有效需求决定是凯恩斯宏观经济理论的灵魂,因此我们对这一章的内容进行了较大的调整和充实,以便读者能够比较系统和全面地掌握这一理论的精髓。

在介绍IS—LM模型(第四章)和A —AS模型(第五章)时,突出了模型的数理推
导,以便读者对这两个重要的分析工具能够有一个更深刻的理解。

我们对宏观经济调控的内容进行较大的扩充,一是把IS—LM的政策效应分析列为单独一章(第十一章),以便有更大的空间来展开论述;二是专门增加了一章(第十二章),对宏观经济调控的技巧与艺术进行分析。

认为,政府对宏观经济的调控,既是一个重要的理论问题,也是一个重要的实践问题,它对读者把握宏观经济的发展具有十分重要的现实意义。

在宏观经济学流派中,增加了对新凯恩斯主义的介绍。

新凯恩斯主义是20世纪80年代以后兴起的,其代表人物如斯蒂格利茨和曼昆等人都是当代美国最活跃的经济学家。

1.2.4 现代经济学的主要流派
● “滞胀”的出现与经济学的第二次危机
●经济学界的分化,分为两大阵营: 一是后凯恩斯主义,亦称新古典综合派; 二是新经济自由主义。
1、凯恩斯经济思想的发展
萨缪尔森、托宾等人:“后凯恩主义”
他们面对经济形势的新变化及由此产生的新问题,继承 和发展了凯恩斯的理论,提出了以“混合经济”为核心的新 的理论观点和新的政策主张。
新古典学派认为,由于理性预期的存在,价格、工资就 具备完全伸缩性,市场是能够出清的。新凯恩斯学派则认为, 即使理性预期存在,价格、工资的刚性仍然是一种普遍的现 象,从而导致市场不能出清。
●政府干预的必要性
有什么样的经济理论就有什么样的政策主张。
新古典学派认为价格、工资具备充分伸缩性, 市场能够自动出清,因此政府干预经济是没有必要 的。
2、结论之二:现在已不存在极端观点
当代西方经济学理论对于市场经济条件下政府要不要干 预问题的争论中,基本不存在极端的经济自由主义思想和完 全自由放任的政策主张;也不存在极端的集权主义和全面管 制的政策主张。
●即使是经济自由主义者,也主张政府要发挥一定的职 能,做好那些市场做不到做不好的事情;
●凯恩斯主义及其追随者也不否认市场机制的作用,而 是主张市出发点就是要说明政府 为什么要干预经济以及政府如何干预经济。
宏观经济学产生在20世纪30年代,但它作为现 代经济学的重要组成部分,为了说明它是如何产生 的,就要从整个现代经济学的产生、发展说起。
现代经济学产生于18世纪,但萌芽于16世纪。
1.2.1 重商主义的经济思想
重商主义是西方国家,在16、17世纪资本主义产生初期 占统治地位的经济思想。重商主义从当时新兴资产阶级强烈 追求货币资本积累的愿望出发,提出了重金银贸易、重国家 干预的基本主张。重商主义者的基本观点:

1. 储蓄:一个国家或地区一定时期内居民个人或 家庭收入中未用于消费的部分。 2. 储蓄函数:指储蓄与决定储蓄的各种因素之间 的依存关系。 (影响储蓄的因素是很多的,如收入水平、财富分 配状况、消费习惯、社会保障体系的结构、利率水 平等等,但其中最重要的无疑是居民个人或家庭的 收入水平。因此,宏观经济学假定储蓄及其储蓄规 模与人们的收入水平存在着稳定的函数关系。)

三、投资、投资函数与投资的边际效率
1. 投资:一个国家或地区一定时期内社会资本的形成和增加。 每年新增的资本应该是净投资,即投资减去磨损后的余额。从 会计学的角度看,对磨损的补偿就是折旧,也称重置投资。因 此有: 净投资 = 投资 - 折旧(重置投资) 或 净投资 = 期末的资本存量 - 期初的资本存量 但对宏观经济学来说,严格区分投资和净投资的意义不大。因 为不论是净投资还是折旧(重置投资),都是当年的投资支出, 都构成对当年资本品市场的社会需求。因此,宏观经济学在分 析总共给和总需求的时候,为了使问题简单化,往往假定折旧 为零。如果折旧为零,那么投资和净投资就是同一个量。以后 的论述中,凡是提到投资的地方,除非作出特别的说明,否则 我们总是假定折旧为零,即把投资和净投资看作同一个概念。
