)四、最关键1，解压(2.14GB)(DLC)(美国特别行动)(英文版)(PC)整合中的文件到游戏的X:\游戏目录\dlc\下，如“E:\Resident Evil Operation Raccon City\dlc\”dlc目录下为（pack1、1、2、3、4、5）或者，解压“43430fa10ecf0005.cab”文件并将文件夹重命名为“1”并复制“1”文件夹到游戏“dlc\”目录下；解压“43430fa10ecf0008.cab”文件并将文件夹重命名为“2”并复制“2”文件夹到游戏“dlc\”目录下；解压“43430fa10ecf0009.cab”文件并将文件夹重命名为“3”并复制“3”文件夹到游戏“dlc\”目录下；解压“43430fa10ecf0006.cab”文件并将文件夹重命名为“4”并复制“4”文件夹到游戏“dlc\”目录下；解压“43430fa10ecf0007.cab”文件并将文件夹重命名为“5”并复制“5”文件夹到游戏“dlc\”目录下。
（一般以上放置方式，可以正常游戏，但有时某些关卡会有bug无法顺利过关，保险起见如下图）dlc下复制Pack2、Pack3、Pack4、unlockables；并且在pack1下同样复制Pack2、Pack3、Pack4、unlockables，或pack1下复制1、2、3、4、5、unlockables。
注意Pack2、Pack3、Pack4、unlockables在1、2、3、4、5文件夹内可以找到。
五、删除DLC各个文件夹中的“csv_pre.ssg”文件。
就是各pack文件夹中的csv_pre.ssg，注意是所有含pack的文件夹中的csv_pre.ssg，在Pack2、Pack3、Pack4均有，如果你复制到了pack1中也要删除。
六、最关键2，下载“免XLive及DLC解锁补丁”并解压解压缩并复制“csv_pre.ssg”文件以及“XLive(注册表)”文件夹下的“XLive.dll”(50KB)文件到游戏目录，运行游戏主程序、生成注册表信息后退出游戏。
Windows XP操作平台参考“HKEY_LOCAL_MACHINE/SOFTWARE/XliveEmulator/43430FA1”，在右侧双击“DlcBasePath”数值名称，编辑数值数据，填入游戏目录的绝对路径，如“D:\Resident Evil Operation Raccoon City\dlc\”，然后关闭注册表。
Windows 7 X64操作平台参考“HKEY_LOCAL_MACHINE/SOFTWARE/Wow6432Node/XliveEmulator/43430FA1”，在右侧双击“DlcBasePath”数值名称，编辑数值数据，填入游戏目录的绝对路径，如“D:\Resident Evil Operation Raccoon City\dlc\”，然后关闭注册表。
Windows 7 X86操作平台参考“HKEY_LOCAL_MACHINE\SOFTWARE\XLiveEmulator\43430FA1”，在右侧双击“DlcBasePath”数值名称，编辑数值数据，填入游戏目录的绝对路径，如“D:\Resident Evil Operation Raccoon City\dlc\”，然后关闭注册表。
特别注意注册表是dlc\,必须加“\”,我因为这个一直失败复制“XLive(DLC)”文件夹下的“XLive.dll”(52.5KB)文件到游戏目录覆盖、替换XLive.dll”(50KB)文件。
七、运行游戏主程序，选择“混战模式(自由游戏)”、“私人”、队伍选择“政府特种部队”、左右选择任意一关任务、弹出“创建游戏失败”。
点击“退格键”一直后退到游戏标题菜单下，最小化游戏，切换到桌面，右键以管理员身份运行“Wilsonso's RE ORC +13 Trainer V1.0”修改器并切换到游戏主界面，点击快捷键或单击“F1”，左下角“B小队”消失。
特别注意，Windows8必须对“RaccoonCity.exe”使用右键单击“属性”、“兼容性”、勾选“兼容模式”的“以兼容模式运行这个程序、Windows XP(Service Pack 3)”运行。
八、已知问题说明：补充说明(一)：如果不进行任何注册表修改、也不使用任何修改器。
通过覆盖“csv_pre.ssg”(347KB)文件以及“XLive.dll”(14.7MB)或者“XLive.dll”(50KB)文件到游戏目录，并复制DLC压缩包的“Pack2”文件夹复制到“dlc\”文件夹及“dlc\pack1”文件夹下，或只可以成功运行第六回声“飓风之眼”章节，完成章节后报错并造成游戏退出。
补充说明(二)：如果游戏本体没有升级到V1.2.1803.132版本，也可以在不使用“Wilsonso's RE ORC +13 Trainer V1.0”修改器的情况下直接复制“XLive.dll(50KB)”文件到游戏目录，开启离线模式，进入DLC章节，但是在第四章“表里不一”的第一个转角威廉·柏金破墙而出、杀死U.S.S队员后会直接穿墙，墙上没有留下冲出的破洞，在第二处转角和克莱尔·雷德菲尔德对话后出现报错并造成游戏退出。
补充说明(三)：如果不复制“Pack2”、“Pack3”、“Pack4”文件夹到游戏“dlc\”目录下，其他操作正确的话，也可正常进入和运行全部DLC章节，但是可能会缺少过场动画。
补充说明(四)：如果游戏本体没有升级到V1.2.1803.132版本，但复制“Pack2”、“Pack3”、“Pack4”文件夹到游戏“dlc\”目录下，可能会出现全程没有语音对话、字幕的情况。
补充说明(五)：如果不进行任何注册表修改、也不使用任何修改器。
通过覆盖“csv_pre.ssg”(347KB)文件以及“XLive.dll”(14.7MB)或者“XLive.dll”(50KB)文件到游戏目录，但没有成功将“pack2”等文件夹解压复制到“dlc\pack1”文件夹下或者“xlive.dll”文件不正确的话，进入DLC后可能会进入疑似测试章节甚至人物掉落、场景混乱之类的情况。
或者出现无过场动画，警车、垃圾箱墙壁等贴图错误，部分字幕显示为代码、场景为灰蒙蒙而并不浓重的夜色、存在后面街道“无法跳下”的BUG、第六回声小队开始登场时的行进路线也与真正章节不符等情况；补充说明(六)：如果不进行任何注册表修改、也不使用任何修改器。
