各国的农残管理和肯定列表制度
对于食品中农药残留的管理,很多国家都采用“肯定列表制度”来进行管理。

一、对外评议意见
对该通报中涉及水产品的内容不对外提出评议
意见。因通报内容与中国相关标准一致。中国规定 氟甲D在鱼皮+肉中最大残留限量为0.5 mg/kg。
二、对内措施建议
目前中国允许氟甲D在鱼、蛙、虾由细菌引起的 鱼E疮病、竖鳞病、红点病、烂鲍病、烂尾病和溃疡病; 蛙红腿病、腹水病、肠炎病和烂肤病;虾腐鲍病中使 用,因此,氟甲D在鱼、蛙、虾中存在产生直接残留的 可能性,应引起关注。据中国水产品进出口贸易统计 2020年年鉴,中国与澳大利亚水产品的贸易进出口 量都较大。建议相关主管部门及时提醒相关进出口 企业关注该通报内容,及早做好应对,保证与澳大利 亚水产品的贸易顺利进行。

WTO/TBT-SPS国家咨询中心农业农村部联系点 《关于请对澳大利亚有关修订农用化学品最大残留 限量的通报提交官方评议意见的函》(农业农村部联 系点函〔2021〕37号)收悉。该通报(G/SPS/N/AUS/ 513)的主要内容为澳大利亚澳新食品标准局提出第 M1018号提案-最大残留限量%2020年),其中涉及 水产品的内容为:淡水鱼(鲂和罗非鱼)中氟甲D % Flumequine)最高残留限量% MRL)值为 0. 5 mg/kg。 中国水产科学研究院组织有关专家对该通报进行了 研究,并提出如下意见和建议。

对于许多发展中国家,由于其经济水平和科技水 平限制,完全采用CAC农药残留限量标准;这些 主流国家所涉及牛奶中总农药数量为443种,由 图可见。

欧盟和日本在牛奶中规定农药残留方面最严格,限 定的种类最多,分别为323和304种;其次是澳大 利亚、美国、CAC和加拿大,所规定限量的农药种类 分别为227、132、109和73种;新西兰虽然 也仅有12种,但新西兰的生乳要同时达到澳大利亚生 乳的农药残留限量标准。
国际主流国家和地区牛奶中农药限量涉及的种类有44 3种,其中杀虫剂(含杀螨剂)192种,数量最多,占全 部涉及农药的43%;其次为除草剂138种,占全部涉及 农药的31%;杀菌剂84种,占19%;植物生长调节剂 16种,占4%;杀鼠剂3种,占1%;其他种类10种, 占2%。
中国牛奶中农药限量
共涉及10种农药,其中GB2763-200 5及其第一号修改单中限定7种,《无公害食品生鲜 牛奶》(NY5045-2008)限定3种。 无论是农药品种,还是农药残留指标数,都远低 于发达国家和国际组织CAC,这会使中国的乳品 安全问题存在隐患。

在农作物种植和农产品生产中,各个国家主 要以防治虫害和病害为主。所以,在重点制定 杀虫剂和杀菌剂农药的残留限量标准时,各个 国家根据本国的情况制定了农药增效剂、农药 代谢物等化合物的残留限量,以确保农产品质 量安全。 按防治对象,农药可以分为杀虫剂(含杀 螨剂)、杀菌剂、除草剂、植物生长调节剂、 杀鼠剂、其他等6大类。

我国与OECD、FAO、美国、欧盟及澳大利亚登记农药残留试验数据比较

农药登记残留试验技术培训班,2009年5月19-21日,南昌我国与OECD、FAO、美国、欧盟及澳大利亚登记农药残留试验数据要求比较山西省农药重点实验室乔雄梧残留试验数据是按照风险分析原理制定农药残留最大残留限量(MRL)的三个基本依据之一(其余两个分别是毒理学数据[危害认定和危害特征描述]和膳食摄入数据[膳食暴露评估参数之一]),因此对农产品质量安全和食品安全意义重大,因为多数发达国家要求农药登记的同时制定相应农产品(食品)中最大残留限量,因此残留试验数据也是农药登记必不可少的数据之一。

规范农药残留试验(Supervised residue trials)的设计是根据农药登记过程中获得的农药使用良好农业生产规范(GAP)进行的试验,它在ALARA原则(As Low As Reasonably Achievable or no more pesticide is used than necessary to be effective)指导下,基于最差情景(worst case),即临界GAP(critical GAP,cGAP)条件下:l包括所有实际农药应用条件范围;l符合农药登记时批准的[标签]使用方式(使用剂量、使用次数、安全间隔期等);l按照管理部门要求提供适当数量的试验;l获得可能的最高残留水平、推荐残留中值(STMR)和最高残留量(HR)。

我国在上世纪70年代末、80年代初,根据当时FAO 推荐的规范残留试验要求,制定了我国的农药残留试验准则,又在2004年以部颁标准(NY/T 788-2004)的形式根据国际规范农药残留试验要求对原有试验准则进行了修改,使我国的残留试验要求达到或接近国际及发达国家要求,为下一步按照GLP要求进行残留试验,打下了基础。

但是,因为我国残留试验一直没有按照GLP 要求进行管理,也因为我国在这方面国际参与较少,我国从上世纪80年代初至今进行的3000多项登记残留试验数据未被国际标准制定机构(CAC )采用,使得国际标准与我国农产品(食品)中残留状况背离更大,影响我国食品中农药残留风险分析与国际接轨。
