曾在美国横贯大陆的铁路、金矿、木材营地和煤矿上工作,并且后来成为许多城市中的商人,华裔美国人真正为美国的成功和繁荣作出了令人难以置信的贡献。

This year marks the 60th Anniversary of the People's Republic of China. In the last few decades, hundreds of millions of Chinese have joined the global middle class as China has become a destination for capital, for ideas and for innovation.今年是中华人民共和国成立60周年。

And one of the best illustrations of this transformation is China's burgeoning trade relationship with the United States. We are one another's second-biggest trading partners. In the past 20 years, U.S. exports to China have increased by a factor of 12; while U.S. imports from China have increased almost 30-fold. Thank you very much for inviting me here today, I have to say, it’s been a long long time since I’ve been in front of such a very very large group. But it’s truly an honor to be here and I congratulate you on celebrating your 70th anniversary. You know the start of the new school year marks a new beginning for students. So it’s feeling that I’m here talking about a new beginning of my own. First say how grateful I am for the very warm welcome that my family and I have received from the people of China. As you know, my ancestral home is in Taishan, in Guangdong Province. Since I arrived, the people of China have made our entirely family feel quite simply at home. And so, for that, we are eternally grateful and honored. I know that there’re very high expectations for my ten year as American ambassador to China. After all, I’m the first Chinese-American to hold this post. I’m also one with a proven trap recket. A trap recket as a governor, as secretary of congress and as a person who has mastered the art of buying his own coffee and wearing a backpack and carrying my luggage. I was simply strived to do my best as US ambassador. And I know that I have much work ahead to strengthen and expand US-China cooperation and manage our differences when don’t see eye to eye. I began my ambassadorship with confidence, but the overall state of our relationship is wrong. One thing I do know is that the people in this room will have a lot influence in the future of the US-China relationship. For 70 years, Beijing Foreign Studies University has been a training ground for hundreds of China’s top leaders, including my friend and your ambassador to the United States—Zhang Yesui. Whatever your career is in the years ahead, you will be the international face of China. And your choices will determine the steps that China takes in confining its own and leads the world’s challenges. But today I’d like to discuss the steps I believe that we must all take in strengthening the US-China relationship. To understand where the US-China relationship is going, I think it’s helpful to remember just how far it has already come. You know when I first attended college in the late 60s and early 70s, before most of you were even born, a gathering like this could not have been possible, because America didn’t even have an ambassador in Beijing. Contrast that with today, where and when it couldn’t be argued that US-China bond is one of the most important bilateral relationships in the world today. For morn than 40 years, our two countries have been increasing our cooperation and interconnectedness for a very simple reason—it’s in our mutual self-interest. Millions of jobs are sustained in China and the US by the trade you do with one and another. Americans consume benefits from the goods made from China. And every single day, the Chinese people rely on high quality goods and services made in America. And our companies make investments in each other’s countries. And as they do so, we’re creating jobs for both of our peoples. Every year, the comprehensive strategic economic dialogue brings together policy makers from across both governments to discuss topics ranging from breaking down trade barriers to economic cooperation to collaborating on pressing regional and global issues. To meet the challenge of global climate change, the US and China co-build a legacy of over 30 years of cooperation on science and technology issues. Similarly, the US and China share interest in maintaining peace and prosperity around the world. Our first ties actually go back even before World War 2. When our soldiers fought and sacrificed together. And today our defense interactions take place in the most senior levels, with the PLA chief in the general staff and the US chairman ()chief the staff, working to improve lines and communication and strengthen the US-China military-to-military relationship. Perhaps our greatest security challenge is the () poles by the proliferation of nuclear weapons and materials. Particularly, from North Korea’s nuclear andmissile programs. China has been a vital partner as chair of the 6 party talks with a unique role, because of its () relationship with and influence on North Korea. The US and China share the common goals of peace and prosperity on the Korean Peninsula, and North Korea’s complete and variable deep nuclear zation in a peaceful manner. Our countries must continue to work together to address the Iranian nuclear problem. We have coordinated with China and affected () track approach with other permanent US security council members as well as Germany, to send a clear message from the international community to the Iranian region that it must live up to its international obligations. And examples of shared security interests go on from Afghanistan to the Sudan. We may not always initially agree on exactly how best achieve our share of justice, but when we successfully work together, we often find mutually beneficial outcomes and serve the interests of all parties. You know think broadly about the contributions our nations have made to civilization. You know I was recently visiting the Diaoyutai guesthouse. When I saw in each of the corners of the room, four pants, that illustrated just some of Chinese contributions that have defined the world for thousands of years--The compass, gunpowder, papermaking and printing press. And in the US, we take great pride in our contributions, such as the laptop, the television, personal computer and the Internet. All of which have changed our lives so profoundly. From the flash of gunpowder to the light of electricity, from the printed page to the web page, from navigating the waters of the oceans to navigating the Internet, our two nations have contributed so much to the world of today. Think about what we can do in partnership, to improve the world of tomorrow. So many problems in world, from climate change to poverty and disease, simply will not be not solved without collaboration, partnership and cooperation between the US and China. And that’s why I’d like to state (), (), that the US welcomes the rise of a prosperous and successful China that plays a greater role in the world affairs. President Obama and I reject the notion that China and the US are engaged in a zero-sum competition, where one side must fall for the other to rise. We can and must achieve security and prosperity together. And so I will have our disagreements, must be expected from two large and complex nations with different histories and different political systems. As an example, let me take a moment to speak about the issue of human rights, which is the essential element of the US global policy and also who we are as a people. In discussing this issue with China or any other country, we in America start from the premise that all people are entitled to the protections contained in the universal declaration of human rights. These are universal standards and include the right to do process of law, to be able to speak freely, to associate openly, to pray in a manner one chooses and to enjoy the benefits of a free press. We believe that society that respects human rights and addresses the aspiration of its people are more prosperous, successful and stable. And of course, we’ll compete economically as we should, because healthy, fair competition promise companies to be more efficient with lower cost goods. And that competition helps form new innovations and even new products. But competition and disagreements can’t obscure the fact that we are moving ever closer together. The important thing is we have mechanisms to broaden our areas of cooperation while we manage our differences. You know we’ve worked hard over the last few years to lay this foundation, through the launching of strategical and economic dialogue to a rapid pace of meetings between our most senior leaders, to expanding our cooperation between our cities, our states and our provinces, and through an increase in the number of changes between Chinese and American citizens. All of its(), will help us increase mutual understanding and trust, which is so crucial to advancing our relationship in the 21st century. This reality was confirmed earlier this year when president Obamaand president Hu pledged to expand by letter cooperation on a range of issues and when vice president Biden spoke about this cooperation on his recent visit to China. As ambassador, I will continue to support our two nations’ efforts to work together. I will seek to further the ecnomic and commercial ties between the US and China by building our trade relationship in a mutually beneficial manner that reduces trade barriers and creates jobs in both countries. As president Obama told the US congress and the American people in a speech just a few hours ago, this morning, China time. The highest priority of the US today is to create jobs for the American people and revitalize our economy, and give our economic inner dependence. A stronger American economy is also in the economical interest of the Chinese people. And my top priority here in China is to carry out the policies that will support this effort, helping to double our efforts from America all around the world, creating jobs in the US and providing high quality American products and services, which are in great demand here in China. Increasing Chinese investments in the US, which will help Chinese companies prosper while at the same time creating jobs in America. And ensuring that the US companies can compete on a level playing field in China and be able to operate in the same open and fair environment that Chinese companies enjoy in America. In the coming weeks, I’ll talk more about our economic and commercial ties in an event with the business community here in Beijing. At the same time, I’ll work to further our two countries’ dialogue on human rights, religious freedom and civil society, all on a basis of mutual respect. And I’ll listen carefully to your views to understand your perspectives. And I’ll do everything in my power increase the essential people to people interactions and cultural exchanges that do so much to build genuine understanding and cooperation. The American and Chinese people want to work, live and learn together and the numbers tell the story. Last year, over 800,000 Chinese and 2 million Americans travel between our two countries to live, work and study. More than 130,000 Chinese students attended American universities last year. And in the last decade, the number of visitors from China to the US increased by more than 200%. Your fellow citizens are traveling to the US in an unprecedented numbers. And China’s wide demand for visas to the US are at an all time high. And we’ll work even harder to reduce the time it takes for Chinese students, business people and tourists to obtain that visa. The ultimate () of our partnership and degree to which we build mutual trust will depend on the investment, support and active engagement of the American and Chinese people’s. That’s why president Obama launched the 100,000, strong initiatives to bring more American students to live and to work in China and why we welcome more Chinese students to the US to experience American culture, our values and our way of life. And of course, there are millions more Chinese, like my family, who have experienced America as immigrants. In the 1890s, in the late 1800s, my grandfather first left his ancestral village, near Zhangwen City, in Guangdong Province for America. He lived in the state of Washionton to work near the city of Saettle as a houseboy in exchange for English lessons. 100 years later, I was elected the governor of the state of Washionton, becoming the first Asian-American governor on the mainland US. The first Chinese-American governor in US history. And I moved into the governor’s mansion, just one mile from the house where my grandfather swept floors, cooked meals and washed dishes. We joked that it took our family 100 years to travel that one mile. But how is it that the lock family could just go in just two generations from living in a small village in China to live in a governor’s mansion? The answer is the American openness, building a sustaining and open economy, and an open society. America was open to my grandfather and tens of millions of other immigrants like him, coming to theshores of America to pursue a better life. America was open to my father, who was also born in China, who stake his small claim to the American dream, operating a small grocery store he and my mother worked 7 days a week, 365 days a year. And the America that I was raised in was open to new ideas, where I was allowed to think what I wanted to think, to say what I wanted to say, except to my parents, of course. And join organizations that could question or challenge American government policy. Our family story is the story of all Americans. Tens of millions of American families have traveled the same path as ours and they’ve found success to their own hard work and initiative. But is was only possible, because they lived in an open, vibrant society that rewarded individual initiative, that allowed dissent and disagreement, and that enabled anyone, anywhere to fully participate in our economy and indeed in our political process. While the direction that China chooses is (), and its people to the side. We believe these values of openness of independence of any particular political system. They are universal and universally beneficial to the advancement of any society. Increasing openness is already transforming Chinese society. As it has around the world, the Internet has provided a platform for millions of Chinese to make their voices heard about the issues affecting their daily lives. And it has provided Chinese people with an unprecedented access to their leaders from public rights to food safety to environment protection. I heard a lot of these issues about environment protection from the students I just met with a few minutes ago. Chinese are increasingly engaging in an national debate that has an national dialogue that has led to meaningful advances, improving the lives of all the people of this great country. I speak of openness, because it’s the reason I’m privileged to stand on this stage today. I speak of openness, because I believe that the economic and cultural opening that began with Deng Xiaoping has led to a China that is fairer, freer and more prosperous, respected and successful. I hope this opening would continue and indeed excelery, because China’s own recent history proves that when it unlocks the full potential of its people, great things are possible. I hope the opening could continue in other rounds of Chinese lives as well. Think for a moment about the people who invent new technologies, build new companies, who write books, music and create art. These are the people who grow our economies and rich our culture. What these people have in common is that they think differently. They ask questions. They’re willing to explore new ideas and new limits. They are the people the world needs, if we are to find cure for AIDS, cancer or other diseases, if we are to find cleaner and cheaper sources of energy to protect our climate. They are the people we’ll need to revitalize the global economy. And that’s why it’s so important for societies to be open. To economy, new thinking that can help us solve old problems. There’s plenty of new thinking occurring here every single day, at BFSU. But the very nature of your study of different languages and different cultures, you’re opening your minds to worlds of new possibilities. The years ahead, as you become the leaders of government and ()lawyers and artists, you will shape China. I hope you stay open and encourage that same sense of ability and openness among your country, men and women. We know that a more open China will lead to a stronger and more prosperous China. And more transparency and greater cooperation in the US-China relationship will help us further increase our ability to understand each other, to save mutual understanding and simply to deepen our relationship.
