Specializing in the export of Chinese foodstuff,we wish toexpress our desire to trade with you in this line.
We are the largest garments trading company in Japan, andhave offices and representatives in all major cities and townsin Japan.

如:different countries different languages different customs one level of comfort, worldwide(⼀家航空公司的⼴告)。

Trade BarriersAbstract: China has taken the place of Germany as the world’s largestexporter, which seems to be a good news. However ,with Chinese export commodity's suffering from anti-dumping, the tittle of “the largest exporter”,as well as the criticized issue on the RMB exchange rate, actually may bring more trade barriers for China. So what on earth are the effects, positive or negative, that trade barriers may have on international business? To figure it out and offer a detailed introduction to trade barriers, this article will start from the definition of trade barriers and then discuss the forms and features, the causes and effects.Key words: Trade Barriers Types Characteristics New tradebarriers Causes Effects1.What are trade barriers and how many types of trade barriers are there?Trade barriers are any of a number of government-placed restrictions on trade between nations. Generally speaking, any artificial measures that have prevented normal trade activities from smooth implementation or obstructed the market’s competitive system can be called trade barriers. For one reason or another, all countries impose trade barriers on certain goods crossing their borders. Some trade barriers are directly related to exports. Most trade barriers, however, are designed to restrict imports. Trade barriers are usually classified into tariff barriers and non-tariff barriers. To be concrete, the most common sorts of trade barriers are things like tariffs, subsidies, quotas, and embargoes. Their respective characteristics are as follows.Tariffs are a fairly common form of trade barriers, and are essentially taxes on goods as they cross the borders of a nation. Tariffs nearly always are placed on goods that are brought into the country, as opposed to goods sold as exports, although in some cases they may go both ways. Historically, tariffs were a large source of government revenue, as they could easily be collected as a tax on ships as they landed in the nation. Tariffs, like most trade barriers, may be imposed for different reasons. Some tariffs are placed simply to earn money for the government. This might either be a flat fee on an item, or it might be based on the market value of the item. Other tariffs exist as a form of protectionism, to make imported goods more expensive than they might otherwise be, in order to protect domestic industries. For example, if a country has a fairly high wage, and high labor standards, the cost of producing a single widget might be around ten units. If a nearby country can produce a widget for three units, then imports of that country’s widgets could easily drive the domestic industry out of business. So the country might place a restrictive tariff on widget imports, to make sure that domestic widgets always remained competitively priced, or even to make it unfeasible for widgets to be importedat all.Subsidies are another of the common trade barriers, and are often placed to protect domestic industries. Subsidies may actually be intended simply to make certain key goods affordable to citizens of the nation, but the end result can still be to make imports non-competitive. Many food crops, for example, are heavily subsidized, to ensure the citizenry has a constant supply of affordable food. Steel is also often subsidized, to ensure a nation always has a domestic steel supply, which can be crucial during times of war when normal shipping avenues may be cut off.A quota is a type of protectionist trade restriction that sets a limit on the physical quantity or value of a good .Quotas, like other trade restrictions, are used to benefit the producers of a good in a domestic economy at the expense of all consumers of the good in that economy. An embargo can be seen as the most extreme of the trade barriers. Embargoes basically prohibit the import or export of anything with another country. This is often done as a form of punishment, or to try to force the country to undergo radical change internally as a result of a weakened economic state. Historically, the embargo was used as a war tactic, and so was often considered a declaration of war. In modern times, however, although the most brutal of the trade barriers, it is usually not viewed as an act of outright aggression, although a declaration of war is often accompanied by an embargo.Compared with trade barriers, free trade acts as an exception. The term free trade refers to the theoretical removal of all trade barriers, allowing for completely free and unfettered trade. In practice, however, no nation fully embraces free trade, as all nations utilize some assortment of trade barriers for their own benefit. A number of free trade bodies exist in the world to try to curtail the use of trade barriers by nations. The World Trade Organization is perhaps the widest reaching of these bodies, and it enforces strict rules against member nations, restricting the acceptable use of things like tariffs. As a result, some countries have begun using trade barriers that are not tariffs, but have similar effects. The European Union, for example, does not allow the import of many genetically-modified organisms, which effectively bans the vast majority of food imports from the United States. In recent years, groups like the WTO have begun to look at these forms of trade barriers as well, and to strip them when possible.2. New types are added to trade barriers. In addition to those trade barriers mentioned above, some new trade barriers emerge in response to the growing requirements in international trade, such as green trade barriers and technical trade barriers.Green trade barriers are the kind of trade barriers that in the area of international trade, some countries take access restrictions for foreign goods by virtue of their technological superiority to protect environment and human health by legislative or mandatory technical regulations and strictenvironmental standards. Generally speaking,it not only exists reasonably, but also gets the support from international treaties. However, in practice, some countries tend to take protecting the ecological environment as a pretext to restrict imports for the purpose of protecting domestic market, especially adopting discriminatory trade barriers or others that are unnecessary for some normal and environmental goods on foreign merchandise imported.Technical Barriers to Trade (for short TBT) means that in order to maintain national security, guarantee human beings’health and safety, protect ecological environment, prevent trick and ensure product quality, one country adopts various compulsory or non-compulsory technical limited measures, such as technical regulations, standards and eligible evaluation procedure to authenticate import products on their technology, sanitation quarantine, product packing and label, which can improve products’ technical demand, increase importing difficulty and limit import finally. These measures become the barriers for other countries’ products to enter this country’s market freely. That is to say, technical regulations and voluntary standards set out specific characteristics of a product (such as its size, functions and performance) and how it is labelled or packaged before it enters the marketplace.3.What do trade barriers result from and in?Trade barriers don’t occur by chance. Instead, they are the production of the development of international economy, community and technology. With the improment of the society and the life level in developed countries, people’s awareness of food safety and health are much stronger than ever. That is why more and more trade barriers concerning safety and health have appeared. The increasingly serious environment condition also contributes to arousing people’s worries about their homeland. Accordingly, trade barriers like green barriers are carried out. Besides, the protectionism of developed countries plays an important role in the existence of quite a number of trade barriers. No matter what kind of trade barrier it is ,a traditional one or a new one,it is essencially applied to benefit the domestic market or environment or citizens’daily life, which is destined to be a block for trade itself just as the literal meaning of “barrier”has showed.Economists generally agree that trade barriers are detrimental and decrease overall economic efficiency, this can be explained by the theory of comparative advantage. In theory, free trade involves the removal of all such barriers, except perhaps those considered necessary for health or national security. In practice, however, even those countries promoting free trade heavily subsidize certain industries, such as agriculture and steel. As for the specific influence trade barriers have, we may as well take some of those barriers for examples. Firstly, the use of Non-tariff barriers to trade (NTBs) has risen sharply after the WTO rules led to a very significant reduction in tariff use. Some non-tariff trade barriers are expressly permitted in very limited circumstances, when they are deemed necessary to protect health, safety, or sanitation, or to protect depletable natural resources. In other forms, they arecriticized as a means to evade free trade rules such as those of the World Trade Organization (WTO), the European Union (EU), or North American Free Trade Agreement (NAFTA) that restrict the use of tariffs. For example, critics say quotas often lead to corruption (bribes to get a quota allocation), smuggling (circumventing a quota), and higher prices for consumers. In economics, quotas are thought to be less economically efficient than tariffs which in turn are less economically efficient than free trade. Secondly, the effects that green barriers have on the sale of agricultural products may be——reducing the export of varieties of agricultual products, reducing marketing and sales of agricultural products and increasing the cost of marketing sales of agricultural products. Last but not least, Trade barriers are often criticized for the effect they have on the developing world. Because rich-country players call most of the shots and set trade policies, goods such as crops that developing countries are best at producing still face high barriers. Trade barriers such as taxes on food imports or subsidies for farmers in developed economies lead to overproduction and dumping on world markets, thus lowering prices and hurting poor-country farmers. Tariffs also tend to be anti-poor, with low rates for raw commodities and high rates for labor-intensive processed goods. The Commitment to Development Index measures the effect that rich country trade policies actually have on the developing world. In conclusion, most trade barriers work on the same principle: the imposition of some sort of cost on trade that raises the price of the traded products. If two or more nations repeatedly use trade barriers against each other, then a trade war results. In most cases, trade barriers cannot be a win-win strategy. Actually, they may serve as friends and foes at the same time——they benefit one side and hurt the other side. For those old barriers, like embargo ,exporters and importers may easily reach an consensus that they are unreasonable ,unfair and parochial. But those new barriers such as Green trade barriers and Technical Barriers to Trade, which do have advantages for environment and public benefits, may earn strong supporters, although they unavoidably contain protectionism. Therefore, the controversial discussion on trade barriers——a friend or a foe—— may remain heated.References:International business English——theory and practices by Zou YongTechnical barriers to trade published by People’s PressNon-tarrif barriers published by People’s Press/view/77956.htm。
