十二、决议草案的格式和范本
决议草案标题包括委员会、议题、决议草案编号(由主席团给出)、起草国和附议国的国家名单。 决议草案正文可以说是一个完整的长句,主要分成两个部分: 第一部分为序言性条款,这部分中主要陈述该议题的历史,讨论该议题的必要性并回顾在该议题上 过去的决议和条约。序言性条款的每一款以一个动词开头,并以逗号结尾。序言性条款可以涉及到合国 宪章联合国在该问题上曾经通过的决议或条约、联合国秘书长或其他联合国机构就此问题发表过的言
修正案一旦下发,会议指导将在屏幕上展示修正案,全体代表将自动获得两分钟的阅读时间。随后, 总辩论将立刻中止,自动开启一个 15 分钟的有主持的核心磋商以供讨论该修正案。主席将随机点出希 望在此发言名单中发言的代表。代表可以动议延长此发言名单,而一旦发言名单中无人发言,则针对此 修正案的辩论程序结束,会议将转入对修正案的投票程序。
通过一份决议草案需要三分之二多数,即在场国家的三分之二多数投“赞成”票(不计入弃权票)。 当任何一个草案通过时,投票表决程序将结束。
注意:本次会议将允许决议草案的起草国对该决议草案投反对票。
九、意向条
在整个会议过程中,代表有任何问题,或需要进行游说,沟通等,都可通过传意向条的方式向其它 代表或主席表达(意向条上需注明传给谁,来自谁)。会场会有工作人员负责传条。
当一国或多国对议题产生初步解决办法时,可以总结成一份工作文件提交给大会,向各国介绍己方 的解决办法(即决议草案的雏形)。工作文件格式并不严格,可是文段,也可只列关键点。委员会对工 作文件的起草过数目不做特别规定,大于或等于一国均可。工作文件不需要表决,也不会自动开启任何 介绍程序。代表如想介绍或讨论工作文件,需以动议形式提出。

主席:共有20票赞成,10票反对,2票弃权。三分之二多数为22票,很遗憾,决议草案1.1未能通过。现在将对决议草案1.2进行投票,赞成决议草案1.2的国家请高举国家牌。
重复宣读决议草案
重复上述宣读决议草案的整个流程,直到全部提交的决议草案宣读结束。(附注说明:只要其中一份决议草案通过,那么剩余的决议草案将会作废,并且模拟联合国大会正式结束)

会议助理1:中国代表到会。
所有国家宣读完毕之后,统计到会国家数量,并计算简单多数及三分之二多数。
会议助理1:点名完毕。共有20个国家到会,简单多数是11票,三分之二多数是14票。
正式辩论阶段
主席:现在进入正式辩论,首先将确定本次会议的发言名单(本次大会要求所有国家都发言)。中国,美国,巴西,秘鲁……
主席:抱歉,时间到。想要发言的国家请高举国家牌。英国。
②自由磋商
中国代表:动议。中国动议进行20分钟的自由磋商。
主席:台下有一动议,进行20分钟的自由磋商,赞成该动议的国家请高举国家牌。
【投票】
主席:29个国家赞成,简单多数为17票,该动议通过。现在进行20分钟的自由磋商。
本次磋商无须组织,20分钟后所有代表回到会场即可。
代表认为主席在会议流程上有失误时提出。
日本代表:问题。日本代表提出组织性问题,主席似乎没有按照发言名单的顺序进行发言。
此时,如果属实,主席承认错误,并进行更正。如果有特殊原因,主席应当解释。
主席:谢谢日本代表,现在我们将回到正确的发言名单。
或者
主席:谢谢日本代表,目前英国代表已提出个人特权问题,英国代表将会在回到会场后加入发言名单。
确定发言顺序
确定发言名单时,主席随机从国家名单列表里(附上出席国家名单给主席)点选国家,会议助理1要记录主席的点选顺序,并将顺序排列清楚后再转交给主席。

整个会议的核心是正式辩论和非正式辩论,会议的重中之重则是最后的投票表决。

一、主席团介绍主席:秩序的领导者和控制者,负责制定发言顺序和控制会议推进速度。

副主席:轮换主席的人选,负责帮助主席控制发言人时间和提供建议。

助理:负责点名和清点会场人数,同时负责会议的发言记录。

会议指导:负责所有文件的审阅和核批,同时对于会场中的规则性问题具有最高解释权。

二、点名RollCall为了了解会场国家出席情况和确定简单多数和2/3多数,各会场需要在大会开始前以及每次中断后重新开始前和投票前都进行点名。

当会议助理按照字母顺序报出国家名时,代表需要举牌示意并回答“到(present)”。

最后一个国家示意完毕后助理会宣布出席国家数、简单多数(过半数)和绝对多数(过2/3),此部分即告结束。

三、确定议题SettingtheAgenda当会场中存在两个或更多议题时,主席随机点出支持讨论各议题的代表各3名,按不同议题支持者各一的次序进行轮换陈述。

每位代表各自陈述时间90秒,阐述选择先讨论议题的原因、动机等。

随即主席要求全场各位代表投票决定议题,当某一议题简单多数通过时,此部分即告结束。

四、发言及让渡时间SpeechesandYield1.发言代表们确定议题之后,正是辩论开始,主席将打开发言名单,即围绕中心议题而进行讨论的国家名单,初始时间设定为2分钟。

阅读材料(1)模拟联合国会议规则流程点名Roll Call在这一环节中,委员会主席团的成员会将该委员会中出席国家的名字一一点出,顺序是按照国家英文名字首字母的序列。

被点到的国家代表要举起国家牌(placard),并回答:“到(Present)。

”不要小看了点名这一环节,它不仅能让主席团成员了解哪些代表国到场,还能算出在这一节(Session)的会议中,进行投票(Vote)时所需要的简单多数(Simple Majority)和三分之二多数(Two-Thirds Majority)分别要达到多少代表国。

因此点名是每一节会议开始的时候都必须进行的一个环节。

而准时出席每一节的会议,对于代表来说也是必须做到的,这是对于委员会、主席和其他代表的尊重。

确定议题Setting the Agenda当一个委员会的议题多于一个(Multiple TopicAreas)的时候,代表们通过讨论投票,确定出首先讨论的议题。

议题一经确定,则在通过该议题的决议之前,代表们讨论的内容只能在这一议题范围内。

我们以通常情况——两个议题为例,来看这一环节是如何进行讨论和投票的。

Step 1: 一名代表动议(Motion)先讨论议题A / B。

Step 2: 主席确认对于该动议,是否同时存在赞成(Second / in Favour of)和反对(Against)意见。

如果无赞成则直接进入对议题B / A的讨论,如果无反对则直接进入对议题A / B的讨论,但通常这样的情况较少发生。

Step 3: 如果委员会中对于动议同时存在赞成和反对意见的,那么主席将从赞成和反对的双方分别随机点出若干名代表进行交替或连续发言(发言的代表人数根据不同会议不同委员会而异,通常为2-3人,也可以由主席根据辩论情况酌情规定人数。

)Step 4: 在关于该动议的辩论结束之后,进行投票。

该动议的通过需要简单多数代表的同意,这样就进入对议题A的正式辩论;如果该动议未得到通过,那么直接进入对议题B的讨论,无需再进行辩论。

规则2:语言英语是2012年中国模拟联合国大会的唯一官方语言和工作语言。

规则4:观察员组成1观察员指的是联合国大会中的非国家行为体,一般包括政府间国际组织、非政府间国际组织、跨国公司、民族解放运动等观察员的代表团成员不得超过三个,在每个委员会中,一个代表团可有一位(或两位)代表出席。

规则5:资格成员国与观察员的资格认定必须是注册时认可的资格,任何成员试图修改其资格或权利的行为必须在主席的书面允许下才能进行。

规则6:法定人数三分之二多数(即将大会或各个委员会出席国家数除以三后再乘以二,若有小数则进一求整)出席时达到开会的法定人数。

大会主席或委员会主席将决定是否达到法定人数。

大会或各个委员会进行磋商、投票或采取任何形式的行动都必须在法定人数的基础上进行。

每场分会议开始前和在进入决议草案投票程序之前将以点名的形式重新清点法定人数(详见“规则十八”)。

规则7:表决权每个成员国享有同等表决权且只计一次。

大会或各个委员会实质性问题的表决将至少由所有出席成员国三分之二多数同意通过,程序性问题则由二分之一简单多数通过即可。

观察员有权参与谈判,但无权进行投票。

此外,观察员可以发表演说,参与磋商,并被期望在会议过程当中能为会议进程有所贡献。

模拟联合国会议完全攻略第一章模拟联合国会议模拟联合国是当代青年人模仿着联合国的形式而进行的一项活动。

在这项活动中,青年人扮演着联合国各成员国外交官的角色并针对各种问题在议程上进行讨论。

在扮演外交官的角色时,代表们进行演说﹑准备决议草案﹑与盟国及敌对国进行商谈﹑化解冲突并操纵程序规则,旨在动员全球合作以解决关系到全球各国的问题。

在模拟联合国会议里,参加者以代表团(一般由一到两人组成)为单位,共同代表一个国家。

多个代表团参与到模拟联合国的不同委员会中,围绕特定议题,以国家代表身份进行演讲、辩论和游说,本着联合国的国际主义精神,积极帮助其它国家,维护世界和平,同时争取国家利益最大化。

代表在充分准备后广泛协商、合作,以求本国利益在决议中得到充分体现。

模拟联合国里有多个委员会,一个委员会由一个主席团负责。

主席主持会议,按照联合国正式程序规则监督并推动会议进程;会议指导(可有多个)负责审阅代表提交的会议文件;主席助理负责点名、录入发言名单。

会议要求主席团成员分工合作,分别处理回复意向条、解答代表疑问等。

会议特别要求有全体代表都能看得见的黑板或电脑投影,用于显示会议主持者记录的发言名单;还需一块秒表,纪录发言时间。

建议每位主席团成员都有各自的纪录本。

有条件的学校可以使用电脑及大屏幕。

可取网上下载或自行编辑模拟联合国专用软件(自带记录发言名单、动议、表决人数、秒表等功能)。

第一节模拟联合国流程及规则模拟联合国会议通过严格按照联合国会议(Formal Rules of Procedure)的规则进行,以保证每一位代表都有平等的发言权(Equal Opportunity to Be Heard)。

代表仅在主席点到其国家名时才有机会发言(Speak Only When Recognized by the Committee’s Chairperson)。

代表在发言或是提问时需要注意措辞,尽量运用正式的外交辞令。

虽然不同的模拟联合国会议关于流程的规则有所不同,但是措辞一般是统一的。

南昌大学模拟联合国协会2015南昌大学校内模拟联合国大会议事规则总则第一条本议事规则由2015南昌大学校内模拟联合国大会学术委员会制定;学术委员会拥有对此议事规则的最终解释权。

第二条本议事规则适用于本次会议,主新闻中心除外。

第三条本议事规则将作为各委员会讨论的基本规范;各委员会可根据本委员会具体情况拟定适用于本委员会的特殊议事规则。

如特殊议事规则与本议事规则冲突,则由学术委员会予以仲裁。

第一章规则流程第一节正式辩论第四条各分组会议开始时,首先进行点名环节:(一)主席助理应按照字母A-Z的顺序依次点出本委员会全部国家;(二)被点到的国家代表需高举国家牌并喊“出席”;(三)点名完成后,主席助理应计算并宣读本委员会的百分之二十数、简单多数及三分之二多数。

(四)在点名时未被点到的代表应在出席会议后向主席团传递意向条确认出席;主席助理应在当前发言结束后宣布该代表出席及新的百分之二十数、简单多数及三分之二多数。

第五条本次会议各委员会均只设一个议题;点名环节结束后将直接进入正式辩论阶段。

第六条正式辩论环节开始后,主发言名单将被开启:(一)主发言名单的开启需经代表动议,以简单多数通过;(二)开启主发言名单的动议通过后,主席助理将随机点出愿意发言的国家代表,并按点出次序记录国家名;(三)主发言名单上的国家代表发言结束后,主席助理应从名单中删去其国家名;(四)未加入主发言名单的国家代表或结束发言的国家代表可通过向主席团传递意向条加入主发言名单;(五)任一时刻同一国家名不能重复出现在主发言名单中。

第七条正式辩论中,每位代表默认的发言时间为120秒;如认为必要,代表可动议修改发言时间,以简单多数通过。

第八条正式辩论的发言时间如有剩余,代表可让渡剩余的发言时间:(一)当且仅当剩余时间大于等于10秒时代表方可进行让渡;如剩余时间少于10秒,将被自动忽略;(二)让渡的类型包括:(子)让渡给主席:主席将自由处置剩余时间;1(丑)让渡给代表:让渡剩余时间的代表应说明被让渡代表的国家名;被让渡时间的代表利用剩余时间进行发言;(寅)让渡给评论:主席将随机点出一位代表利用剩余的时间对进行让渡的代表的发言进行评价;进行让渡的代表无需对评论进行回复;(卯)让渡给问题:主席将随机点出一位代表对进行让渡的代表提问;之后由进行让渡的代表予以回答;提问的时间不计入剩余时间;(三)进行一次让渡后,如还有时间剩余,不得进行再次让渡。

SessionArticle 1Two delegates from each participating country will attend the parallel sessions for Committee of Topic 1 and 2 of the Commission on the Status of Women (hereinafter “CSW”). The two committees aim to address the related topics with proper suggestions and thus hand in draft sectional resolution for review of the plenary conference.Article 2The working language is English.Article 3The time of the two committees is in the evening of November 8th, the morning and afternoon of November 9th, 2013, UTC+8.Article 4The session will be held in Guangdong University of Foreign Studies, Guangzhou, People’s Republic of China and the venue will be arranged by the Secretariat.Article 5Delegates may propose motion of suspension or recession at any proper time during the session and the session may be suspended or announced in recess without discussion but simple majority approval of participating countries and thereafter resumed.II. Session ProceduresArticle 11The Dais may announce opening of the session only if delegates from over 1/3 of the countries shall participate have attended the sessions. Any vote on draft sectional resolution shall be made under the presence of the simple majority of the countries shall participate. Countries that shall participate and have attended the sessions herein are referred as the participating countries. Article12In the beginning of the first session, the Dais shall request a roll-call at random to confirm the speakers’ list. The total for each speaker in the list is 90 seconds. Upon the closure of the speakers’ list, the session shall enter the s tage of vote for draft sectional resolutions. Anyone not listed in the speakers’ list or having finished his/her speeches in the list may require additional speech by submitting written applications to the Dais. Once approved, he/she shall be added to end of the list.Article 13For the speakers finishing their speech within the allotted time, the remaining time is automatically yielded to the Dais.Article 14When a state is clearly mentioned in the speech of the speakers’ list or in the moderated caucus, the state could apply for the chance of reply in written form to the Dais. Upon approval, the state will have 30 seconds to reply. The 30 seconds’ speech cann ot be yielded. And the right of reply could only be applied once during the conference.Article 15After three speakers in the list have finished their speech in each beginning of the session, motion can be proposed by raising placards without verbal declaration. Motion types are hereby defined as follows:(1)Unmoderated Caucus. The total time is set by the motion country and passed by a simple majority of the participating countries. All delegates can leave their seats for free discussion;(2) Moderated Caucus. The topic, total time and time for each speaker are set by the motion country and passed by a simple majority of the participating countries. The Chair should open a speaker’s list based on willingness randomly. The speech time cannot be yielded. If all the speakers in the original list have finished and the remaining time is enough for at least one country to speak, the Dais can add to the list based on willingness to speak randomly. (3)Modify the duration of each speech in the speakers’ list. Th e modified duration is set by the motion country and passed by a simple majority of the participating countries. Formal speeches are performed in accordance with the modified duration thereafter;(4)Close the speakers’ list. The motion can only be propose d when draft sectional resolution is submitted and should be passed by an absolute majorityof the participating countries. Once the motion is passed, the speakers’ list is closed and the voting begins.Article16When there’s no speaker on the stage, part icipants can issue points directly via raising placards and speaking or in written form to the Dais at any time. The point types are as follows:(1) Personal privilege, namely applying to leave the venue;(2)Procedural issues, namely inquiring procedural matters, or pointing out procedural flaws.The Chair shall immediately decide the issues in accordance with rules. A delegate may raise an objection over the decision, which the Chair shall put to vote. The decision of the Chair remains valid unless being overruled by the simple majority of participating countries. When issuing a procedural issue, a delegate shall not discuss about the theme.V. Documents and VoteArticle17The meeting should contain the following documents, which shall be approved and informed to the audience by the Dais. Documents shall be drafted in accordance with formats of samples issued by the Secretariat.(1)Position Papers. Each participating country shall hand in mandatorily before the conference to showcase their ideas and opinions. Voting is not needed;(2) Working Papers. Submitted by arbitrary number of participating countries, it is to conclude their own working and views or express expectations towards the conference process. Voting is not needed;(3)Draft Sectional Resolution. Its sponsors and signatories shall be twenty percent or more of the participating countries, which should contain at least five or more member states. The sponsors should contain one or more of the member states. Sponsors shall not be sponsor or signatory of other draft sectional resolution while signatories are allowed to second any number of draft sectional resolution. The document is used to reach consensus and to submit for the plenary conference consideration.Article 18A draft sectional resolution, if not be voted, can be withdrawn by all sponsors at any time before voting. And the withdrawn draft sectional resolution can be submitted again by any delegate. The Dais will renumber the document. Article 19All participating countries shall have one vote.Article 20Upon the beginning of voting, walking or passing page is strictly prohibited. When the Dais announced the voting procedure, no one should interrupt with the progress except pointing out the procedural issue of the vote.Article 21The draft sectional resolution shall be deemed passed with the absolute majority of approval from the participating countries. Once a draft resolution is passed, the committee will no longer vote for any other documents and the voting procedure will be ended.Article22The committee should conduct a roll-call vote according to the number of the draft sectional resolution. The vote shall begin with the English alphabetical order of registered abbreviated name of the participating country decided via drawing lots by the Chair. During the roll-call vote, each delegate should raise the placard high and declare “Yes”, “No” or “Abstain”, which shall all be put on record.Article 23If all the draft sectional resolutions fail to be passed by an absolute majority of the participating countries and there is more than one draft sectional resolution, then a roll-call vote should be conducted again according to the number of a draft sectional resolution. Participating countries should declare “Yes”, “No” or “Abstain”. Draft sectional resolution with approval of a simple majority of the participating countries can be submitted to the plenary. Abstaining members should be deemed as non-voting.Article 24Once voting for a draft sectional resolution ends, the Chair should ask whether there is a willingness of explanatory speeches and randomly point to no more than three participating countries to speak for no more than 60 seconds each. Explanatory speeches are limited to explanations of the vote. The sponsors and signatories of the draft sectional resolution are not allowed to give explanatory speeches.VI. Participation of Non-Member StateArticle 25The committee may invite any member of the United Nations and any institutions of the international law system to participate in the consideration of any matter of particular relevance. Such countries are called observer states. Article 26The committee may invite any important person including United Nations officials to participate in a meeting and should offer courteous reception. VII. MiscellaneousArticle 27Before each session of meeting and voting, the Dais should request roll-call to determine a simple majority, an absolute majority and 20 percent according to the results and informed the audience. The values are determined as follows:(1)A simple majority, namely half of the number of participating countries, which should plus one if it is an integer, and be filled if it is not;(2)An absolute majority, namely two-thirds of the number of participating countries, which should be filled if it is not an integer;(3) 20 percent, namely one fifth of the number of participating countries, which should be filled if it is not an integer.Article 28Issues fail to be covered in this rule of procedures shall be decided by the Dais with consent of the Secretariat.【Committee of Topic 3】I. SessionArticle 1One delegate from each participating country will attend the parallel sessions for Committee of the Topic 3 of the Commission on the Status of Women (hereinafter “CSW”). The committee aims to address the related topic with proper suggestions in written document for the review of the plenary conference.Article 2The working language is English.Article 3The time of the committee is in the evening of November 8th, the morning and afternoon of November 9th, 2013, UTC+8.Article 4The session will be held in Guangdong University of Foreign Studies, Guangzhou, People’s Republic of China and the venue will be arranged by the Secretariat.Article 5Delegates may propose motion of suspension or recession at any proper time during the session and the session may be suspended or announced in recess without discussion but simple majority approval of participating countries and thereafter resumed.II. AgendaArticle 6The topic and agenda for each committee shall be decided by the Secretariat, which will be notified to each party prior to the session.Article 7At the opening, the agenda will be voted after the roll-call, which needs to be passed by simple majority approval from the participating countries.III. Delegates and DaisArticle 8The rights of the delegates are hereby set forth as follows:(1) Right of speech. Please refer to Article 9 Item (2), Article12, Article 15 Item(2), Article 16 and Article 25 on making a speech,no one is allowed to make a speech without the approval of the Dais;(2)Right of reply. According to Article 14 on reply, all debates shall be confined to the issues under discussion among the states. If the speakers’ debate is irrelevant to the agenda item, the Dais may urge him/her to abide by the rules;(3) Right of motion. Please refer to Article 5 and Article 15 about motion;(4) Right of recommendation. Please refer to Article 16;(5) Right of point. Please refer to Article 17 about questioning;(6)Right of composition. Please refer to Article 18 and Article 19 about document composition and submission;(7) Right of vote. Please refer to Article 5, Article 7, Article 9 Item (5), Article 20, Article 23 and Article 24 about vote.Article 9The Secretariat shall select candidates to form the Dais, whose rights hereby are outlined as follows:(1) The Dais is entitled to announce the opening and closing of each session, preside discussions and ensure compliance with the rules herein, grant permission to make speeches, host vote for items in discussion and announce decisions. The Dais shall keep track with the progress of the sessions and maintain good order in the venue.(2)The Dais is entitled to invite the lecturer to make a speech at the time mutually consulted and agreed if such a speech is deemed necessary by the Dais hereof.(3)The Dais enjoys the rights to review, compile and exhibit working paper, draft agenda report and other documents deemed necessary by the Dais. (4)The Dais reserves the right of administration on venues, instruments, schedule and request of attendance by conference staff.Article 10In failure to attend any session or part of a session for due reasons, the Dais shall designate one Dais member to act on the Chair’s behalf or implement rotating Dais system at its discretion.IV. When the recommended speech is finished, the Dais will open the floor for no more than 3 questions from different countries, and each of these questions will be within 30 seconds. The speaker will have 60 seconds to answer each question.Article 17When there’s no speaker on the stage, participants can issue points directly via raising placards and speaking or in written form to the Dais at any time. The recommending countries should register at the Dais and thus been decided the order of each speech. The total time for the each is within 5 minutes. When the recommended speech is finished, the Dais will open the floor for no more than 3 questions from different countries, and each of these questions will be within 30 seconds. The speaker will have 60 seconds to answer each question.Article14After introduction speech or recommended speech has finished, motion can be proposed by raising placards without verbal declaration.
