Some hold the view that the Two-Child Policy is necessary because young couples should not only enjoy the demographic dividend but should take the responsibility for cushioning potential risks. However, others believe that the second child is too heavy to bring up for general couples in today's social surroundings. I am in the second group, holding the view that to open up the universal Two-Child Policy would still face many problems.
It is too soon to let the imperfect institutional system, such as the welfare system, ushering the rising fertility. The terrible traffic problems, the severe environmental pollution and the shortage of social resources are the potential risks of this policy. To young couples, they may face many challenges under the serious life stressors- job, livelihood and child-care worries. Economic pressure and energetic weak are the important obstructions to imply this policy.
The universal two-child also brings the rising social inequality.
