为此，师生要善于共同创设好探究情境。
那么，必须研究探究情境的内涵、性质、种类、源泉、特别是本学科应突出创设那些探究情境，并结合典型案例加以详细论述。
2.在学生掌握客观规律的整个认知子过程中，学生的每一项学习活动，都应该实施在教师导向性信息诱导下，学生的主动探究式。
因此，应该突出研究创设导向性信息的基本原则、功能、规律、种类等，以及在课堂教学中，具体诱导学生如何按照导向性信息开展学习活动的做法和感受。
撰写的每项内容都要结合本学科典型案例加以论证。
3.探究学习方式中的行为子过程是检验学生是否真正处于主体地位的明显标志，是完成体验性课程的必由之路，是学生学习活动的外显载体。
而行为子过程则具体表现为反映学生学习活动的“七动”。
那么，“动”的实质是什么？各种“动”是如何组织的？有什么规律可循？具体到本学科应该突出那几个“动”（例如，语文和英语教学应该强化听、说、读、写）？并结合案例阐明本学科如何具体的安排这些课堂学习活动，而又避免“热热闹闹一场空”的形式主义虚假现象。
4.依据“三个层次要素”和“三个贯穿要素”的基本功能，结合本学科的典型案例具体论述如何理解与实现探究学习方式的“有规律性”和“更有艺术性”。
要具体论证：“有规律性”就是按照三个认知层次来安排一个知识点的探究过程；“更有艺术性”则是艺术性的运用三个贯穿要素，设计好每个认知层次中学生必要的学习活动。
那么，要论证三个认知层次和各项学习活动设计时的性质、规律、特征等，并以本学科的典型案例加以论述。
5.研究探究学习方式，应关注学习策略和施教策略的研究。

超、特高压输电线路中的单相电弧接地故障约占总故障率的80%以上,将故障相线路两侧的开关分闸后,通过故障点的电弧电流,将从单相短路电流(一次电流) 大幅下降为由两健全相电压及其负载电流通过相间电容和互感传递过来的潜供电流,亦称感应电流、残余电流或者二次电流(SC),显然,只要后者足够小,电弧能够自熄,单相重合可获成功；目前单相自动重合闸已在我国得到了普遍使用。
因此，怎样提高单相自动重合闸的成功率,使特高压线路的潜供电弧快速熄灭, 就成了保证特高压系统稳定安全运行的重要问题, 是实施超高压输电需要研究的重点技术问题之一。
2潜供电流的机理在超高压系统中，为了提高供电的可靠性，多采用快速单相自动重合闸。
当系统的一相因单相接地故障而被切除后，由于相间互感和相间电容的耦合作用，被切除的故障相在故障点仍流过一定数值的接地电流，这就是潜供电流。
该电流是以电弧的形式出现的，也称潜供电弧。
如图1所示，当线路发生单相（A相）接地故障时，故障相两端断路器跳闸后，其他两相（B、C）仍在运行，且保持工作电压。
由于相间电容12C和相间互感M的作用，故障点仍流过一定的电流I，即潜供电流。
当潜供电弧（电流）瞬间熄灭后，同样由于相间电容和互感的耦合作用，在弧隙出现恢复电压。

PWSCC是一种晶间腐蚀，需要下列三个条件：(1)敏感的管子微观结构（合金含量和少量的晶间碳化物）；（2）高的残余拉应力和工作应力（接近于屈服强度）；（3）腐蚀性环境（高温水）[1]。
先前的研究表明在压水堆中注入低浓度的锌离子作为主要的冷却剂可以减少压水堆中一回路管道的应力腐蚀，由电力科学院和西屋公司进行的一项实验项目，旨在评估注入的锌离子其对降低镍基合金的PWSCC和抑制职业辐射照射以及燃料包壳的腐蚀的有效性。
这个项目的范围包括蒸汽发生器的PWSCC前后锌离子含量的测量，锌离子以天然醋酸锌的形式加入一回路，190天后进入第十周期。
锌离子的浓度被维持在35-45ppb的范围大概9个月，在第十周期的最后对蒸汽发生器的PWSCC进行评价，由于检查的不准确性以及锌离子加入量的限制，锌对PWSCC的影响还待确定。
在第十一周期不加入锌离子，在第十二周期再次加入锌离子，但是加入的时间太短，就3个月。
以此来评估时间对锌离子注入效用的影响。
燃料包壳部分暴露于浓度为50ppb中照射3个周期约100天，这些试验的结论表明氧化锆没有新的增长[2]。
随着辐射防护最优化技术的不断创新和应用,从上世纪末到本世纪初的20 多年里,世界范围内核电站工作人员的辐射剂量呈明显的下降趋暴露在含锌离子的冷却剂里以后，无论是新鲜的还是先前已经辐射过的。

公共选择理论:是以新古典经济学的基本假设（特别是理性人假设）原理和方法作为分析工具，研究和刻画政治市场上的行为和政治市场的运作，例如，选民，利益集团，政党，官员和政治家的决策的行为.拉弗曲线:拉弗曲线描绘了政府的税收收入与税率之间的关系，当税率在一定的限度以下时，提高税率能增加政府税收收入，但超过这一的限度时，再提高税率反而导致政府税收收入减少。
因为较高的税率将抑制经济的增长，使税基减小，税收收入下降，反之，减税可以刺激经济增长，扩大税基，税收收入增加。
税制功能:三大功能，包括税收分配的法律依据、税务机关的工作规程、税收作用实现的法律保证。
转移性支出与消耗性支出：转移性支出，指政府把一部分财政收入转移给个人、厂商或地区的财政支出，表现为资金无偿的单方面转移，消耗性支出（购买支出），包括购买日常政务活动所需的商品或劳务的支出（如行政管理支出），政府用于公共投资的支出，二者的不同既体现在对生产、就业、总需求和分配的影响上，也体现在政府履行的不同职能上。

但是很多情况下，会出现“市场失灵''的情况，也就是说，由于市场机制不能充分发挥作用，会出现资源配置缺乏效率或资源配置失当的情况。
导致市场失灵的原因主要有垄断、外部性、公共物品和信息不对称等。
为了克服市场失灵，弥补市场机制的缺陷和不足，优化资源配置, 政府需要对市场进行干预和调控，用“看得见的手”来弥补“看不见的手”。
政府应对某些微观经济活动进行干预，主要有以下几个方面：第一，为了保护和促进竞争，提高资源配置效率，政府可以通过法律手段来限制垄断和反对不正当竞争;第二，通过税收和补贴等手段，或将相关企业合并消除外部性；第三，政府承担提供适当水平的公共物品的主要职责，例如国防、治安、消防和公共卫生；第四，政府消除信息不对称。

城邦的善在于它能保证公民过上幸福生活。
城邦的每一个成员都能享有适量的财富，强健的体魄和高尚的道德，保证公民过上幸福的生活。
为此，城邦必须具有一些品德、德行。
其最高表现是正义，由正义引申出法律。
城邦秩序是建立在由正义指导的法律的基础之上的。

亚里士多德认为，理想的城邦应有合适的财产管理制度。
他认为，政治团体或城邦在财产上的组合方式有三种：或者归公，或者不归公，或者部分归公。
城邦对财产的管属和应用也有三种制度：一是土地区划为丘母。
各归私有，收获物则送储公仓而共同食用；二是土地完全归公有并共同耕耘，而收获物则分配给个人，由各家自己食用；三是土地和收获都归公有。
亚里士多德是通过阐明公有制的缺陷来论证私有制的必要性的。
一是财产公有的缺陷：他认为，财产公有常引起重大纠纷。
多劳少得者会埋怨少劳多得者。
人们无法做慷慨行为，不再表现施济的善心。

一、基本技术介绍1、智能Agent（1）概念：Agent能够通过传感器感知环境，通过执行器的动作作用于环境。
在Agent的概念框架下，AI的任务就是设计和建造理性的Agent，所以人们更为关心的是理性Agent。
理性Agent对每一个可能的感知序列，根据已知的感知序列提供的证据和Agent具有的先验知识，理性Agent应该选择能使其性能度量最大化的行动。
（2）特点：从感知序列到行动的理想映射，在很多情形下有可能设计一个好的、紧凑的Agent 来实现映射。
一个真正的智能Agent在有足够时间去学习调整的条件下，应当在各种类型环境下做出成功的行动（自主性）。
（3）结构：从传感器中将感知送到程序，运行程序，并将程序的行动选择送到作用体，这样就完成了一次Agent的工作过程。
Agent、结构和程序三者间关系为：Agent=结构+程序。
（4）环境：Agent施加行动于环境中，环境反过来又为Agent提供感知。
不同的环境要求用不同的Agent程序与之对应。
