本报告的叙述顺序是按照一个CO2捕获和封存 系统的组成部分一一展开。引言一章概括了评估的 总体架构并简要介绍了各种CCS系统。第二章阐明
了技术上和经济上适于捕获的主要CO2源,以便评估 在全球范围内采用CCS的可行性。第三章全面讨论 了CO2捕获的各种技术选择方案,第四章的重点放在 CO2 的运输方法。在随后的三个章节中,对主要封存 选择方案逐一作了阐述:地质封存(第五章)、海洋 封存(第六章)、矿石碳化和工业利用(第七章)。 第八章讨论了CCS的总成本和经济潜力,接着仔细审 查了CCS对温室气体清单和排放核算所产生的意义 (第九章)。

采用DB–1色谱柱,进样体积为10~350 mL ,程序升流进样,考察了样品保存时间、湿度对捕集系统的影响。

结果表明,4种化合物在1.0~20.0 μmol /mol 范围内线性良好,相关系数均大于0.998,检出限为0.15~0.24 μg /m 3,满足GB 14454–1993恶臭污染物厂界一级标准限值分析要求,同时低于人的嗅觉阈值。

样品加标回收率为94%~104%,测定结果的相对标准偏差为1.5%~4.8%(n =6)。

该方法样品前处理不需使用液氮制冷,简单快速,准确度高,重复性好,检出限低,适合实验室和在线环境空气有机硫化合物的分析。

DB–1 column was used, the injection volume was 10–350 mL, and the samples were injected by program flow. The effects of sample storage time and humidity on the capture system were investigated. The results showed that the linearity of the four organic sulfur compounds was good in the range of 1.0–20.0 μmol /mol with the correlation coefficients more than 0.998, and the detection limits were 0.15–0.24 μg /m 3, which met the requirements of GB 14454–1993 grade I standard for odor pollutants at the factory boundary, which were lower than human olfactory threshold. The recoveries of standard addition were 94%–104%, and the relative standard deviations of determination results were 1.5%–4.8% (n =6). The method is simple, rapid, accurate, reproducible and low detection limit without liquid nitrogen refrigeration. 8月七个碳市场交易试点成交总量为2,477,806 吨(不包括湖北远期现货产
品)。其中广东碳市场交易量达1,542,818吨,占总交易量的62.27%,天津碳市
场有效成交日仅一天,上海碳市场本月无交易。在交易品种上,湖北碳市场交易
产品包括HBEA和远期现货(HBEA1705),深圳碳市场的交易产品包括
SZA-2013、SZA-2014、SZA-2015和SZA-2016四种,本月以SZA-2015为主,
约占81.17%;上海本月已将2013-2015年度配额等量结转为下阶段配额(SHEA);
天津目前交易产品为2016年配额(TJEA16);其他碳市场未明确区分交易品种。
从价格来看,北京成交均价最高为50.45元/吨;深圳(SZA-2015)次之,成交
均价为25.00元/吨,天津、湖北、广东碳市场价格走势较平稳,均价分别为14.70
元/吨、14.57元/吨、10.72元/吨;重庆碳市场价格涨幅较大,本月均价为3.54
元/吨。
本月ICE交易的EUA主力期货合约(Dec 16)价格月末比月初上涨1.60%;
CER主力期货合约(Dec 16)价格月末比月初下跌2.50%。

7000家 国家发改委将对纳入全国碳市场的企业进行配额分配
近日,从全国碳市场能力建设(广东)中心揭牌仪式上了解到,今年10月

国家发改委将启动全国碳市场的碳排放配额分配,目前预计首批纳入企业数量在
7000-8000家。到2017年的一季度或者二季度,完成所有配额的分配。而在2020
年之前的全国碳市场初期运行阶段结束之后,将会降低门槛对碳市场纳入企业进
行扩容,并对碳市场体系以外的排放企业征收碳税。

2017年 我国拟明年试行新能源汽车配额管理
国家发改委办公厅近日发布了《新能源汽车碳配额管理办法(征求意见稿)》,

要求相关部委、企业、行业协会反馈书面意见。据悉,该管理办法拟于全国碳市
场启动运行的2017年开始试行,2018年正式实施。根据该管理办法的要求,大
型车企未足量生产新能源汽车,将需要增加新能源车产能或到碳市场购买碳配
额。

饮、住宿等所产生的6674吨二氧化碳,实现“零排放”目标。该碳中和项目的
实施,将使杭州峰会成为首个实现“碳中和”的G20峰会。

浙江省到2020年将建立比较成熟的碳交易市场体系
浙江省近日出台《浙江省碳排放权交易市场建设实施方案》,提出到2017

年浙江省完成碳排放权交易的基础准备工作,启动碳交易,到2020年建立比较
成熟的碳交易市场体系。根据国家发改委的部署,浙江省有1900家左右工业企
业达到国家重点企(事)业碳报告工作要求。其中,纳入2017年启动的首批碳交
易企业约400家,碳排放量占全社会碳排放总量的50%以上。

甘肃省获批建设全国第二个新能源综合示范区

8月30日,国家能源局印发《关于支持甘肃省创建新能源综合示范区的复
函》,确定甘肃省成为全国第二个新能源综合示范区。根据国家复函,甘肃省要
建立高比例可再生能源体系,提高新能源在电力供应中的比重,到2020年新能
源装机占电源总装机比例达到50%、新能源发电量占全社会用电量的30%以上;
提高外送电量中新能源发电的比重,确保酒泉至湖南±800千伏特高压直流输电
工程年输送新能源电量占比达到40%以上;提升非化石能源消费比重,坚决遏制
新增煤电机组的建设,确保非化石能源在一次能源消费中的比例达25%以上。

挪威石油公司计划截至2030年减少碳排放250万吨
挪威石油和天然气协会在8月17日发表声明称,挪威石油和天然气公司计

划截至2030年的十年间减排250万吨温室气体。挪威国家石油公司对此表示,
该计划排放量为挪威大陆架减排总数中的200万吨温室气体。减排目标可以通过
相应措施实现,包括更高效的技术运用,电气化的海上采油平台,碳收集及储存。

德国2015年沼气发电13.95亿度

联邦统计局7月29日公布的数据显示,2015年,德国污水处理场使用沼
气发电13.95亿度,同比增长3.6%。这些电量几乎足以满足一个城市全年的用电

2016年欧洲海上风电投资已达140亿欧元

G20领跑可再生能源发展
根据最新的统计数据表明,世界上20个主要经济体在近5年间使用太阳能、
风能发电的比例已经增加逾70%。2015年G20成员8%的发电量源于太阳能发
电厂、风力发电机群及其他绿色能源发电厂现已有7个G20成员通过可再生能
源为自身提供超过10%的所需电力。其中,德国可再生能源发电的比例最高,占
36%;英国、意大利和法国均有超过19%的电力由可再生能源提供;澳大利亚、
巴西的比例达到11%,而28个欧盟成员国共计有18%的电力由可再生能源提供。

场报告》,美国风力发电容量居世界第二位,并且风能发电仍然居世界第一。美

气候债券倡议组织于2016年8月在上海发布了《2016债券与气候变化市场
现状报告》的中文版。截至2016年5月31日,全球气候相关债券存量市场规模
达到6,940亿美元。全球债券市场总价值约90万亿美元。其中,与运输有关的
债券占气候相关债券存量的67%;与能源相关的债券占气候相关债券市场总存量
的19%;水、建筑与工业、废弃物与污染控制和农林共占市场规模的6%;"多领
域"主题占市场规模的8%。
