I don’t agree to criminalize the payment of ransom. Now I will give my two reasons of my idea.
The first reason is, paying the ransom is the kidnapper’s idea, while the payer is innocent, not the one to be blame. How can we criminalize the people who are forced to pay the ransom for the sake of their family member’s safety What if the kidnapper kills the victim Compared with money, apparently, people’s lives are much more important. When the police can arrest the terrorist in time, the payers will surely not worry about anything, but if the police fail, paying the ransom is the only choice for the payers. In this case, they don’t have any guilt, and there isn’t a proper reason to criminalize them at all. If paying ransom is criminalized, it will cause some bad effects. When faced with the case of blackmail, people will be in a dilemma. In one hand, paying the ransom will be regarded as crime; on the other hand, the terrorist is keeping the hostage in dangerous all the time. This is unfair for them, especially when police can’t arrest the criminal in time. But what is law for For forcing people to choose from breaking the law or seeing their dears killed
by the kidnapper Absolutely not! The law is supposed to benefit each citizen instead of punishing the innocents. Therefore, the decision of criminalizing the payment of ransom seems totally going against this principle.
The second reason is, paying the ransom doesn’t lead to bad consequences, neither violates any morals. Through many cases we can see that it is when exchanging the ransom that the police can find out or even catch the terrorist. That is to say, paying the ransom is an effective way for the police to solving the case, so it’s more ridiculous to define such a good and helpful action as a sort of crime. Meanwhile, we believe the police, with the help, have enough capacity to arrest the terrorist and return the lost money to the victim. Then, there’s no damage in the case and everything goes normal. As for what is crime, the definition is: the behavior which breaks the legal order, harms the safety of society, infringes the rights and freedom of citizens, or damages anything of the country. So we can’t find any piece of the definition fitting with paying the ransom, which is an unavoidable choice in the special situation without any harm. Thus, there’s no point making such a criminalization at all.
Due to these two reasons, we can’t agree to criminalize the payment of ransom.。
